3 About We Empower: We Empower Sashaktikaran is a group of citizens of India, who have organized under the banner and campaign of Mera Vote Mera Haq for Voter awareness and Registration campaign amongst first time voters (18-26), with active support from Chief Electoral Office- Maharashtra, University of Mumbai (under RGCCS and NSS and Department of Students Welfare) along with private Sponsors. Members of We Empower - Sashaktikaran seek to engage with urban youth (18 26 years) on the subjects which include: Youth and Women empowerment Citizens rights and how to avail them Civic behavior and responsibilities in urban environment Awareness of participating in democracy and its benefits in urban environment We also engage in Skills development and carrier advice for Students. We Empower is based out of Mumbai and has a working office in kandlivalli Thakur Village. Working out of 103 C Wing ISM House, Thakur Village, Kandivalli East, Mumbai All the activities for the program and campaign on voter Registration are listed on the Portal: We also engage actively on field along with all our partners (including but not limited to) The Mumbai university, (NSS and RGCCS), various CSO s including V Cann, AGNI, CAG, ADR etc The first campaign of We Empower is branded as Mera Vote Mera Haq. In this campaign volunteers have been trained and organized to help citizens to get them enrolled in the Electoral Rolls. Since, The Electoral Rolls are updated every two years so as to see the new entrants and delete the name of who have died or changed the constituency. Without registering in the Electoral Rolls, you are not eligible for voting, even if you possess a Voter ID Card. We Empower has coordinated as a support and executing Organization to help implement RGCCS (Mumbai University) initiated Inter College Debate campaign and Voter awareness and Registration drive along with Employability Test. We Empower has also been instrumental in roping in Chief Electoral Office Maharashtra as a joint partner to this campaign, along with various partners (both in public and private Sectors) to this campaign. It has also worked as the singular organization for all communication between all the involved Organizations and Authorities for this Campaign. 3
4 History of We Empower and Management Team. We Empower (Mera Vote Mera Haq) is Chaired by Sujoy Chourasia and has worked in the capacity as Chairman of We Empower as well as Program coordinator for this Campaign. We Empower was formed in April 2013, and had decided to focus on Civic issues with special focus on youth empowerment and engagement along with emphasis on Electoral participation amongst first time Voters. We Empower (Sashaktikaran) campaign Mera Vote Mera Haq was formally Launch on July 15 th 2013 at Mumbai univ. Convocation Hall (Opp. Oval Maidan). Chief Guest M/s Maya Pataol SDM- Mumbai City, along with Siddh Vidya (Advocate) and NSS Representatives at the inaugural function of We Empower- Mera Vote Mera Haq. Sujoy Chourasia- Chairman- We Empower, giving a discourse and presentation on the objectives of We Empower MVMH. 4
5 About today s youth (The Demographic picture in India): Every third person in an Indian city today is a youth. In about seven years, the median individual in India will be 29 years, very likely a city-dweller, making it the youngest country in the world. India is set to experience a dynamic transformation as the population burden of the past turns into a demographic dividend, but the benefits will be tempered with social and spatial inequalities. These are some of the findings of the State of the Urban Youth, India 2012: Employment, Livelihoods, Skills, a report published by IRIS Knowledge Foundation in collaboration with UN-HABITAT. A closer analysis of the urban youth suggests that greater political participation, engagement at a policy level and urgent attention to improving their quality of life can ensure that India enjoys the benefits of this dividend. By 2020, India is set to become the world s youngest country with 64 per cent of its population in the working age group. With the West, Japan and even China aging, this demographic potential offers India and its growing economy an unprecedented edge that economists believe could add a significant 2 per cent to the GDP growth rate. Where they are available: While India is undergoing a demographic transition, regional disparities in education mean the benefits will not be evenly spread across the country. The report says the southern and western States will be the first to experience a growth dividend as they accounted for 63 per cent of all formally trained people. The largest share of youth with formal skills was found in Kerala, followed by Maharashtra, Tamil Nadu, Himachal Pradesh and Gujarat. Among those undergoing training, Maharashtra had the highest share, Bihar the lowest. The unequal access to opportunity and the lack of emphasis on education remains a persistent problem. The report finds that a person in an urban area has a 93 per cent greater chance of acquiring training than someone in a rural area. How to catch their attention in Urban Environment: 68 % of the Urban Youth above 18 plus age group in metropolis like Mumbai are likely to be found undergoing a degree course from the multiple educational institutes across the Educational width. This includes Technical courses (Engineering, Medical courses, and standard Graduation courses