The main receiving countries were Germany, Hungary, Sweden, Austria and Italy. At the end of 2015, the number of persons awaiting a decision on their application for international protection passed the onemillion mark as the volume of pending applications more than doubled compared to the previous year. The report aims to provide a comprehensive overview of the situation of asylum in the EU+ by examining requests for international protection to the EU, analysing application and decision data, and focusing on some of the most important countries of origin of applicants for international protection. 2 2 - EASO Newsletter June July 2016 Latest asylum trends and main countries of origin June Number of applications for international protection in the EU+ 1 In June 2016, EU+ countries recorded applications for international protection, the highest number of applications since November The number of applications rose by 21 % compared to May, when EU+ countries counted applications. The current month also remained at a higher level than June 2015, when applications were recorded Asylum applications % Share of repeated applications 8% 0% 10% Share of claimed UAMs 5% 0% Apr May Jun Jul Aug Sep Oct Nov Dec Jan Feb Mar Apr May Jun Jul Aug Sep Oct Nov Dec Jan Feb Mar Apr May Jun Jul Aug Sep Oct Nov Dec Jan Feb Mar Apr May Jun For the first half of the year 2016, more than claims for international protection were lodged in the EU+, almost more than in the first half of 2015 with applications. 96 % of all applicants were first-time applicants, i.e. they had not previously lodged an application for international protection in the same EU+ country. 2 % of all applicants claimed to be unaccompanied minors (UAMs) when lodging an application. 37 % of all UAM applicants were Afghan citizens, followed by Eritrean (9 %), Somalian and Syrian (each 6 %) nationals. 2. Main countries of origin of applicants Syria has remained the main citizenship of applicants since April In June 2016, EU+ countries recorded Syrian applicants. Afghanistan and Iraq remained the second and third most represented citizenships, with and applications respectively. These top-three citizenships together accounted for 54 % of all EU+ applications. Pakistan was the fourth most common citizenship, following at a distance with applications. Nigeria was in fifth position with applications. The remaining most frequent citizenships of origin completing the top ten were Eritrea, Iran, Russia, Albania and Somalia. All top ten citizenships of origin increased considerably compared to May, with rises ranging between 62 % (Eritrean nationals) and 11 % (Syrian nationals). Syria With applications, Syria remained the main citizenship of origin in the EU. One out of four applications in EU+ countries was linked to a Syrian citizenship. The number of applicants from Syria in June 2016 was almost applications higher than in June Applications by Syrian nationals were again widely distributed with 22 EU+ countries recording Syria among their top-three citizenships. 1 The EU+ is composed of EU-28 plus Norway and Switzerland. The share of repeated applicants is the proportion of repeated applicants in the total number of applicants for international protection. The share of UAM (unaccompanied minors) represents the proportion of asylum applicants claiming to be below the age of 18 years in the total number of applicants rather than those assessed to be such after an age assessment has been carried out. 2 Data were available for 30 EU+ countries. 3 EASO Newsletter July Afghanistan Afghanistan remained in second place of the citizenships with most applications, and this for the third consecutive month. The number of Afghan applications also increased for the third month in a row, reaching applications. With this 34 % rise compared to May, the number of Afghan applications was higher than any other month in Afghanistan remained the main citizenship of claimed UAMs (37 %). 14 EU+ countries reported Afghan applicants in their national top-three citizenships. Iraq In June 2016, Iraqi applications were recorded in EU+ countries, 20 % more than in the previous month which marked the lowest point so far in In the same month of 2015 about half the number of Iraqi applicants had applied for international protection. 