1 STATE OF TEXAS * CITY COUNCIL COUNTY OF HOOD * SPECIAL SESSION CITY OF GRANBURY * MAY 19, 2005 The City Council of the City of Granbury, Texas, convened in special session on May 19, 2005, at 12:00 noon, at the American Legion Hall, 220 N. Travis Street, Granbury, Texas. Notice of said meeting giving date, place, and subject thereof having been posted as prescribed by Article V.A.T.C.S., with the following members present: David Southern * Mayor, Place 1 Jake Caraway * Councilperson, Place 2 Jeanell Morris * Councilperson, Place 3 Lisa Johnson * Councilperson, Place 4 Steve Reid * Councilperson, Place 5 Mickey Parson * Councilperson, Place 6 AND Harold Sandel * City Manager Dee Arcos * City Secretary ABSENT: Councilperson Steve Reid PUBLIC HEARINGS Mayor commented these were the second public hearings on each parcel of land indicated on each item. Joe Moss, 2108 Post Oak Terrace, addressed Council. Mr. Moss commented he owned approx. 10 acres ( Buzzards Roost on E. Hwy. 377) and asked that Council consider giving him one year to be able to sell his property and asked that the people that buy from him, be grandfathered in. Grady Randle, 820 Gessner, Suite 1570, Houston, TX 77024, addressed Council. Mr. Randle commented he was appearing as a land owner and as an attorney and he was there speaking on behalf of the residents of Cresson, TX, who were in opposition to the proposed involuntary
3 annexation of their properties. Mr. Randle briefed on the history of his family in Cresson and commented his family owned land on both sides of E. Hwy Mr. Randle commented he did not want his property involuntarily annexed by the City of Granbury and was in opposition to all of the parcels being proposed for involuntary annexation. No further comments were offered by persons in the audience. Mayor closed the hearing Conduct the Second Public Hearing regarding the proposed involuntary Approximately acres of land consisting of Parts of the JOHN HOWARD SURVEY, Abstract No. 717, and the J. W. MIDDLETON SURVEY, Abstract No. 371 situated in Hood County, Texas; embracing all of Lot J and a portion of Lots K and N of GRANBURY INDUSTRIAL PARK, an addition to Hood County, Texas according to the plat thereof recorded in Slide A-288 of the Plat Records of Hood County, Texas, and a portion of the 817 acres tract described in the deed to G. K. Randle recorded in volume 76 page 210 of the Deed Records of Hood County, Texas, and a portion of Tract Two the 4-26/100 acres tract described in the deed to Osborn Stone Company, Inc., recorded in volume 1680 page 565 of the Real Records of Hood County, Texas and all of the 5 acres tract described in the deed to Charles W. No comments were offered by persons in the audience. P. recorded in volume 1712 page 778 of the said Real Records and the acres tract described in the deed to Cynthia Thrash Nobles etux recorded in volume 1812 page 741 of the said Real Records. involuntary annexation. Rick Fiddler, 9505 Lancaster, TX commented he did live in Cresson, but did not own property on Hwy 377, E. Mr. Fiddler asked if Granbury was going to respond to emergencies 2 miles into Cresson. Mayor commented the City of Granbury has an interlocal agreement with the surrounding Cities and Counties whereby the entities help each other out in emergencies. Mr. Fiddler commented he was concerned that the scenic land that the Randles own would be destroyed with the
5 involuntary annexation. J.C. Campbell, Hood County resident, commented he supported the City of Granbury s proposal to annex all of the parcels of land. He felt people come to live in Granbury because they like the rules and regulations the City has set. Mr. Campbell was concerned that the City of Fort Worth would come and annex all of the land up to Granbury if the City of Granbury did not do the annexation to Cresson now. No further comments were offered by persons in the audience. Mayor closed the hearing Conduct the Second Public Hearing regarding the voluntary annexation of the following described territory: Approximately acres of land located on Davis Road, south of US 377 contained within the Martin Setzer Survey, Abstract No. 502, Hood County, Texas, being a portion of an original 83.3 acre tract of land belonging to H.B. Campbell as recorded in Vol. 103, Pg. 116, of the Deed of Records of Hood County. The subject public hearing will need to be held in order to allow for the applicant to meet deadlines to obtain grant funds. voluntary annexation. J.C. Campbell commented he was speaking on behalf of his two sons, who own land around the area being proposed for voluntary annexation. They were are not against the annexation; however, they are concerned with the water drainage problems in the area to be annexed and asked that these flooding issues be addressed. Mr. Moss addressed the Council again and commented that all of the owners of land on US Hwy. 377, E. were opposed to the involuntary annexations.