in Commerce, Science and Arts) a significant portion also engages in vocational courses and professional training s. We Empower (Sashaktikaran) selected to partner with Mumbai University (RGCCS) as well as NSS to reach out to the mass base of under graduating youths. Mumbai University represents 798 colleges in Western Maharashtra and is the best platform to reach out to these youths. Motivation for participating in the event: We Empower utilized a unique methodology of identifying the youth s requirement i.e. carrier development in respective fields with a linkage to the current Socio political environment and how an efficient government affects their future carrier, as well as motivating them to participate in basic efforts of registering themselves as valid Voters as well as making an effort to elect a efficient government. 5
6 Approval for Campaign from Department of Students Welfare- Mumbai University: We Empower Mera Vote Mera Haq was given the first letter of recognition to initiate its program linked with Voter awareness and Voter Registration Campaign by the Department of Students Welfare Director Dr. Mrudul Nile. We Empower- Mera Vote Mera Haq conducted its first session on voter awareness campaign along with NSS Volunteers at the Churchgate premises. We Empower went on to conduct an Online Voter Enrollment Program between, July 15 th till October 27 th 2013, It Reached out to 188 colleges through NSS trainer units during this period. The Methodology utilized was Train the trainer with key focus on NSS Lead co-coordinators and training them on the process of voter registration. Mera Vote Mera Haq portal was also launched with a dedicated page on instructions for online voter registration process. We Empower Volunteers reached out to more than 188 Lead co-ordinators along with an impact on more than student volunteers of NSS for actively seeking their co-operation for Voter Registeration. 6
7 The successful awareness created lead to development of a more intense program for actual offline Voter Registration culminating in a detailed program engagement for actual Voter enrollment under SVEEP (Systematic Voter Education and Enrollment program) of Chief Electoral Officer- Maharashtra. Approval from Chief Electoral officer- Maharashtra We Empower was instrumental in declaring the Principals as Campus ambassadors and got a letter notified for the same GR Campus ambassador notification issued by DEO Maharashtra office Chief Electoral officer, Maharashtra letter to respective collectors on Mera Vote Mera Haq Campaign of We Empower. The Letter issued by Deputy Electoral officer on Anointing respective Principals of all University affiliated colleges as Campus Ambassadors along with letter issued to the Collectors of Mumbai City, Mumbai Suburban and Thane districts helped in a major way to spread the awareness on the campaign for Voter Registration within College Campus. 7
8 We Empower along with its active Grouping of Citizens started developing a detailed program for the reach out. Each and every member of We Empower - MVMH come from different background, like Architecture, Marketing, Technology, Software, Social Media, Law, etc. We have come together to beat the cause and help India to be the real democratic country. Core Team of We Empower: About Sujoy Chourasia : Sujoy Chairs the Association, and is actively involved in all programs of We Empower (Sashaktikaran). He has had a very successful carrier as a corporate and has played Senior management roles in Reliance Digital Retail Limited, Future Group Pantaloon, Reliance Infocomm, Satyam Infoway. He runs his own business in Design and Interiors under his company Retcomm Solutions. He has donated his time and effort in nurturing and bringing this Association to its present state. Key Members of the team who worked on MVMH project: Dr. Chandrakant Puri Director of Rajiv Gandhi Center for Contemporary Studies University of Mumbai. Dr. Chandrakant Puri is an Educationist and has worked for a long period with the least represented and denotified tribes. He chairs the seat in Rajiv Gandhi Center for Contemporary Studies which is involved in policy recommendation related to youth affairs and the least notified tribes and communities. He has worked with SNDT University and currently chairs the Center of RGCCS. Ashfaq Ahad Co founder Fazlani Altius Business School. Ashfaq has completed his International MPM- HRM course from Symbiosis International Univ. in 1999, and has had a strong Corporate HR experience in leading Corporate like ICICI Bank, GE, Syntel, Tech Mahindra. 9 Introduction to Partners & Sponsors Rajiv Gandhi Center for Contemporary Studies, University of Mumbai: The Government of India had decided in 2006 to honor the contribution of our Late Prime Minister, Hon ble Shri Rajiv Gandhi by establishing Rajiv Gandhi Chair in Contemporary Studies in the University of Mumbai. This is also significant as the University celebrated its 150 th year. The Ministry of Human Resource Development through the University Grants Commission, New Delhi has given financial assistance to the University for establishment of the Chair, which has now evolved into a Centre. The Centre at present is headed by Dr. Chandrakant Puri as Chair Professor, from February 1, As a part of the center s activities Dr. Chandrakant Puri has organized an Inter Collegiate Debate Campaign, Voter Awareness Drive and Employability Test, being