8 EU+ countries reported Iraqi applicants in their top-three citizenships in June. 3. Number and type of decisions issued in first instance in EU+ countries % 50% 100% May June % change Syria % Iraq % Afghanistan % Albania % Eritrea % Kosovo % Serbia % Stateless % Nigeria % Unknown % All Decisions Refugee status Negative Subsidiary protection In June 2016, EU+ countries issued first instance decisions, a steep 25 % rise compared to May, and the first increase since February. Compared to June 2015, the number of decisions has doubled. In the first half of 2016, EU+ countries issued decisions, twice as many as in the first half of The share of positive decisions was 59 % of all first-instance decisions issued in the EU+, four percentage points higher than in the previous month. This rise was largely due to an increase in decisions taken on Syrian cases with clear grounds for protection. Syrian applicants received most decisions (34 869), 34 % more than in May Their recognition rate was 98 %. As in previous months, the share of positive decisions granting subsidiary protection continued to increase. In June, nearly as many Syrian applicants were granted subsidiary protection as refugee status (48 % and 50 %, respectively). The number of decisions issued to Afghan applicants has been increasing month after month and reached decisions in June, 41 % more than in May and the highest number of decisions recorded for Afghans since EPS data collection started in % resulted in a positive decision, with refugee status and subsidiary protection granted in 21 % of the cases. While the proportion of decisions granting subsidiary protection increased for Syrians applicants, the opposite is true for Afghan cases, for which the proportion of decisions granting protection status dropped by 6 percentage points. While the number of decisions issued to Iraqi applicants increased by 42 % to decisions, the recognition rate dropped from 64 % in May to 57 % in June, keeping Iraqi applicants below the eligibility threshold for relocation. This drop reflected policy changes in Finland, assessing Iraqi applicants on a case-by-case basis and prioritising clearly negative cases so as to eliminate 1 backlog. 3 In June, the number of monthly decisions increased for all top 10 nationalities except for Nigeria with a 15 % decrease. Cases awaiting a first-instance decision - At the end of June 2016, cases were awaiting a decision in firstinstance. Despite the record high level of first-instance decisions issued, this marked a further 2.4 % increase from the stock of cases pending at the end of May 2016, and represented the highest stock recorded in EPS data. Jean-Pierre Schembri, Head of Communications& Stakeholders Unit a.i., and Ward Lutin, Head of Unit a.i., moderated the event, EASO Analyst Barbara Celis presented key data of the report, and EASO Official Jadwiga Maczynska informed about EASO s work in the Hotspots and in relation to the EU-TR Statement. 5 EASO EASO Newsletter Newsletter January July The report also looks into key asylum-related developments in 2015 such as the EU Relocation Programme, reception capacity in the Member States, developments in national asylum systems and EASO support. Among other things, EASO continued to provide operational support to Greece, Italy, Bulgaria and Cyprus. Since September 2015, EASO has supported the EU Relocation Programme from Italy and Greece to other European countries on the basis of Hotspot-Relocation Operating Plans signed with both Member States. This involved deploying experts, including mobile teams, and by developing several tools to assist in the various steps of relocation. Latest figures for 2016 show that the number of applications for international protection decreased compared to the second half of However, with the half-million mark already reached by the end of May, the level of applications for international protection in the EU+ has remained at a significantly higher level than in the first five months of 2015 when fewer than applications were lodged. Syria remained the main country of origin of applicants recorded in the EU+ between January and May. M One in three applications in the EU+ in this period was lodged by Syrian nationals, reaching a total of almost applications. Afghanistan and Iraq also continued to be the main countries of origin of applicants, together representing about 25 % of all applicants in the EU+. While citizens from the six Western Balkan countries combined composed the largest group of applicants in the beginning of 2015, the first five months of 2016 noted a continued drop in their numbers reaching the lowest monthly total since two years in May. The number of claimed unaccompanied minors again decreased to previous levels, with Afghanistan nationals still accounting for the largest share. 6 6 - EASO Newsletter July January Major developments in 2015 Relocation programme With the unprecedented influx of applicants for international protection in 2015, a relocation programme was agreed to support frontline Member States Italy and Greece that were under considerable pressure. After a proposal made by the Commission in May 2015, the Council adopted two decisions establishing a temporary and exceptional relocation mechanism for 160,000 applicants in clear need of international EASO support Last year EASO continued to provide operational support to Greece, Italy, Bulgaria and Cyprus. Since September 2015, EASO has supported the EU relocation programme from Italy and Greece to other European countries on the basis of Hotspot-Relocation Operating Plans signed with both Member States, by deployment of experts, including mobile teams, and by developing several tools to assist in the various steps of relocation (information leaflets, pre-departure