4 WHAT IS THE QUESTION? How many foreign born persons should be allowed to reside in a country? What is the magic number?

Development: A better life in Mexico and Central America is the surest measure to reduce migration. A simple way to take measure of a country is to look at how many want in.. And how many want out.
