2 Background Against the background of a global refugee crisis deeply affecting the state of the European Union and its neighbours, NECE 2016 will aim at two areas: Firstly, we will look at the ongoing European response to the issue of migration including the divisions within and between European societies. Secondly the conference will discuss how citizenship education should react to the polarising debate and the controversies about migration, diversity and identity which have been triggered by migration movements and an unprecedented series of terrorist attacks in the past 18 months. According to political scientist Ivan Krastev, there is a clear danger that the migrants revolution" will radically change European politics and the world view of many on the continent towards exclusion and closure. The refugee crisis seems to re-open the gap between the East and the West in Europe and between those who see cosmopolitan values as a threat and those who are struggling to defend these as the core of a new European identity. In order to successfully participate in this debate and add new perspectives, NECE 2016 suggests to focus on three questions of fundamental relevance for citizenship educators: How do we assess the uncertainties and changes brought about by migration and a world without borders over the past decades? What kind of competencies, tools and/or projects do we need to deal with fears about migration and the other and how should citizenship education look like e in diverse societies? And against the background of the crisis of Europe and the European Union: What should be our vision for the future of Europe, its values and its political constitution? NECE 2016 will strive to act as: - An intellectual think tank involving a broad variety of international experts with different and controversial perspectives. - A European and international platform for stakeholders of civil society, scholars and citizenship educators. - A show case for good projects and a starting point for new ideas, concepts of citizenship education and transnational projects across Europe, its Eastern neighbours and countries of North Africa. NECE 2016 will offer a rich variety of lectures, workshops, and open formats/spaces, among them a Train the trainer workshop on controversial and sensitive topics in formal and nonformal learning, and a scenario workshop on the future of Citizenship Education in a world shaped by migration and plurality. Participants are invited to actively prepare and invest in the conference. A spotlight on Croatia and the state of citizenship education and field trips to Croatian initiatives and organisations working on citizenship and migration will provide background information about this years conference location. 2

It is designed to deepen practitioners understanding and particular skills with regard to citizenship education in evermore polarised and diverse European societies. Scenario exercise (participation by application only) By identifying the key drivers that shape the ongoing debate on migration and integration in different EU member states and regions, the scenario exercise aims at outlining current challenges and elaborating consequences for citizenship education in Europe within different possible scenarios. Oliver Gnad, Bureau für Zeitgeschehen (Germany) 3. Speed Lab: Projects and approaches in citizenship education How to increase participation and empowerment of refugees? Different projects geared in particular towards participation and empowerment of refugees will be showcased. The SpeedLab offers the opportunity to discuss each project individually at a table, rotating from time to time. The examples will be then used to analyse the prerequisites for success and the pitfalls, positive and negative experience gained and will be compared with the experience gained by participants. The aim is to facilitate an exchange of experience, to provide ideas for participants' own work and to foster networking in relation to the various projects. As such, the focus will be placed on the general prerequisites for success and for transferring successful projects to other contexts. 4

What competences or approaches in relation to citizenship education are needed to deal with the growing diversity in society? How can we deal with the topic of migration? Do we need specific approaches/concepts for specific groups of society or do we have to redraw citizenship education from scratch for it to become inclusive and speak to all members of society? The SpeedLab offers the opportunity to discuss the projects that stand for different approaches/concepts/competences individually at a table each, rotating from time to time. The examples will be then used to analyse and to compare them with the experience gained by participants. Debate: Migration and diversity in citizenship education concepts, theories and approaches The session will offer a space to reflect and clarify (possible) contributions of citizenship education in answering challenges related to migration(s). There is a need to re-think and evaluate how citizenship education addresses variety of topics pertinent to migration and which are the key problematics and challenges that need to be reflected and resolved. In this light, the aim of the workshop is to explore and identify which concepts and topics as well as approaches of citizenship education are relevant and need to be reflected and re-thought in the future. Debate: Will we be able to cope? Controversies around the politics of migration and diversity in European societies The controversy that has emerged in national debates about refugees and migration highlights the fact that there is a political lack of coherence and solidarity in the EU. As such, it has become evident that the issue of migration is not just being assessed on the basis of recent developments but also on the basis of different historical and social empirical contexts in western and eastern countries. These processes are also affecting the 5
6 ongoing discussions and are giving rise to questions such as: What are the reasons for the growing polarisation in European societies and the new divide between East and West in Europe? What impact are these developments having on endeavours to find European solutions to the refugee issue? Debate: Social media and post factual democracy Responses and approaches In the post factual democracy, politicians win by getting feelings right and facts wrong. Taking this comment by the social scientist Vincent F. Hendricks to the BREXIT as a starting point, this roundtable sets off to think about the role of social media and political bubbles as a challenge to democracy. It will try to come up with new ideas of how citizenship educators and civil society can react to these new threats. A workshop for journalists, citizenship educators and media makers. Roundtable: Transnationalism and diaspora in times of crisis Immigration of migrants is not a new phenomenon. However, the large number of refugees who have arrived in Europe in the past few years has certainly brought the debate to a head. As such, the attitude frequently shines through that permanent co-existence can only succeed if foreigners not only adapt to statutory regulations and values in their country of residence but also thoroughly readjust their loyalties and ties with their new homeland. Against the backdrop of the concept of transnationality, the panel is pursuing the question as to what conclusions might be drawn if being somewhere "in between" was acknowledged as an option. What opportunities or risks would this create particularly in times of crisis? Are conflicts, for instance, exported from the countries of origin to other regions, or on the contrary, does transnationality also have the potential to combat the causes of migration and refugee movements?