information, registration, matching process, tool for the identification of vulnerable cases). protection from Greece and Italy, to be implemented over two years until September Unaccompanied children In 2015, a total of unaccompanied children applied for international protection in the EU+ almost four times the number seen the previous year. Increases were most remarkable in four main receiving countries: Sweden, Germany, Hungary and Austria. These countries combined recorded 70 % of all asylum applications lodged by UAMs. The very significant influx of applicants for international protection claiming to be minors resulted in challenges regarding proper age assessment and lack of, or delay in, providing guardians. Reception facilities The increase in asylum applications in 2015 led to accommodation shortages in many Member States, particularly during the summer months. Some Member States had to double or treble their reception capacity, highlighting the need for greater flexibility regarding facilities. Measures taken to meet such challenges included providing additional permanent and temporary/emergency accommodation, setting up new initial reception centres, and closer cooperation between neighbouring Member States. Developing national asylum systems As the deadline for transposition of the recast asylum acquis passed in 2015, several Member States made legal changes to their national asylum systems. In parallel, a significant influx of applicants in several EU+ countries triggered emergency mechanisms in terms of border management, swift registering and processing of cases, and revision of the use of special procedures. Information and legal assistance Several legal changes in EU+ countries were made in 2015 that widened the scope of information and legal assistance provided to applicants for international protection at various stages of the procedure. This continued to be a challenge in 2015, especially in view of increased demand and an often limited pool of specialised resources. Strategy for the future In line with a proposal for the European Union Asylum Agency, put forward by the Commission, EASO is entering a new stage in its development, moving towards new and enhanced responsibilities and a new mandate, building upon its work so far. 7 EASO Newsletter January EASO Newsletter July European Parliament Committee on Civil Liberties, Justice and Home Affairs visit to EASO On July 2016, a delegation from the European Parliament s Committee on Civil Liberties, Justice and Home Affairs visited the European Asylum Support Office (EASO) in Malta to discuss EASO s work in the hotspots and EASO s strategic and operational priorities. A delegation of MEPs from the European Parliament s Committee on Civil Liberties, Justice and Home Affairs, paid a visit to the headquarters of the European Asylum Support Office (EASO) in Malta. The delegation took part in discussions on the strategic and operational priorities of EASO, including in the context of the Common European Asylum System, the relocation programme and the hotspots in Italy and Greece. Further they also exchanged views on the proposed new EASO Regulation. This visit is particularly welcome at a time when we are thinking about how we can step up our capacity to deal with the major migration challenges on both Greek and Italian soil. The newly proposed (draft) EASO Regulation should help in increasing EASO s human and financial resources and enable EASO to be more operational and better equipped to assist Member States in need. We therefore count on the European Parliament to show support for this new Regulation. 8 8 - EASO Newsletter July 2016 Stories from hotspots - EASO staff shares insights FROM THE DINGHY TO THE STAGE: THE POWER OF THEATRE TRANSFORMING FEAR INTO HOPE The touching story of a talented Syrian who, rediscovering his inclination to performing arts, created a parallel reality, overturning the daily routine in Samos hotspot It was a rainy day when Emad (the real name and some details of the private life have been changed, to protect the asylum-seeker s identity) finally reached the shores of Samos. EASO staff still remembers his scared face, when, entering EASO s mobile office, he asked for a conversation in private, building the first seeds of a bond of trust and friendship that was meant to last long. re-born using only the power of imagination. This was the moment when Emad realized that only one thing could enable the camp population to put behind the baggage of the past and open a new chapter of their life: drama. Since his departure from Syria, back in November 2015, Emad had been disconnected from his artistic self, his vocation for acting and directing has been put aside, in his strive for survival. He realized that theatre it is the universal language he needs to connect Muslims, Christians, atheists, refugees, volunteers, policemen, social workers, Arabs, Africans, Europeans EASO Staff taking care of chidren in Samos Hotspot Art session in Samos Hotspot He confessed his dream to reach