2 FOREWORD This operative manual is a practical guide for assisting with the logistical and operative support information requirements of the Delegations that will attend the XVIII Senior Officials Meeting of the Forum for East Asia-Latin America Cooperation -FEALAC-, to be held in the city of Guatemala, from August 24 th to 26 th, This Manual contains general information that includes the process of accreditations, accommodation, transport, security, visas, among others. The information contained in this document is subject to modifications, and therefore if any modification occurs, it will be communicated in due time. 2

PRESENTATION OF THE XVII SENIOR OFFICIALS MEETING OF THE FORUM FOR EAST ASIA-LATIN AMERICA COOPERATION (FEALAC) The Forum for East Asia-Latin America Cooperation (FEALAC) is a partnership in which 20 countries of Latin America and 16 countries of East Asia participate, with the aim of promoting mutual interaction and knowledge. It aims to forge more effective and dynamic links between the two regions, which are characterized for their rapid growth. After 16 Senior Officials Meetings, Guatemala considers very important the presentation of projects that contribute to strengthen the exercise of democracy, government accountability and respect for human and social rights. Likewise, it is important to mention that FEALAC is the suitable setting for contributing with the Agenda 2030 for Sustainable Development of the United Nations, by driving the strengthening of the political, educational, social, cultural and economic relations between the members of FEALAC. It is considered of highest importance that, through the four Work Groups: a) Sociopolitical Cooperation, Sustainable Development; b) Trade, Investment, Tourism and MSME; c) Culture, Youth, Gender, Sports; and d) Science, Technology, Innovation, Education, it can be searched for programs that contribute to the development of the countries through projects, courses, internships, exchange of good practices, visit of experts, among other subjects, which are framed within the Sustainable Development Goals. 2. ABOUT GUATEMALA Guatemala (of náhuatl language origin: Quauhtlemallan, which means place of many trees ), is officially named the Republic of Guatemala; it is a sovereign State, located in Central America. The country has a native culture, which a result of the Mayan heritage and Spaniard influence during the Colonial Period. 4
5 Despite its territorial size (108,889 km 2 ), Guatemala has a great variety of climates, a result of geographical location. This favors the existence of varied ecosystems in the country, ranging from the mangroves in the wetlands of the Pacific Coast to the foggy forests of the high mountains. To the North, it borders Mexico; to the East, it borders Honduras and, to the Southeast, it borders El Salvador. Its capital city is the City of Guatemala, which is located at an altitude of 1592 meters above sea level. Its official language is Spanish, although there are twenty three Mayan languages. Political and socio-economical organization: Guatemala has achieved the consolidation of a democratic regimen, which has endured more than 20 years without interruptions. This has allowed more Regional Integration, as well as more Political and Trade Openness to the world. Today, the State is a public servant, promotor and facilitator of trade, investment, tourism and cooperation, transforming government institutions into expeditious and efficient agents. The Government of Guatemala is constituted by the Executive, Legislative and Judicial Government Branches. The Constitutional President of the Republic is democratically elected every four years since Jimmy Morales Cabrera is the ninth Constitutional President of the Republic, democratically elected in the year The Legislative Branch is represented by the Congress of the Republic and it is constituted by 158 representatives, elected every four years. The Judicial Branch is headed by the Supreme Court of Justice, which is constituted by 13 judges that are elected every five years. The Government Cabinet of President Morales is constituted by 13 Ministries: National Defense; Internal Affairs; Public Finances; Education; Agriculture, Livestock and Nourishment; Economy; Public Health and Social Assistance; Labor and Social Security; Energy and Mines; Culture and Sports; Environment and Natural Resources; Foreign Affairs; and Communication, Infrastructure and Housing. The economy of Guatemala is suitable of a country in development, being the largest economy of Central America and ninth in Latin America. The country has a GDP of U$ 63.8 thousand million (according to the World Bank on the year 2015). Guatemala is a 5
6 macroeconomic stable country, characterized by an urban, industrial and youthful workforce. It has achieved stable economic growth in the last years, reaching 4% in The most important economic sector is agriculture, being Guatemala the world s main exporter of snow peas, cardamom and poinsettias cuttings. Likewise, it is the first in port efficiency in bulk sugar port shipping and second exporter of sugar in the Latin-American region, as well as the seventh world s producer of coffee. The tourist sector is the second source of foreign currency revenue to the country, behind the remittances that emigrants send to Guatemala. Industry is an important branch of the Guatemalan economy and the services sector is gaining more importance. National currency, banking services and ATMs: The official currency of Guatemala is Quetzal. Guatemala has a solid financial system, with excellent foreign exchange reserves and low levels of foreign debt. The exchange rate lightly changes each day, but, as an example, on July 14 th, 2016, the reference exchange rate is Q 7.61 for each American dollar. When reaching the