2 The schedule LOK SABHA ELECTION The Election Commission of India announced the election schedule for constitution of 15 th Lok Sabha in 5-Phase as per the following details. Tripura has 2(two) Parliamentary Constituencies and was included in the 2 nd Phase. Phase-/2B Date of Announcement - 2 March 2009 Date of Notification - 28 March 2009 Last date for Nomination - 4 April 2009 Scrutiny of Nomination - 6 April 2009 Last date for withdrawal of candidature - 8 April 2009 Date of Poll - 23 April 2009 Date of Counting of votes - 16 May 2009 Date before which the election shall be completed - 28 May 2009 Model Code of Conduct The model code of conduct came into force in the State with effect from the date of announcement of the election i.e. 2 nd March Photo electoral rolls and EPIC The Photo Electoral Rolls with coverage of 100% photographs was utilized for the first time in the State during last General Election to the Tripura Legislative Assembly held in February,2008. The said Photo Electoral Rolls were updated and 100% Photo Coverage was maintained. The EPIC coverage was also 100%. Summary revisions Prior to the announcement of Lok Sabha Elections,2009, 2(two) Special Summary Revisions of photo electoral rolls were undertaken in the State. Out of these, one was undertaken with reference to as per the extent of newly delimited Constituencies and other was conducted with reference to as the qualifying date. Electors The total number of electors as on the last day of nominations were , of which were general electors with male and female; and 2458 were service electors with 1803 male and 655 female. Electors of 1-Tripura West PC were general electors with male and female; and 1302 were service electors with 955 male and 347 female; Electorate of 2-Tripura East (ST) PC were general electors with male and female; and 1156 service electors with 848 male and 308 female.

3 Polling Station The total numbers of polling stations were 3008 which was over 25 % increase as compared to the last General Elections to Legislative Assembly The number of polling stations were Average population per polling Station was 691. Nominations, Scrutiny and withdrawal of candidature The process of filing nomination papers started on 28 th March, The total number of nominations filed were 19; of which in 1-Tripura West PC were 10 and 2-Tripura East (ST) PC were 9. The rejected nominations were nil. Security The office of the ARO(SDM) were used is zonal office and total 274 sectors functioning to facilitate safe movement of polling parties and law and order Management. 78 Polling stations were identified as Very vulnerable on the grounds of militants presence. The hypersensitive polling stations were provided with central Police force (CPF) as per the directions of Election Commission. Orders under Section 144 of CrPc were issued prohibiting the carrying of arms, lethal weapons and regulating trouble makers during the conduct of elections. No fresh arms licenses were issued during the election period. Videography Video Cameras were used to record the poll proceedings in hypersensitive polling station on the day of the poll and for monitoring other critical events like filing of nomination papers, scrutiny, poll campaigns, law and order etc. Meeting with political parties. Meetings were regularly held with political parties, candidates, election agents. The cooperation from the political parties and candidates in the enforcement of model code of conduct was excellent. EVMs and other polling materiasl. The availability of polling personnel from the state was adequate. The randomization of the personnel was done by using standard application software developed by NIC and the Election department.

4 Transport The availability of transport was adequate from the state taking into account of private vehicles. There was no problem for transportations. Dry days. Dry days were declared in the state from 21 st April, 2009 to 23 rd April, 2009 and on 16 th May Media Management As per directions of Election Commission of India a committee headed by Addl. Chief Electoral Officer was constituted with a responsibility to examine and entertain application for certification for advertisement of television channel and cable network. An appellate committee headed by Chief Electoral Officer was also constituted with a responsibility to entertain complaints/ grievances of any political party or candidate or any other person in regard to the decision to grant or refuse certification of an advertisement. However no complaint was received. Political Campaign The campaign was peaceful and came to an end at 4. P.M. of 21 st April, The Poll The poll was fixed on 23 rd April, 2009 from 7 A.M. to 4 P.M. The polling percentage was 84%. The polling was peaceful and there was no re-poll. Counting of votes The Counting of votes was held on16th May, 2009 in spread over 4 districts and 17 Sub-division the results were declared on the same day. Observers The Election Commission appointed 6 Observers to oversee the election process from the end of the nomination period till counting of votes and 11- additional observers for counting of votes.

