4 THE MARITIME DOMAIN «challenges and opportunities» The Maritime domain is interconnected Deep socio-economic and political upheavals have global consequences including for peace, security and commerce Crimes at sea (robbery, smuggling/trafficking of human beings, drugs, oil, illicit fishing) are potentially interlinked and managed by organised criminal networks. 4
5 THE MARITIME DOMAIN «challenges and opportunities» Criminal activities are sometimes connected to terrorist activities Threats and challenges require a comprehensive approach. Local, regional and global actors have to act in synergy with one another Freedom of navigation, sea lines of communication and choke points remain crucial for shipping companies Maritime forces can guarantee a safe and secure maritime environment and freedom of navigation of the SLOCs 5

12 COUNTERING ILLEGAL ARMS TRAFFICKING UNSRC 2357 (2017) ENFM continues to be the only actor implementing the UN arms embargo on Libya in line with UNSCR 2357 (2017) ENFM s presence has achieved an internationally recognised deterrent effect against arms smugglers in international waters During the last year three inspections and two arms seizures were conducted 12

15 The Monitoring Mechanism Information Collection. Reporting performed by the LCG&N Operations Room, which includes pre-sailing and post-mission reports passed to ENFM OHQ Remote Monitoring: Remote monitoring by ENFM assets, including ships, submarines, aircraft and Remotely Piloted Aerial Systems (RPAS), contributes to the verification of the overall effectiveness of LCG&N operational activity at sea. Periodic meeting: Periodic meetings between ENFM and LCG&N take place in Tripoli, Tunis and Rome (OHQ). 15
