2 History:- SVEEP Action Plan for Vidhan Sabha Election-2014 A comprehensive SVEEP Plan action for enhanced electoral participation in General Election to Lok sabha & national Voters day, 2014 was prepared & systematic approach was adopted to achieve the objectives highlighted in the action plan. The focal points of Action plan are again re-iterated as under:- 1. Formation of District SVEEP Committee As per instruction of Election Commission of India a committee of the following was constituted at District level for effective implementation of SVEEP activities DEO-cum Deputy Commissioner- Chairman Addl. Deputy Commissioner- Nodal Officer Dy. DEO/ City Magistrate- Member DIPRO- Member DEO- Member Distt. Planning Officer- Member Tehsildar Election- Member The core committee after discussions with prominent persons in different fields set the objectives of maximum registration of eligible persons as voters and thereafter to motivate the electoral of the district to cast their votes in maximum numbers be achieved through SVEEP activities. Some factors contributing to low voter turn-out were also identified as :- 1. Uncontrolled rush at Polling station. 2. Lack of knowledge of EVM operation. 3. Non- Corporation by Election staff and agents. 4. Lack of transportation facilities on the day of Poll. Lack of proper knowledge regarding Polling station In order to achieve these objectives different activities involving Got officers/officials, the DIPRO, Camus Ambassadors of schools & Colleges, NYK, NSS volunteers, RWAs, workers of health department, Anganwari workers and Associations of different organization were associated with SVEEP activities. After continuous campaign through these activities the following impact was clearly visible after the Lok Sabha Election-2014
3 Impact:- After the completion of the Lok Sabha Election a review of the SVEEP activities was taken to see the actual impact of the activities on achievement of set objectives. The impact was found to be very encouraging. The result of the SVEEP activities and improvement in the following the areas was found as under 1. There was an overall increase in voting percentage during the current Lok Sabha Election. The percentage of voting in the Vidhan Sabha Elections during 2009 was 66.68% and the percentage of voting during Lok Sabha Election was 72.12% in District Karnal. Thus there was an increase of 5.44 %. 2. During last summary revision done on there were 9,17,866 electors in Karnal District. After to a total of electors were enrolled making the total of 9,44,017 voters in the District.. 3. The EPR ratio was also increased to 59.7% from 58.54%. 4. The Voter Sex Ratio was also increased from 844 to The voters turn-out in 58 polling stations was 47.70% to 70.92% during the Vidhan Sabha Election 2009 but during Lok Sabha Election 2014 the voting % in these Polling Stations raised from % to 83.30%.Thus the impact of SVEEP activities is clearly visible in enhancing the voters turn-out. As the Haryana Vidhan Sabha Election are also to be held in near future therefore the continuous implementation of SVEEP activities is very vital to improve the weak areas. Therefore the action plan with the following objectives is prepared for this district. Objectives:- 1. To enroll 100% eligible persons as voters. 2. To increase voters turn-out to 90%. 3. To bridge the gap of sex ratio in enrolment as voters. ( =31)for female voters 4. To delete the names of Absent, Shifted and Dead voters from the latest voter list.

