29 Civil Military Analysis (CMA) Branch Irregular Migration General Flows Overall decreases compared to 2015 (3 times less) Decrease along Eastern Med route, increase from Africa along Western & Central Med routes Root Causes Conflicts, state-system failures combined, with in some cases a lack of effective IC conflict management Slow development and associated poverty Related Efforts EU: Agenda on Migration; EU-TUR Agreement UN: New York Declaration; Refugee Coordination Model; Regional Refugee and Migrant Response Plan for Europe. Considerations Organized crime / extremism NATO-EU cooperation IOM, UNHCR figures FRONTEX figures *Source (including map): FRONTEX, IOM, UNHCR. Schengen Agreement countries in darker shade. Outlook: Figures for 2017 will likely resemble 2016 numbers, as European and international strategies for managing irregular migration take effect. Conflict-based and/or poverty-driven emigration; the fate of the EU-TUR Agreement; and tightened border control/policies by EU countries should all continue influencing irregular migration trends towards Europe. IC capacity to prevent/manage/resolve conflicts, as well as foster third country development, will be key in mitigating the phenomenon. 18 Jan 17