the Netherlands, where he was hoping to complete his University studies, reviving a passion for arts which turned off too early. Emad s early days on the Greek island meant just wandering around all day long. He felt lonely and abandoned: the food has strange taste for him, people seemed unfriendly For him days went by, slowly and idly. But one day something changed. After long weeks spent in a ghost-like state, Emad decided to turn the situation upside-down, thinking that, since he had to wait, he d better make good use of his time there. He started moving around, from tent to tent, talking to families, mothers, young people who had left everything behind, to chase the dream of a better future. Day by day, Emad became friend with most of the people living in the camp. His studies in Psychology and previous community work in Syria helped him to connect, finding for everyone the perfect words of consolation, encouragement and hope. A short time passed before one of the NGOs operating in the hotspot noticed Emad s efforts, and offered him to volunteer in one of the shelters for unaccompanied minors opened in Vathy, the capital city of Samos. In a few days, Emad became a role model for 20 teenagers who grew up maybe too fast. He was their mentor, friend and older brother in the same time. Long hours of counselling, listening to their stories and helping them to It took Emad a month and 10 brave children to give life to captivating stories populating his vivid imagination. Dancing, singing, miming the painful events left behind, the talented group brought on the stage feelings and emotions tragically known to many: sorrow, anguish, sense of loss For half an hour the hotspot became a replica of Syrian cities where bombs were falling in the middle of a classroom, leaving horrified digging through the ruins, in a desperate attempt to find bodies. Children danced their grief away, adults broke in tears, unable to contain emotions and painful memories, still too close in time and space. Boundaries and social roles crumbled. For an endless moment, everybody was on that stage, everybody felt the kids who lost their childhood, those mourning parents Emad is now in Athens, waiting for his asylum claim to be examined. The four months he spent in the hotspot have changed his life forever. He relived a passion that seemed dead for a long time, and, through the evocative power of theatre, he taught an invaluable lesson: despite all tragedies and hardship, life can always start again, anytime, anywhere. 9 PRE-REGISTRATION IN GREECE EASO Newsletter July Information materials produced by EASO used to explain the purpose and the outcomes of the Preregistration process. The European Asylum Support Office (EASO) and the United Nations High Commissioner for Refugees (UNHCR) are supporting the Greek Asylum Service to conduct the pre-registration exercise for international protection in the mainland with the financial support of the European Commission (DG Home). The aim of the multilingual information materials produced by EASO - posters, leaflets, banners, pop-up banners, stickers, etc - was of help to the refugees to understand better what this process is all about and what are the steps that have to be followed in order to obtain the official papers that will allow them to live legally in Greece until the Greek Asylum Service has made a final decision on their asylum case. These communication products explain clearly that the pre-registration exercise is the first step to apply for international protection in Greece, which could eventually lead to: i)examination of the application for international protection by the Greek authorities, and potential recognition of beneficiary of international protection, or (ii)transfer to another EU Member State in the context of Dublin III provisions, or, (iii)transfer to another EU Member State in the context of the relocation scheme. Over refugees, who arrived in Greece before 20 March, wishing to apply for international protection in Greece and currently residing on the mainland, have been able to pre-register. Refugees are reading the multilingual materials (that have been produced in English, Arabic, French, Greek, Sorani, Farsi), translated and printed in their own language, and disseminated in all the Pre-registration spots. The pre-registration now needs to be followed up by registration, which is a pre-condition for relocation. Persons in need of international protection reading information materials produced by EASO

