Fuller Instructor Website: Office: Gambrell Hall fullercr@ .sc.edu Phone: Office Hours: By appointment, virtual office hours, MW 9:30am 10:30am Course Description: Authoritarianism, neo-authoritarianism, dictatorship, monarchy, autocracy, totalitarianism, single-party regime, military junta, and the all-encompassing non-democracy are merely a few of the many names given to world s oldest and most common form of government. In 2014 Freedom House reported that 55% of the world s countries and 60% of the world s population are not fully free. This class will explain and explore what these data and terminology mean, the methodologies used to generate these stats, and the major theoretical explanations for the continued survival of non-democracies and their leaders (among other things such as the role of dictatorships in popular culture). This class combines the traditionally domestic and/or area focus of comparative politics with the global and/or interstate levels of analysis associated with international relations. 2 Learning Outcomes and Objectives: After successful completion of this course, students should have A working knowledge of several contemporary comparative theories of dictatorships Be able to coherently speak and write about non-democratic governance in the 21 st Century Be able to empirically distinguish the differences between a democracy and a non-democracy Have specific knowledge of several modern dictatorships and their institutional makeups Identify the strengths and weaknesses of several different styles of non-democratic governance Understand how domestic level institutions affect international outcomes Assignments: A final exam, three in-class exams, and three analyst papers. Final Exam: Content to be determined. The Final Exam will be given on Friday May 1 st at 9:00AM in GAMB 005. Exams: There will be three (3) exams. You will need to bring a blue book to class for each exam. One will not be provided for you. The exams will consist of maps, definitions, and short answers. Exam 1 = countries #1-30, 2 = #31-60, 3 = #61-90 (list at end of syllabus). Analyst Papers: Detailed instructions handed out and posted on BB. Pick a country from exam period, write a brief (no more than 2 pages single-spaced) analysis of a specific question pertaining to your country and use theory and research to give a well-reasoned prediction of what the answer will be five-ten years out. Participation and Attendance: 1. ABSENCES: The University allows three absences per student without penalty. Attendance will begin on January 20 th, the next class period after the last day to add/drop. There are no excused absences, so make sure that if you miss, you HAD to miss. Extenuating circumstances will be dealt with individually if necessary. Each absence after three (3) absences will result in a letter-grade deduction from your final grade total. 2. READINGS: Every student is expected to do the readings for each class period. Some of the readings will be posted to Blackboard in pdf form. Most will be in your required textbooks. A BB next to them in the class schedule denotes readings posted on Blackboard. Grades: Each grade is worth 25% of your final grade. Exam pts. Exam pts. Exam pts. Analyst Report pts. This number will determine your final grade. 90+ = A = B = B = C = C = D Below 60 = 2

3 Expectations: G.I.G.O. = garbage in, garbage out. In this course you will get out of it what you put into it. I cannot make you want to learn and I cannot read your mind. Make a genuine effort, do the work, ask questions, and participate and you will learn a lot. If you just show up, don t do the readings, surf the internet, and do the bare minimum, well, it will be like teaching pigs to fly it will just waste the teacher s time and annoy the pigs. If you are able to, I would suggest keeping up with a current blog relevant to this class. Two good ones for this class are the Foreign Policy Magazine Democracy Lab and the International Center on Nonviolent Conflict Late Assignments: I do not accept late assignments. Special circumstances will be dealt with individually are left to the instructor s discretion. Academic Integrity: The University of South Carolina has clearly articulated its policies governing academic integrity and students are encouraged to carefully review the policy on the Honor Code in the Carolina Community. Any deviation from these expectations will result in academic penalties as well as disciplinary action. The only area of risk for inadvertent or purposeful academic dishonesty is plagiarism in your individual papers. Plagiarism includes, but is not limited to, paraphrasing or direct quotation of the published or unpublished work of another person without full and clear acknowledgement. The first time I see you on a phone I will stop class and ask you to share with us. The second time and any time after that I may ask you to leave. If you are doing anything disruptive during class defined as anything that I notice other people noticing you do that is voluntary and not class related (such as texting, watching videos, etc.), you should expect to be called upon and asked to share with the rest of the class what you thought was more important than class. If it continues you may be asked to leave. If you know in advance that you must leave early or be late to class, you should let me know in advance. Communication: You are expected to maintain and check your university issued regularly. me. I am very willing to help with any questions. If I do not respond within 48 hours to an , that means I did not receive it. Format your s properly and respectfully. s that resemble text messages, have no subject line, no greeting, no signature, or are disrespectful in tone will be deleted immediately with no response.