country, visitors can exchange the foreign currency at their personal convenience at the facilities of La Aurora International Airport, where an Exchange Center of Foreign Currencies is available. A wide network of ATM s is available to visitors, in which you can withdraw cash with your debit and credit card in all the territory of Guatemala, as long as the card has the facility of making international withdrawals. Near to the hotel that hosts the event you can find some of the main bank branches of the country. Climate: Guatemala is known for being the Country of Eternal Spring because of its constant and pleasant mild climate, with temperatures between 18 and 26 degrees Celsius. In general terms, the climate is divided essentially in two seasons: the rainy season, which spans from middle May to middle October and even November in the north and east of the Country. Summer (or dry season) extends from November to April, and it 6
7 is when the temperature is more pleasant. The annual rainfall average is 1,500 mm. Electricity: All electronic equipment must be compatible with the voltage used in the country, which is 110 Volts and an utility frequency of 60 Hertz. Those electronic equipments that use Volts require the use of converters or adaptors, which each person must bring into the country. The most common power plugs in the country are: 3. VENUE OF THE XVII SENIOR OFFICIALS MEETING OF THE FORUM FOR EAST ASIA-LATIN AMERICA COOPERATION The XVII Senior Officials Meeting of FEALAC will be held in the Hotel Westin Camino Real Guatemala. COURTESY VISAS The Government of Guatemala will facilitate the issuance of courtesy visas for all the participants in the XVII Senior Officials Meeting of the Forum for East Asia-Latin America Cooperation (FEALAC) that require so; in order to so, participants have to appear in person to the Diplomatic or Consular Mission of Guatemala that is nearest to them or that it finds itself in their itinerary towards Guatemala. The bearers of all kinds of passports of the following countries need visa as an entry requirement into the Guatemala: Cambodia, People s Republic of China, Indonesia, Lao People s Democratic Republic, Mongolia, Republic of the Union of Myanmar, Philippines, Thailand, Socialist Republic of Vietnam, Plurinational State of Bolivia, Cuba, Dominican Republic, Ecuador, Surinam. The bearers of all kinds of passports from the following countries do not require visa for their entry into Guatemala: Australia, Argentina, Brazil, Chile, Costa Rica, Colombia, El Salvador, United Mexican States, Honduras, Japan, Malaysia, Nicaragua, Panamá, Paraguay, Perú, Singapore, South Korea, Uruguay and Venezuela. For processing the visa, the participants need to present the following documents: Passport whose validity is more than 6 months; Fill-in visa requirement formulary (given the Diplomatic or Consular Mission of Guatemala); 9
10 Record that accredits the person as participant in the event. 2 Photos passport size. For any information, you can write to the following damig.visas@minex.gob.gt. THE GOVERNMENT OF GUATEMALA CAN NOT INTERVENE BEFORE THE AIRLINE COMPANIES IN ANY CASE WHERE THE PASSENGERS REQUIRE A VISA FOR BOARDING AND DO NOT HAVE ONE. For all the countries of East Asia that require visa, on this occasion the processing of the visa application will be facilitated, by receiving the necessary documents in the nearest Embassy of Guatemala. The documents must be sent by courier and its cost must be beared by the interested person. 11 Embassy of Guatemala in Australia Address: 20 Tennyson Crescent Forrest ACT 2603 Phone: Fax: Web page: At the moment of arrival to the country For all those countries that have representation in Guatemala, a member of the Embassy or Honorary Consulate will be in charge of supporting their delegation in the migratory and customs arrival proceedings at La Aurora International Airport, as well as assisting with luggage transport. It is important to mention that the members of the delegation should be ahead of time at La Aurora International Airport, in order to comply with the corresponding migration and customs formalities. The courtesy of the Diplomatic Hall will be available so that delegations can greet and bid farewell to visiting delegations, by completing the corresponding formularies. 6. ARRIVAL TO THE COUNTRY For those countries whose Diplomatic Mission is located outside of the territory of Guatemala, the Ministry of Foreign Affairs will offer courtesy transport to the International Airport and the locations where the meetings are going to take place. In the case of those countries that have a Diplomatic Mission in Guatemala City, the Ministry of Foreign Affairs will be requesting the kind collaboration of those Diplomatic Missions for transporting delegations to La Aurora International Airport and to the foreseen locations where the meetings are going to be carried out. If those Missions wish to receive their Delegations in the Diplomatic Hall at La Aurora International Airport, they must fill out and send the corresponding formulary to the Directorate General of Diplomatic Ceremonial and Protocol of the Ministry of Foreign Affairs of Guatemala, in order to have access to the parking lot of the aforesaid Hall. The formularies must be 11
12 sent 48 hours in advance to the Likewise, for military aircraft and/or private flights, a Note Verbale must be sent at least 72 hours in advance, which supplies the complete data of the aircraft, flight plan, among other requirements, and transmitted to the protocolo@minex.gob.gt. The General Coordination of FEALAC Guatemala has named a liaison officer, who will provide the corresponding assistance at the moment of arrival and departure of each visiting delegation. 7. ACCOMODATION FOR PARTICIPATING DELEGATIONS The host country will provide the courtesy of accommodation in the Biltmore Hotel for the government representatives who are Heads of Delegation, up to 3 nights (August 23 rd, 24 th and 25 th, 2016). Any other room charge is paid by the guest. It is essential to attach a digital color photo, where the front of your face is clearly visible before a white background. The only valid extension for those types of photos is JPEG. 13