driven from 16 th December 2013 till 27 th January National Service Scheme National Service Scheme, under the Ministry of Youth Affairs & Sports Govt. of India, popularly known as NSS was launched in Gandhiji's Birth Centenary Year 1969, in 37 Universities involving 40,000 students with primary focus on the development of personality of students through community service. Today, NSS has more than 3.2 million student volunteers on its roll spread over 298 Universities and 42 (+2) Senior Secondary Councils and Directorate of Vocational Education all over the country. From its inception, more than 3.75 crores students from Universities, Colleges and Institutions of higher learning have benefited from the NSS activities, as student volunteers. Introduction: Chief Electoral Office- Maharashtra. India is a Socialist, Secular, Democratic Republic and the largest democracy in the World. The modern Indian nation state came into existence on 15th of August Since then free and fair elections have been held at regular intervals as per the principles enshrined in the Constitution, Electoral Laws and System. The Constitution of India has vested in the Election Commission of India the superintendence, direction and control of the entire process for conduct of elections to Parliament and Legislature of every State and to the offices of President and Vice-President of India. Elections are conducted according to the constitutional provisions, supplemented by laws made by Parliament. The major laws are Representation of the People Act, 1950, which mainly deals with the preparation and revision of electoral rolls, the Representation of the People Act, 1951 which deals, in detail, with all aspects of conduct of elections and post election disputes. The Supreme Court of India has held that where the enacted laws are silent or make insufficient provision to deal with a given situation in the conduct of elections. Chief Electoral office Maharashtra (Shri: Nitin Gadre), along with Deputy Chief Electoral Officer (Shri: Shirish Mohod) have issued a letter to jointly participate in the Inter collegiate Debate campaign and Voter awareness drive along with Rajiv Gandhi Center of Contemporary Studies Mumbai University along with We Empower (mera vote mera haq). 9

Chetan seeks to focus is to create a better environment with the help of RTI where women and youth get the best opportunity to empower themselves through better education and contribute for the betterment of the country About Malcolm Rodrigues (Treasurer): in Malcolm is a social activist, an engineer by profession, even at a senior age he seeks to engage actively in all programs and contribute as a office bearer and treasurer to We Empower. Description Of the Campaign: This campaign has been Organised and executed by We Empower along with active approval and support of Mumbai University (Rajiv Gandhi Center of Contemporary studies), Departmnet of Student Welfare (University of Mumbai), and NSS. along with Joint participation of Chief Electoral office Maharashtra supported, co-ordinated and implemented by We Empower, under its objective of driving youth awareness and participation in Democracy with a Intercollegiate Debate Campaign, Voter awareness and Registeration drive, and Employability Test. 10
11 'Campaign' means: It s a field activity with singular objective having three components of: 1. Debate Competition 2. Voter Registrations and awareness Campaign 3. Employability Test. Objective of the Program: The program sought to involve the students through the activity of Debate program (and basic incentives of recognition and non monetary reward such as recharges ) for successfully participating and submitting Voter forms. We Empower sought to bring all the participants to increase the impact of voter awareness and registration program amongst Youths by highlighting the importance of this activity through Debate campaign s, as well as connecting its impact to thier own carrier development Brief Roles and Responsibilities: Rajiv Gandhi Center for Contemporary Studies Mumbai University: (For Debate Program) Initiator of this campaign under who s banner all events are being implemented. RGCCS would actively be involved in conducting the Final day event at Kalina Campus Mumbai University on 25 th January 2014, along with the relevant resources required for the day i.e Auditorium booking and availability, audio system for the event, Snacks and other refreshments required for the event. NSS: National Service Scheme: (For Voter Registration) Would provide for the entire Volunteer force and requisite approvals so allow and provide support for student Voter Registeration. Chief Electoral office- Maharashtra: Authorizing Governmental and Constitutional Body which is participating as a joint partner for this campaign. We Empower- Singular coordinating body between RGCCS, Chief Electoral office and all sponsors to this program, and responsible for proper conduct and implementation of this program as per guidelines of RGCCS (Mumbai university) and Chief Electoral office Maharashtra, also responsible for final submission of report for this campaign to both the Authorities. 11

