FREE Council To Vote On Ban Of Horse-Drawn Carriages by Crystal Wolfe For over a century, elegantly designed horse drawn carriages in Central Park have taken tourists and city residents on old-fashioned romantic rides to forget for just a moment the hustle and bustle of the city life surrounding them. This week Mayor Bill de Blasio s ban is threatening to put the 300 drivers and 200 horses out of business. Animal activists claim that horses do not belong on dangerous, crowded NYC streets. One solution made by an animal rights group was to replace the horses and carriages with electric-powered antique car replicas, or E-Cars. Another option made was to build a larger stable to house the animals on Central Park and not allow them onto crowded city streets. Yet the Manhattan horsedrawn carriage industry is one of the most regulated of small businesses in the country. The horses are permitted to work no more than 9 hours a day, only if it is not too hot or cold, get five weeks vacation a year, and every horse goes through a veterinary exam twice a year to ensure it is fit for service. In addition, the horses are kept in stalls large enough for them to move around freely and are fed clean water and good feed throughout the day. Most of the horses are bought from the Amish and would otherwise be turned into dog food or glue. The Mayor reportedly plans to offer displaced carriage drivers free green taxi medallions on the condition they purchase handicapped-accessible cabs. However, these medallions have a value of $5,000-$7,000 dollars each and are not equivalent to the yellowcab medallions valued currently at about $850,000 dollars each. It is not clear if the Mayor s office would purchase new green medallions or take the available medallions away from the taxi drivers working to earn them. It is clear the medallion would not be equivalent to the driver s expense at losing their livelihood. Said one horse drawn carriage driver Stephen Malone, We are outraged at the process of introducing this midnight campaign just days after Thanksgiving. This has not been an upfront campaign with the mayor who hasn t had a single meeting with us or spoken or met with a single driver and their horse. And the E-Car is nonsense just my carriage alone is worth more. When asked what would happen to the horses if the ban was passed, Mr. Malone was protective of his horse as he explained that these animals are bought and owned by the drivers so the government would have no part in their retention of them. (continued on page 7) Sunnyside Shines Holiday Lighting Friday December 5 6:30PM by Joe Conley, Chair CB2 Several months ago NYC Department of Transportation proposed to improve pedestrian and vehicle traffic improvements at 41st Street and 48th Avenue at Greenpoint Avenue. The improvement were presented to Community Board 2, and although the Community Board challenged the improvements and raised many objections, DOT assured the Community residents & stakeholders attend over 10 Participatory Budgeting meetings in 26th District community the proposed safety improvement would benefit pedestrians and improve vehicle traffic flow. The community board pointed out how pedestrians travel north on 41st Street and would use the most direct path to cross Greenpoint Avenue. When work started stated at this intersection complaints from the community poured in. As I walked the streets and attended community meeting like the United Forties, I would hear from residents about the dangers created by the changes at 41st Street, 48th Avenue and Greenpoint Avenue. Residents living close to this intersection complained about the increased danger to pedestrians crossing the street and the increased danger from cars and trucks making illegal turns. Throughout this process the community has taken on the responsibility of allocating $1 million to projects that they are developing. Over the past several months it has been exciting to watch residents and stakeholders from all around the 26th District come together to participate, discuss and debate which projects are needed in their very own neighborhoods. Several hundred residents and stakeholders have participated so far in this community-driven process in the 26th District. Council Member Van Bramer s office has held 9 Neighborhood Assemblies and public meetings in Astoria, Sunnyside, Woodside, Long Island City, the Woodside Houses, the Queensbridge Houses, and the Big Six Towers. 140 residents within the 26th District have signed up to be Budget Delegates and will be responsible for working with Council Member Van Bramer s office and City agencies to ensure the community s favorite projects are funded and implemented in These meeting have been a part Rep. Some of the suggested community project proposals for the 26th District include: -Community boat launch and waterfront pocket park (LIC); -Rooftop farm and community garden (Queensbridge Houses); -Beautification projects and streetscape improvements including: planting new street trees, filling potholes, and repaving of residential streets (district wide); -Installation of traffic calming measures, which include installation of speed bumps, traffic signals and addition street signage (district wide); -Renovation of tennis courts at IS 204 (Dutch Kills); -Pedestrian footbridge over Queens Boulevard and Thomson Avenue (LIC); -New dog run for Sunnyside south of Queens Boulevard; -State-of-the-art Mobile Library for the 26th District; -Solar powered charging stations (district wide); -Expansion of bike lanes