9 Strategy A. Enrolment 1. According to assumption of as base date, eligible person, were to be enrolled as voter. During last summary revision on , electors were enrolled. Thus the goal is to enroll eligible persons as electors in addition to the persons who became eligible during the period from last summary revision i.e As per Census 2011 the sex ratio in District Karnal is 886 but the female ratio was 855 according to last summary revision on Thus there is still a gap of 31 female voters against male voter. 3. To motivate all such voters who stayed away from voting during Lok sabha Election Action Plan:- In order to achieve the above goals the following activities under SVEEP will be taken from June-2014 till the completion of Vidhan sabbha Election During June-2014 A. Registration and updating of voters. i). Registration of new voters will be started from ii) A training of all BLOs to be done on iii) Registration will be done by all BLOs at their booth level on special dates as per schedule. iv) Advertisement in Electronic media & Print media to be done at regular intervals to make the eligible persons aware of the registration of new voters. v) Registration forms -6 to be given to the Licensing & Registration Authorities issuing Driving License and Registration Certificate of vehicle to be given to all eligible persons. vi) Form-6 will also be provided to all the Colleges & Professionals institutions to be filled alongwith the admission form. vii) Deletion of ASD voters after due verification from the Gram Panchyats and BLOs to be done. viii) Rangoli competition on the theme subject of voter enrollment to be held in all the Schools and Anganwari centers
10 ix) Two Publicity vans of DIPRO will also be roped in to sensitize people to get them registered as voters. All major towns & villages of the district to be covered under this campaign. x) Date wise schedule of registration of voters received from Chief Electoral Officer Haryana to be adhered to strictly. During July-2014 Since all the Educational Institutions will open after summer vacation and the colleges & technical institutions start their new session during the month of July-2014, therefore special attention of SVEEP activities will be given to associate the student in enrollment as voters and motivation to enhance the voter turn-out. The activities to be undertaken for this purpose are as under. i)meeting of Deputy Commissioner with Heads of all major institutions to appoint camps ambassadors who will further motivate the students in regarding enrollment & voting. ii) Rallies by the students will be organized in all the schools of the district. The students with banners bearing various slogans of SVEEP activities will take part in these rallies. iii) Special Seminars in all Senior Secondary Schools & Colleges to be organized to prepare the eligible youth to take interest in Election Process in general and registration as voters and use it during election, in particular. All such seminars to be addressed by Senior District level officers iv)paintings competitions, declamation contests and Slogan Writing to be organized in all major institutions covering different aspects of election process during July v) Meeting with RWAs and Coordinators of NSS units of different educational institutions to be held to associate them with SVEEP activities. vi) Senior Officers of administration will be asked to give a pep talk during their field visits & social function. August-2014 till Vidhan Sabha Election Since the registration of voters will be over by 31 st July 2014, the focus of SVEEP activities will be on motivating voters to cast their vote in maximum numbers during the forthcoming Vidhan Sabha Election All the activities which were undertaken during Lok Sabha Election-2014 will be undertaken from August till the completion of Vidhan Sabha Election.
11 The following activities will be under taken during this period. 1. Special attention will be given to 50 polling booths having lowest voter turn-out during Lok sabha Election The BDPOs, BLOs, Gram Sachives, Patwaries, Secty. Municipal Committees will analyze the reasons of low voter turn-out and will lay special focus in weeding out those reasons to increase the voter turn-out. 2. Special focus on rural women through ANMs, MPHWs, ASHA Workers and Anganwadi Workers will be done.. 3. The illiterate and poor sections of the society will be motivated to cast their votes in maximum numbers. The Preraks of Literacy Mission, Motivators and Cluster Motivators of NBA will reach out to motivate them. Pledges will also be taken by the all citizens attending such camps. 4. Hoardings at important places including Bus Stands, Railway Station and Govt. Offices will be displayed with slogans of SVEEP at the left out places. 5. Stickers bearing slogans of SVEEP will be pasted on LPG cylinders and ATMs through DFSC and LDM respectively. 6. The Public Relation Department through DIPRO will sensitize Public for large voter turn- out through Nukkad Nataks, Raginis and Songs in Haryanvi dialect. 7. Flex banners with slogans will be displayed on Auto Rickshaws by Secretary, RTA and Traffic branch of SP Office. 8. Slides containing slogans and messages in all Cinema Halls and 2 Multiplexes will be shown. 9. Photo Voter slips will be distributed through BLOs. 10. Voter Assistance Booths will be setup at all polling locations manned by BLOs th August,Sports Day, will be utilized as Voter Motivation Day th September 2014 The World Literacy Day will also be an important day for motivating voters to cast their votes in maximum numbers 13. Viral Media (internet etc) will also be used for messages to voters to use the right of votes during election. 14. A rally by Election Department will be organized on 15 th August, the Independence day on SVEEP slogan PRAJA TANTRA KE PREHRI 15. SMS on mobile phones through Mobile Data Base of NIC Karnal will also be flashed out with SVEEP slogans to the mobile users