Methodology of Implementation Basic Brand Guidelines:All the material being utilized inside the college campus by Operations team needs to compulsorily have Mumbai University, Election Commission and We Empower (Mera Vote Mera Haq), and remaining sponsors Logo s with their respective material in a common banner for Display. This is applicable to all the three activities happening in this event. About Campaign Process: a) Pre Event Activity Pre College Coordination for confirmation of Participation in the Campaign. Event Flowchart: 1. Visit Principal, Vice-Principal, RGCCS contact in the college (if available). 2. Submit all letters related to the campaign and take acknowledgement from the college administration. 3. Explain campaign events and process. 4. Take confirmation on availability of Classroom Or Auditorium and stall space for Voter Awareness during the event days and permission to go into classrooms to announce regarding the campaign. 5. Notice on campus addressing students above 18 and not registered as Voter and urging them to register in College Premises on (Date) and asking them to, fill up forms and submit along with photo proof, ID proof, Age Proof and Copy of College ID (attested by Authorized Signatory of the college). On confirmation from the college: a. Update Contact List and Calendar of event, b. Soft Copies of Posters, Banners, any Audio Video file (if available) to be sent to the colleges. b) Actual Event at College (Operational Team): 12

Set-up stall, posters and banners - to be put-up at 2 prominent places inside the college for student awareness, 3. Take charge of the auditorium/ Classroom / Common area for 2 Days and start voter awareness campaign, 4. Go to all classrooms to announce regarding the campaign. 5. Look for judges of debate competition inside the college. 6. Update the following numbers in the campaign update sheet at the end of Day1, a. No of voter registration Forms given in the college, b. No of registrations for debate competition, c. No of registrations for Employability Test. Day 2 in college.. 1. Confirmation on Voter Awareness SMS sent to students from college administration. 3. Check / Finalize judges to Conduct Debates and simultaneously conduct MET (My Employability Test): 3. Check for completion, Collect and Collate filled-up voter registration forms as per assembly constituencies: 4. A Total of 48,000 forms was submitted back to respective ERO offices across the City including Mumbai City, Mumbai Suburban and Thane District Colleges. The program deployed resources through Corporate funding of this entire program. 17

22 Key Material and Resource utilized for the Event: We Empower Volunteer team was issued with Badges for identification purpose at respective locations. All design for the logo and material was provided by specialist in Retcomm Solutions. The prints T shirts, Banners, Volunteer T Shirts were provided by Fazlani Altius Business School for this entire activity of activites. The gifts for the Finalist of debate campaign were sponsored by FABS which Included three tablets, alting in mobile smart phone for the winner and runner up, along with trophies of We Empower for participants. All participants were also issued a co branded (and co recognized Certificate) duly authorized by Deputy Chief Electoral officer Maharashtra (a sample is attached as under). A Total Budget of INR 6,30,000/- was spent by our Sponsors for implementing of this program resulting in Reach out to more than First time Voters. Key achievements and Uniqueness of this program: 1. A total of 48000, Form 6 applications submitted for Voter registrations by first time Voters. 2. High impact as it catered to Students requirement whilst involving them in National democratic process. 3. First time involvement of key Governmental institutions like CEO office, University of Mumbai, and private Organization of Fazlani Altius Business School. This was a serious and successful attempt to bring Public authorities such as the CEO Maharashtra office, Mumbai University (and its various departments), private sector players (eg Fazlani Altius Business School) under an NGO and Civil Social Organization (We Empower) to drive a successful three pronged program. The program ensured that key effort was made such that the interest of students in their respective carriers and linking the same to their participation in the electoral efforts of Election Commission was made. We utilized the Digital medium to our best efforts and the following Digital resources were utilized: Web site: Twitter handle: Vote Ka Haq Face book: We also prepared Banners and Signboards along with Election commission provided material to spread the work. Special T shirts were printed for volunteers and participants for this events. Significant amount of Resources were spent in identifying recognition s by issuing Certificates to the volunteers, participants and Winners (special as per category), who had worked for these causes. 22

Thanks Giving and Closure of the event: The Event was concluded with a speech by a ten minute inspiring speech by Dr. Rajpal Hande (Director BCUD- University of Mumbai), thanking the team of We Empower for having conducted this event along with the impact created on Voter Registration, and awareness created amongst Youth related to their Voting Rights and methods to claim their rights for Voting. Dr. Rajpal Hande briefed about Dr. A P J Abdul Kalam (Ex President of India) along with reference to his Mission and Vision 2020 exhorting the youths to participate proactively in Nation building tasks. The Program was concluded with a National Anthem sung by all participants in the hall lead by Siddh Vidya. 23