within the district; -New ferry for the district along East River waterfront (LIC/ Queensbridge/Ravenswood/ Astoria); -Rooftop playground for PS 166 (Astoria); -Mobile veterinarian van (district wide); -Handicap accessible ramps (Queensbridge Houses); Participatory Budget Timeline, 26th District From now through February 2015 budget delegates will work with the Council Member s office and city agencies to transform the community s project ideas into full proposals. In March delegates will present draft project proposals to the community, incorporate feedback from the public and revise projects ideas. Between March and April delegates will present final project proposals and residents will vote on which projects to fund. Riis Neighborhood Settlement House s senior center in Queensbridge. Story and Photos by Patricia Dorfman An even larger crowd than last year, over 100, gathered to sing Happy Birthday in Sunnyside s second flash mob for Ethel Plimack of Sunnyside Gardens. Some strangers participated as a lark, attracted by posted flyers, and many friends and neighbors, from Sunnyside and Woodside. Plimack turned 104 Thanksgiving Day and Sunnyside Artists organized the extremely brief celebration. 105 candles were passed out to give Ethel one to grow on, for next year, and she gamely blew them out a few of them for children who presented them to her. The event is not flash mob in the usual sense as Ethel is asked in advance if she was up to it, and she was. Ethel said, I wish I could call every single person and thank them. So nice of people to take time away from their own family Thanksgiving. As he did last year, Jimmy Van Bramer, a pal of Ethel s, attended as well as the media. Plimack testified in person in favor of landmarking, and preservation buffs Herb and Elizabeth Reynolds again showed up to sing. The block of the Gardens she lives on has been home to at least three centenarians or nearly so. Staying put is possibly part of the trick of longevity. Maurice and Ethel moved to Sunnyside from the Bronx in 1941 and reared their three children, Sylvia, Janet and Henry, now no spring chickens themselves these days. Ethel worked in Manhattan through her nineties. After retirement, until she reached 100, Ethel took public transportation by herself into Manhattan to swim every weekday, the trip itself impressive. Ethel s family would prefer if she lived with them, but she refuses to move, now having Josie Ellis, now well-known and liked herself, to help her. Ethel is less active in the neighborhood than last year, but she moves with grace. She is generous to a fault, and enjoys chatting and laughing with her constant stream of guests these days. The newborn Michael Laurence McKnight attended with his Ethel-knitted cap, as well as the eight other McKnight children and parents Tom and Mary. Mary said, We wouldn t miss this. We wait till after the flashmob to leave for Thanksgiving. The whole family likes her! The annual holiday event featured performances by the Goliard Carolers and local Woodside residents at the family home of the late Congressman Tom Manton. 8 PAGE 8 It s Official! Holiday Spirit Starts in Sunnyside The first Sunnyside Chamber of Commerce Sabba Park holiday lights without Luke Adams were lit Monday, and his absence was deeply felt. But the many new faces in the usual throng helped us feel that a meaningful tradition was preserved, and the future of our small town in the big city seemed quite possible. Father Joseph Jerome prayed for all. Cathy Nolan spoke movingly of old friends. President Rigo Cardoso flipped the switch on two glowing snowflakes and the tree. Diane Ballek, there with her grandson James, had earlier helped arrange police help for the procession to 46th Bliss Plaza, and everyone got to meet the new 108 CO John Travaglia, Joe Conley and park-namesake Sherilyn Sabba had to send regrets, but all were glad to see Debra Markell Kleinert, Joe and Mary Ann Gurrardo, Ona Whitman, Don McCallian, Lisa Deller, and Liz Taylor. Lily Gavin and daughter Kerri donated tables and cloths, and stopped by, as did Vijay Chaudhuri from Joe Crowley s office. The unexpected rain led President Rigo to rush to Duane Reade buy 20 umbrellas, but the weather made I Love Paraguay s warm empanadas, served by Fabricio Ojeda and his father, disappear at double speed. Mike Murphy of his Lobster Grill arrived with extra cookies, and Mark Stroubus of NY Style Eats brought tasty sandwiches. The hot chocolate on tap from Starbucks at Bliss Plaza was bracing. Manny Gomez helped arrange the event and also sang in AcapellaQ. The song program was arranged by Melissa Orlando, with professional coaching and direction by Paula Hostetter. Anne Rosemary Mustafa, Mustafa Yasar, Emin Karas, and Ann Cofta handed out lyrics to the over hundred who joined in at 46th Street, Elaine Fan from the Comptroller s office, and Janet Felton and Pat Pfirmann sang with verve. The crowd was happy to see Councilman Van Bramer arrive and sing, and Senator Michael Gianaris also stopped by. Santa Claus stole the show, however, when he arrived late and was mobbed by delighted children with wishes, and later, posted for selfies with adults. It is rumored that Santa was a friend of Joseph Pagano, but no one can be sure. The spirit of Christmas and other holidays arrived with children s laughter and so much good will. Sunnysider Don Penaranda, who joined the choir after reading the Herald, said, I am so happy to find a singing group here. But am mostly happy to meet such nice people right here.