5 New initiatives (i) SMS based system for monitoring of polling stations. (ii) Preparation of Electoral rolls with 100% Photograph coverage. (iii) Distribution of Electoral Photo Identity Cards- 100% coverage (iv) Dissemination of information redesigned website with improved search facility for electoral roll in English and Bengali (v) Dissemination of information regarding Photo Electoral Roll- SMS based search facility. Communication Plan Almost all the polling stations were connected through the mobile network of BSNL, Aircel, Airtel, Relinace. The landline services were not satisfactory. Rest of the polling stations were covered through police communication network, fixed to mobile satellite phones, BSF other CPF networks. Information management plan on counting of votes. As standardized by the ECI, GENESYS software was utilized for the purpose of communication of results of counting of votes at various stages. Extensive training was provide to all concerned for the purpose. The information flow was excellent.

6 LOK SABHA ELECTIONS, 2009 Highlights And Best Practices followed in Tripura The General Elections to the Lok Sabha, 2009 from 1-Tripura West and 2-Tripura East (ST) Parliamentary Constituencies of the State was held in the 2nd Phase (Phase-2B) of programme announced by the Election Commission of India. As per Programme, the poll of the 2(two) Parliamentary Constituencies was held on 23rd April, 2009 and the Counting of Votes was taken up on 16th May, 2009 along with other States/UTs of the Country. The election was conducted in the State as per the extent of newly delimited constituencies ordered by the Delimitation Commission of India on 12 th May, The Poll was taken up in all the 60(sixty) Assembly Segments comprising within the above Parliamentary Constituencies by using of Electronic Voting Machines (EVMs) and the results could be declared within 7(seven) hours time. The following are some of the best practices followed in the Tripura during the Lok Sabha elections, 2009: 1. SMS based system for monitoring of polling stations On the 23rd April 2009, the day of the poll in the two Parliamentary Constituencies in Tripura the SMS based system of monitoring the polling stations and the votes cast was used. With the communication arrangements that were made, it was possible to have a SMS based system to monitor the progress of votes cast. Through the SMS based reporting system, the information on the number of votes cast was sent at two hourly intervals from the polling stations. The Booth Level Officers (BLOs) assigned to the polling stations were trained to send formatted SMS messages on various poll related activities. The format and syntax of the SMS messages were suitably designed so that the message received by the system through the GSM modem could be automatically

7 interpreted and up-dated into the database and made available to the CEO, ROs and AROs for monitoring the Polling Stations on line. Because of lack of mobile connectivity and inaccurate reporting through the SMS by some of the communication officials, the information with regard to some of the polling stations could not be received through SMS and for such cases the Communication teams at the Sub Divisional and the District level obtained the information by other means and kept the information updated. It helped to get an idea of the average voting percentage and the progress of poll and could be directly monitored by the AROs, ROs and the CEO and in case there was any problem the same could be addressed. The system has the complete information with regard to the votes cast in each polling station and report on voter turn out can be generated Polling Station wise, Assembly Segment wise and Parliamentary Constituency wise and this can be seen at (also linked from using username: ceotripura and password:ceo_123. The SMS based system was further improved for the Bye-election to the 8-Town Bardowali Assembly Constituency held in Tripura on the 28 th May, 2009 and the information required as per ECI letter No. 404/OBS/2009/DPS dated 4 th May,2009 regarding the poll process, tracking of the dispersal of the polling parties, arrival at the polling stations, conduct of mock poll, deployment of CPF, Video Camera, micro-observer etc. was collected by SMS through the BLOs and report generated as soon as the poll was over and was used during Register 17A scrutiny. The information regarding the poll process and two hourly progress of poll at the polling stations collected through SMS could be accessed online and may be seen at (also linked from using the username: eci and password: eci123@. With every two hourly record of the votes cast it can provide an additional check for the votes recorded in the Presiding Officers Diary. The system can be adopted by the other States and additional features such as EVM details, photograph of voters taken by digital camera at the polling booth