14 The closing date for carrying out the online accreditation process is Wednesday, August 17, 2016, date in which the online accreditation system will be closed. Official Delegations: Diplomatic Representations and International Agencies must submit the list of members of the delegation through a Note Verbale, addressed to the Ministry of Foreign Affairs, Directorate General of Diplomatic Ceremonial and Protocol, and sending it thru the following s: cooperacion@minex.gob.gt and polec@minex.gob.gt. Delivery of Accreditations: The name of the officer appointed by the State or International Agency for withdrawing and distributing the corresponding credentials must be communicated to the Commission of Accreditations by Note Verbale. From the 19 th to the 24 th of August, the provision of accreditations will be held at the seat of the Ministry of Foreign Affairs, from 11:00 to 18:00 pm. On August 25 th, the provision of accreditations will be available at the Westin Camino Real Guatemala City, venue of the event. 9. BILATERAL MEETINGS Coordinator: Ambassador Sandra Noriega, Director General of International Bilateral Relations Phone: (00502) digrib@minex.gob.gt The General Coordination of the XVII Senior Officials Meeting of FEALAC has set aside, at the disposal of member countries of FEALAC, one hall located in the venue of the event for carrying out bilateral meetings. 14
15 For the appropriate coordination arrangements, it is necessary to make a hall reservation with the following requirements: Available dates for bilateral meetings. The requesting country must make sure with the partner country its availability for conducting the meeting. Once the meeting between the two countries has been agreed, one of the two delegations must carry out the reservation of the hall, by sending a Note Verbale to: digrib@minex.gob.gt. The applicant country must wait for the confirmation of the hall, which will be sent by the Coordination Team, with the indication the room s name. The bilateral meetings will have a maximum time of 20 minutes; therefore, it will be appreciated that delegations appear punctually. Each delegation must ensure that they have their own personal interpretation staff for bilateral meetings. 10. 16 The applicant country must wait for the confirmation of the hall, which will be sent by the Coordination Team, with the indication of the name of the hall. The multilateral meetings will have a maximum time of 20 minutes; therefore, it will be appreciated that delegations appear punctually. Each delegation must ensure that they have their own personal interpretation staff for multilateral meetings. 11. INTERPRETATION The Government of the Republic of Guatemala will provide simultaneous translation from Spanish to English and viceversa, in the meetings that will be held during the Forum. 12. SECURITY Coordinator: David Castro Phone: (00502) seguridadfealac@minex.gob.gt The Government of the Republic of Guatemala will take the necessary security measures through the Ministry of Internal Affairs, in coordination with the National Civil Police and other government institutions, with the purpose of guaranteeing the security of the delegates that will be participating in the Forum, from their arrival until the end of the Forum. 13. 17 The credential must be worn for entering the areas for covering news and carried in a visible manner in the locations that have been set aside for carrying out the official activities. Coordination must be carried out through the Directorate of Communication and Information of the Ministry of Foreign Affairs. 14. DIPLOMATIC CEREMONIAL AND PROTOCOL Coordinator: Ambassador Denis Ortiz, Director General of Diplomatic Ceremonial and Protocol Phone: (00502) ext and protocolo@minex.gob.gt The General Directorate of Diplomatic Ceremonial and Protocol will deliver in due time the corresponding invitations to the social and official activities that will be carried out during the Forum. Likewise, it will establish the precedence for the different activities. 15. DRESS CODE The dress code for the different activities of the Forum is formal wear and/or national dress. 16. HEALTH SERVICES Coordinator: Evelyn Pineda Phone: (00502) ext saludfealac@minex.gob.gt In order to attend any medical emergency that could occur, permanent medical services will be available for stabilizing the patient. In order to do so, the Medical Clinic located at the seat of the Ministry of Foreign Affairs will be available; public and private rescue units looked after by trained personnel will be available at the different locations where the activities are going to take place. 17
18 The main hospitals prepared for attending emergencies are located in the metropolitan area, very near to the venue of the event, and are 24 hours available. FOOD Taking into account that the agenda of the meeting includes free time for lunch, you will find below a list of restaurants which are near to the hotel that hosts the event. 20 18. VISIT GUATEMALA The city of Guatemala is the most thriving city of Central America, with modern buildings and business centers. In contrast, Antigua Guatemala is a free spirited colonial city, which has old buildings and also rooted customs and traditions. Guatemala City Antigua Guatemala The Highlands of Guatemala offer the perfect combination of natural beauty, spectacular mountain landscapes and traditions of the Mayan culture. Lake Atitlan 20
