2 Health & Safety Sally Crowther -YYZ Committee Member Phone: INTERNAL COMPLAINTS RESOLUTION PROCESS Brothers and Sisters, During the past few months, there has been a significant increase in the amount of Health and Safety concern forms being filled out incorrectly and missing the supervisor s signature. The Internal Complaints Resolution Process (ICRP) is governed by Section of The Canada Labour Code Part II, and must be followed in order to allow the process to take place. Your Health and Safety team values when a concern is brought to their attention by means of a Health and Safety concern form, but as per Section 127.1(1), that concern needs to be addressed by your area Supervisor (our forms have a place for your Supervisor to sign). Jointly under Section (2), you and the supervisor will try and resolve the concern. Having the Health and Safety concern form signed, allows for accountability of the concern, and gives your Health and Safety team a valid time frame for which the investigation is to take place. We also suggest that once you have a signed Health and Safety concern form, you keep a copy for yourself and also provide your Health and Safety team with a copy so we are aware of the concern. We also suggest you contact your Health and Safety team when and if a response is provided to you by your supervisor. 3 District 140 Bulletin #12 /March 13, 2014 TO ALL IAMAW MEMBERS DISTRICT 140 LOW COST CARRIER (AC rouge AC Express) STEERING COMMITTEE MEETING Dear Brothers and Sisters: The DL 140 Low Cost Carrier (AC rouge) Committee met internally and with Air Canada in YYZ on March 5 and 6, These meetings were a continuation of our discussions from the previous meetings between the parties in November The ultimate goal of these meetings is to obtain an agreement between Air Canada, AC rouge and the IAMAW that will offer job protection for our Members at Air Canada as well as to allow our Members to benefit from the additional flying and work that will be generated through the expansion of the AC rouge fleet in the coming years as well as the structural reorganization of the regional feeder flying under the Air Canada Express brand. A number of issues have now solidified since our last meeting. Air Canada has awarded an RFP to Air Georgian to perform an as yet undisclosed amount of trans-border flying under the AC Express brand. Some of this flying is or was being performed by Jazz. This is the first part of a larger reorganization of their entire regional flying operation under the AC Express brand that will have an impact on the ground handling work performed by our Members. The Company has also provided the Committee with an update on the AC rouge summer schedule and an increase in the transfer rate of aircraft from the mainline fleet. AC rouge now plans to have thirty-eight (38) aircraft in their fleet by the end of 2014, up from their initial target of thirty (30) aircraft. The Committee was also given an update of AC rouge s requirements with respect to the duties and functions that are historic IAMAW scope duties. These duties and functions are currently being performed for AC rouge by our Air Canada Members under the terms and conditions of the Air Canada IAMAW mainline Collective Agreement and multiple Service Level Agreements (SLAs) between Air Canada and AC rouge. Your LCC Committee has identified many issues and concerns arising from the creation of AC rouge and the structural reorganization of the regional flying operation performed under the Air Canada Express brand that will affect our existing Membership. The purpose of the LCC Committee is to protect our Members in their existing jobs as well as to add new jobs and increase the future job security for all IAMAW Members at Air Canada and AC rouge. These discussions are on an aggressive timeline and the parties are committed to reaching a final agreement in the next few months. This is to allow AC rouge to enter their 2014 summer schedule with this agreement in place and IAMAW Members performing IAMAW scope work for AC rouge. Air Canada, AC rouge and the IAMAW have agreed to meet again in YYZ on April 10, 2014 to continue this process. Please welcome our brothers and sisters and help them ease back into the operation. " Mr. Teplitsky has effectively withdrawn his services as Chief Arbitrator. The District and Labour Relations continue to meet in an effort to find a lasting solution and replacement Arbitrators. Grievances will continue to be processed at all levels. " We were served notice of intent to sub-contract out ground run and taxi training for the remainder of The training department claims an urgent need to have these certifications completed and an increase in demand. We met with District 140 and the department manager in an effort to find an internal solution. It is our hope that we can utilize employees we already have trained to fulfill this need. Discussions between the ACM trainers and management are expected. " The new Operations Control Centre is up and running in Brampton. MOC, Central planning and Line Expedite positions will be located at this new facility. Career opportunities in planning and expedite continue to be posted. Should you be interested in one of these category opportunities, you should familiarize yourself with the LOU 4 process prior to pursuing these positions. We are meeting with dept management and members to discuss shifts, processes and overall work environment for these areas. understanding the efforts of the GSE workforce through dedication, overtime and discontinuation of acting has provided great relief. We plan to meet with management this month to get an update. There is still a backlog of grievances in GSE. We met with District and Labour Relations (LR) regarding these items. We await LR s offer of settlement. " Stores has added 2-TDC positions and solicited some term employment. " The trend of recalling or supplementing manpower in all areas is a positive one. We applaud the decision to recognize these deficiencies and hope the trend continues. " We have IAMAW ball caps available to all members. Please welcome our brothers and sisters and help them ease into the operation. A vacation agreement has been reached in principal. We await Labour relations written proposal. " GSE has seen a difficult winter season. The weather and equipment operator difficulties have created an enormous backlog of units requiring routine and non-routine servicing. In an attempt to alleviate this, management served us a notice of sub-contract. We met with dept management to discuss alternate solutions. We were successful in deterring the wholesale outsourcing of these units. A small number of units were sent out with limited success. It is my Printed copies of the IAMAW/Air Canada Collective Agreement (C/A) are available at the Shop Committee Office(s) or ask your Shop Steward to give you one. 7 Industry News Rob Piercy Malaysia Airlines MH370 debris search to resume in morning -CBC News Jet went missing on March 8 with 239 people on board Australian military aircraft flew over a remote area in the southern Indian Ocean and a cargo vessel was rerouted there to determine whether two large floating objects spotted by satellite are pieces of wreckage from a Malaysian jet missing for almost two weeks. The search, which included four planes, has ended for the day but will resume in the morning. No certain wreckage from Malaysia Airlines Flight MH370 has been found since it disappeared on March 8, sparking one of the largest search efforts in aviation history and raising questions about what happened to the plane carrying 239 people. United Airlines to cut 240 jobs in Canada -CBC News United Airlines is cutting 240 jobs in Canada by outsourcing work in Vancouver, Calgary and Toronto. The cuts take effect in 90 days. United's Toronto operations will lose 95 jobs, Vancouver will lose 84 positions, and Calgary will see 61 jobs cut. "These were difficult decisions, but necessary as we must continually look for new opportunities to run a more efficient and financially sustainable business, the airline said in an statement to CBC News. United is also looking into its ground operations at three Hawaii airports at Kona, Kahului and Lihue airports. Currently, 223 employees perform that type of service at the three airports. United spokesperson Christen David said the following about possible layoffs: "We haven't made any decisions, but we must continually look for new opportunities to run a more efficient and financially sustainable business." Day of Action for a new Health Care Accord on March 31, 2014 The federal-provincial Health Accord expires March 31, Since 2011, Ottawa has refused to meet with the Premiers to sign a new Accord which defines the responsibilities the provinces and the federal government have to provide Canadians with quality health care. The Harper government said the 2004 Health Accord would not be renewed when it expires next March. Instead, the federal Conservative government plans to cut $36 billion from public health care. This lack of federal leadership in health care will lead to 14 different health care systems. Access will depend on where you live and your ability to pay.