8 can be added to the system to have a complete record of all the activities at the Polling Station and therefore be helpful in conduct of free, fair and peaceful polling even at remote polling stations. 2. Preparation of Electoral rolls with 100% Photograph coverage In the Electoral Roll finally published in the Tripura on the 16 th January 2009, 100% photograph coverage could be achieved. After that, during the period of continuous updation also it was ensured that 100% photograph coverage is maintained and the on the day of the poll on the 23 rd April 2009 photograph of every elector in the State was available on the roll. In order to ensure that the photo electoral roll is error was free, without any photograph mismatch and photograph of every elector was included before the final publication, a PDF verification copy of the photo electoral roll was generated after making the additions, deletions and modifications and given to the Booth Level Officers (BLOs) for re-verification of all entries and the photograph by going from house to house. The re-verification drive undertaken over a week, before final publication with the BLOs going from house to house helped to identify electors who did not have EPIC, remove errors of data entry and mis-matches of photographs and also collect photographs of the last 250 electors which were the most difficult to collect. This effort of re-verification of the electoral roll by the BLOs made it possible to have an error free photo electoral roll in Tripura with 100% photo coverage. 3. Distribution of Electoral Photo Identity Cards - 100% coverage While preparation of the of the error free photo electoral roll was being done the new EPIC card to be issued were also generated and given to the EROs on a compact disc. After the final publication of the photo electoral rolls on the 16 th January, 2009, Electors Photo Identity Cards were printed and laminated at the level of the EROs and distributed by house to house visits by the BLOs and the same was completed by 25 th January, The house

9 to house visit for distribution of EPIC by the BLOs ensured that the EPICs were properly distributed and 100% of the electors in the State were provided with EPIC Cards. As a result of this exercise which helped to achieve error free roll with 100% photo coverage, on the day of the poll on the 23 rd of April, 2009 the State had a 84.11% turn out and 99.45% of the voters who came to the polling stations to cast their vote came with their EPIC Cards and only 0.55% voters had to rely on other documents. 4. Dissemination of information redesigned website with improved search facility for electoral roll in English and Bengali The Website of the Chief Electoral Officer, Tripura was redesigned, made user friendly and provided with a powerful search facility and launched on the 6 th March, 2009 and it now provides access to the electoral rolls of the entire State, the information regarding the election laws and rules and the Guidelines of the Election Commission of India and also the results of the past elections held in the State. The details regarding the Election Officials including the ROs, AROs, BLOs and the Sector Officers along with the Communication Plan are hosted on the Web. To strengthen the search facility, data base of electors after the special summery revision was converted into unicode and provision of search for elector details by giving name, address or the EPIC Card No. was provided on the website. The details of the electors can now be searched by giving the name, address or the EPIC Card Number both in English and in Bengali. 5. Dissemination of information regarding Photo Electoral Roll- SMS based search facility With large mobile phone coverage in the State it was felt that the search feature would be more useful for the common elector if it is given wider access by providing SMS based search facility. The SMS search facility was locally developed with assistance of the State NIC Unit and launched in March, 2009 so that an elector could find out

10 details of polling station just by sending his EPIC Number by SMS. This could be done by providing a GSM modem and developing a proper interface with the electoral roll data base with a small investment of less than Rupee Ten Thousand. This cost effective solution was very popular amongst the youth and the first time voters as they could conveniently find the polling station details and turned up in large numbers on the poll day to cast their vote. With 100% coverage of the EPIC in the State, everyone has the EPIC Card No. and could find out location of polling stations through the SMS search facility. This feature was particularly useful as the polling station of large number of electors had to be changed because of the delimitation of the Constituencies. The following are some of the other features of the Lok Sabha Elections, 2009 in the State: 1. There were electors in the State (w.r.t as the qualifying date) with 100% photo coverage in the Electoral Rolls and EPIC Coverage in the State is now 100%. 2. As a result of the extensive drive, zero mismatch of photograph in the Photo Electoral Rolls was achieved. De-duplication of electors and getting the photograph of all the electors was also done as part of the special drive and the roll has zero non-image elector. 3. Election was conducted through latest version of Electronic Voting Machines (EVMs) with the facilities of Braille signage. Special arrangement for blind voters was made at all 3008 Polling Stations in the State and Braille sheets supplied to all Polling Stations to facilitate casting of votes by the Braille literate blind voters. 4. There was no case of violence or any untoward incident during the process of elections and free, fair and peaceful elections could be conducted in the State % turnout was achieved which was one of the highest in the Country.