10 10- - EASO Newsletter July January EASO publishes a Country of Origin Information (COI) report on the security situation in Pakistan The European Asylum Support Office published on 27 July 2016 a Country of Origin Information (COI) Report entitled Pakistan security situation. The report is an update of the security chapter of the EASO COI report on Pakistan, Country Overview, published in August 2015 and provides information relevant for the protection status determination of Pakistani asylum seekers. In 2015, Pakistan ranked 5th in the top countries of origin in the EU+ countries, with a total number of almost 48,000 applicants. Throughout 2016, the country maintained this ranking in the top countries of origin. The EASO COI Report Pakistan security situation provides a general description of the security situation in Pakistan, covering the following topics: a brief background on the conflict in the country; actors in the conflict; an overview of recent security trends; the impact of the violence on the state ability to secure law and order; the impact of the violence on the civilian population; and a geographical overview of the security situation. The second part of the report provides a more detailed description of the security situation in different regions in Pakistan. In each regional chapter, a short description of the region is given, followed by a description of the security trends, the actors in the region and the impact of the violence on the population. The main findings of the report include the continuation of the military operation called Zarb-e- Azb against militant groups in North Waziristan in The Pakistani army conducted airstrikes and ground operations. At the same time, militant or terrorist attacks continued to occur in Pakistan s urban centres. It should be noted, however, that the numbers and civilian casualties decreased in 2015 compared to Also during the first quarter of 2016, the numbers of fatalities continued to decline. Nevertheless, targeted killings and drone strikes still took place. While the violence continued to displace people in some regions, in other regions displaced populations returned back home. The report was drafted by a specialized researcher from the Belgian Office of the Commissioner General for Refugees and Stateless Persons (Cedoca, Centre for Documentation and Research) in accordance with the EASO COI Report Methodology. It was also reviewed by experts from Austria, Hungary, EASO and UNHCR, in order to ensure the highest quality. It is EASO s intention to continue to produce such reports on important countries of origin and to update them on a regular basis in order to raise and harmonise COI standards in the EU and to further support the practical implementation of the Common European Asylum System. Background information regarding COI: Country of Origin Information (COI) refers to information on countries from which asylum seekers originate relevant for decision-makers in the field of asylum. The quality and accuracy of COI can thus play a determining role in achieving the aim of the Common European Asylum System that similar cases should receive similar outcomes across the EU. 11 Pilot Workshop for Cypriot member of courts and tribunals on the Common European Asylum System in Nicosia, Cyprus. - EASO EASO Newsletter January July EASO COOPERATES WITH THE CIVIL SOCIETY On 5-6 July, the first workshop organised by EASO for Judges of a newly constituted Administrative Court in Cyprus was held in Nicosia under measure CY7: Support with capacity building of CY officials of the EASO Special Support Plan to Cyprus. This pilot workshop was attended by 5 newly appointed Administrative Court Judges and 6 legal assistants to the Supreme Court Judges. Over 2 days participants were provided with a deep understanding of the main legislation and the fundamental concepts of the EU law relevant to the international protection. The judicial trainers were from UK and DE. Representative of the Cypriot Asylum Service gave presentation on practice of handing application for international protection at the administrative stage in Cyprus. The UNHCR representative participated as an observer. EXTERNAL CONSULTATION ON THE JUDICIAL ANALYSIS ON ENDING INTERNATIONAL PROTECTION EASO launched an external consultation on 18 July on the Judicial Analysis on Ending International Protection. The consultation is open until 19 August 2016, organizations with relevant expertise in the area are welcome to submit their inputs. More details can be found in the dedicated section of the EASO webpage for consultation with civil society: consultation-calendar-open-consultations EASO experts during training in Cyprus EASO s DIALOGUE WITH THE CIVIL SOCIETY ON THE MATCHING PROCESS IN RELOCATION: On 5 July 2016, EASO organized a Video Conference with a number of NGOs members of the European NGO Platform on Asylum and Migration to discuss EASO work in the matching process in relocation, particularly in the context of Greece. Elements influencing the choice of Member State of relocation, the governing legal framework, purpose, challenges and a state of play of the matching process and tool under development were discussed. UNCHR also participated in the discussion briefing on the extent of the matching in the context of resettlement from Turkey. The event gave the opportunity to civil society organizations (CSOs) to ask questions and to provide EASO with their reflections on the matching in relocation, and more broadly, on the role civil society can play to support the relocation process.
