Alpine Road, for a dance concert to be held Wednesday, November 22, 2017, from 7:00 p.m. to 2:00 a.m. Referred to Alderman Peterson of the Codes and Regulations Committee. Alderman Peterson of the Codes and Regulations Committee moved to approve a Special Event Permit application for Victory Sports Complex, 7003 N. Alpine Road, for a dance concert to be held Wednesday, November 22, 2017, from 7:00 p.m. to 2:00 a.m. Second by Alderman Warden. Motion carried. 9 Ayes (Aldermen Schlensker, Allton, Warden, Jacobson, Little, Pruitt, Frykman, Peterson, Holmes) 1 (Alderman Puckett) Mayor Jury reported that leaf vacuuming continues on the east side of N. Second Street this week. Mayor Jury announced that Trick or Treat will be held Tuesday, October 31, 2017, from 5:30 p.m. to 7:30 p.m. Mayor Jury reported that the Loves Park Fireman s Association Annual Pancake Breakfast will be held Sunday, November 5, 2017, from 8:00 a.m. to 12:00 noon at Loves Park City Hall. Mayor Jury announced that the Tribute to Veterans will be held Thursday, November 9, 2017, from 10:00 a.m. to 11:00 a.m. at Loves Park City Hall. Mayor Jury congratulated Paul Wollenberg of the Loves Park Fire Department who was presented the Volunteer of the Year award at the Parks Chamber of Commerce dinner held last week.

Alderman Schlensker presented the Water Department Report dated October 25, 2017; presented the Street Department Report dated October 30, 2017, to be placed on file. Alderman Jacobson of the Finance and Administration Committee presented the General Fund and all other bills dated October 30, 2017, in the amount of $882,717.10, for consideration at the next city council meeting; presented the Treasurer s Report for September 2017, with an ending balance of $7,621,221.89; presented the minutes from the committee meeting held October 23, 2017, to be placed on file. Alderman Schlensker of the Public Works Committee presented the Water Fund bills dated October 30, 2017, in the amount of $23,420.94, for consideration at the next city council meeting; presented the minutes from the committee meeting held October 16, 2017, to be placed on file. Alderman Frykman of the Community Development Committee reminded everyone of the committee meeting to be held Wednesday, November 1, 2017 at 5:30 p.m. Alderman Jacobson presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, that the City of Loves Park is a member of and desires to support the efforts of the Rockford Area Economic Development Council for the remaining four years of a five-year economic development strategy entitled Rockforward 20/20. To accomplish the strategic plan Rockforward 20/20, the city of Loves Park shall join other member organizations to drive the implementation for this critical economic development initiative. Now therefore, be it resolved that the City of Loves Park, shall make a four-year funding commitment to Rockforward 20/20 at the rate of $25, per fiscal year beginning FY , for a total not to exceed $100, over a four-year period. This level of funding and support will be contingent upon a thorough yearly report provided by the RAEDC to the Mayor and City Council, which will track results against the performance of said organization. This yearly review shall be performed prior to the city making each annual payment. Further, funds for this support level will be expended from Account No (General Administration/Rockford Area Economic Development Council) as delineated on the attached invoice in the amount of $25, Second by Alderman Peterson. 9 Journal of Proceedings October 30, No Shave November 18. Water Department To Hire Baxter & Woodman Consulting Engineers For Professional Services 19. Adjourn Alderman Jacobson presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, that during the month of November 2017, the Chief of Police, Officers and staff of the Loves Park Police Department, wish to participate in an initiative titled No Shave November which raises funds and awareness for prostate cancer, testicular cancer and mental health. The Police Department endorses the concept of putting razors down for the month of November to change the face of men s health. Further, Police Chief Lynde has set a goal of $2,500 for No Shave November and is encouraging full participation in the Police Department ranks. Chief Lynde is asking each participating officer to make a donation toward the cause and he is asking the city to match up to $1, of funds raised. Another anonymous donor will match up to $ of funds raised in order to reach the ultimate goal of $2, for this most worthy cause. Now therefore, be it resolved, that the Police Chief is authorized to establish a separate account within city funds to accept these donations and further authorizes the Police Chief to disburse funds from the designated account to the charitable organization of SwedishAmerican Foundation with an earmark of Men s Health. Further be it resolved, that the City of Loves Park will make a matched donation of up to $1, towards No Shave November for dollars raised in support of this endeavor to help men live happier, healthier and longer lives. Funds for the city s matched donation will be expended from Account No. (General Administration/Organizations). Second by Alderman Peterson. Discussion: Alderman Little stated that he does not support the city matching donations with taxpayer s money and he would be voting no. Motion carried. 8 Ayes (Aldermen Schlensker, Allton, Warden, Jacobson, Little, Pruitt, Frykman, Peterson, Holmes) 1 Nay (Alderman Little) 1 Absent (Alderman Puckett) RESOLUTION NO Alderman Schlensker presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, the Water Department Manager is authorized to hire Baxter & Woodman Consulting Engineers, 8678 Ridgefield Road, Crystal Lake, IL 60012, for professional services to generate a WaterGems Water Model for future water system capital improvements at a cost not to exceed Fifty-One Thousand and Two Hundred Dollars ($51,200.00). Funds shall be taken from Account No (Engineering). Second by Alderman Jacobson. Rebuilt a catch basin on Coronet. 2. Wednesday we had spreader control training and truck calibrations. 3. Thursday was our snow plow rodeo all day. 4. Continued working on trucks. 5. Continued working on the salt brine system. 6. Filled an old well pit at fire station #1 with chips. Proposed work: 1. We will be asphalting concrete repairs on Coronet and Broadcast Pkwy. 2. Start Street sweeping with both sweepers in the downtown area. 3. Finish installing the salt brine system. 4. Continue servicing the trucks for winter. 5. Mowing grass. 6. Start back filling with dirt and seeding the sidewalk repairs on Riverside. 7. We will be concreting the well at station #1.