11 6. Out of electors, voters exercised their franchise, with voters using of EPIC and 9613 voter by using of one of other alternative documents specified by the Commission. The percentage of Electors who voted by using EPIC and alternative documents was 99.45% and 0.55% respectively. 7. Because of rationalization of the Polling Stations, proper training of the Polling Officials and Police Personnel, the electors at the Polling Booths did not have to wait and the polling in all the Polling Stations was completed in time. 8. During the period of Special Summary Revision of the Electoral Rolls from 10th November, 2008 to 16th January, 2009, the names of electors were added in the Electoral Rolls while names were deleted and in 8997 cases the entries were corrected. After that, during the period of Continuous Updation of the Electoral Rolls from 17 th January, 2009 to 4th April, 2009, 883 more electors were added while 886 names were deleted and 184 cases the names of the electors were corrected. 9. Communication Plan was developed to ensure that every polling station in the State was connected by the Mobile Phone or Landline or Police Wireless on the day of the poll. All 3008 Polling Booths were kept in a communication grid and 325 Sector Magistrates were engaged. As a result of follow up and persuasion, new broad band and mobile communication facilities by the BSNL and the other service providers were started and upgraded at many locations which would be of use for the State even after the elections are over. On the date of the poll about 15 EVMs had to be replaced at the Polling Stations and the same could be done in less than half an hour in every case because of the effective communication arrangement and positioning of the Sector Officers. 10. To disseminate the poll related information and results of counting of votes on a wider scale among the general public, 331 Authority Letters for polling day and 280 Authority Letters for Counting day issued to the Media Persons.

The campaign for use of Electronic Voting Machines (EVMs) was undertaken in every Village Panchayat to increase awareness regarding the use of EVM and also to dispel any wrong notions which some vested interests try to create. 12. Four rounds of training for the 20,059 Polling Officials engaged for election duty was conducted in all the Sub-Divisions to ensure that all the Officials are fully prepared and familiarized with the use of EVMs as per the instructions of the Election Commission of India. 13. The security arrangements required for the election period was reviewed and finalized in the meeting held with Chief Secretary, Director General of Police and other senior Officers well before the nomination of the Candidates so that the security forces could be made fully prepared to ensure that no untoward incident takes place during the campaigning period or the day of the poll or on the counting day and after the declaration of results. The sensitivity categorization of Polling Stations into X,Y & Z Categories and the vulnerability mapping and deployment of security forces according to the sensitivity and the vulnerability of the various areas was done to ensure that the security forces were optimally utilized and it helped in having a totally incident free poll on the 23rd of April, Tripura, being a hilly State, some of the Polling Parties were required to travel long distance on foot. 16 Polling Parties had to be sent out two days before the date of the poll i.e. on 21st April, 2009 to reach their Polling Stations well in time. These 16 Polling Parties had to travel through difficult extremist prone areas and, therefore, they were provided with extra security cover. After the polling there were reports of landmines being planted on the return path of some of the Polling Parties and therefore two of the Parties were airlifted back by helicopter to avoid any untoward extremist related incident. As a result of proper planning, deployment of security forces, effective communication plan and continuous tracking of the polling parties, the polls remained totally incident free. 15. The pre-poll confidence building measures undertaken by security forces, preparation of total Electoral Rolls with 100% coverage by two rounds

13 of house visit, the provision of search facility and the campaign to make the electors aware about the use of EVMs helped to ensure a record turnout of 84% electors on the day of the poll in the State. 16. Counting of Votes in the State was undertaken at 17 locations and special arrangements made to get 11 more Observers in addition to the 6 who had come earlier on the day of the poll. The Counting of all the Centers was completed in time. The Tripura East (ST) Parliamentary Constituency is spread over 4 Districts and AROs used to take a long time to reach the RO, delaying the declaration of results. To expedite the declaration of results, the distant AROs were airlifted by Helicopter to the Office of the RO so that the results in the State could be declared by 4.00 PM on 16 th May, 2009.
