5 Sindh Flood Situation HANDS Report#08 Date: September, o7, 2010 The malicious flood waters devastated towns and villages of SINDH, downed power and communications lines, and happened major damage to constructions. More than one week after the initial arrival of the floods hundreds of thousands of people remain without electricity, piped water and communications. Many key roads and major bridges are smashed up or destroyed. Sukkur,Skhirpur,Jacoabad, and Kashmore remain accessible only by water or air because entire infrastructure system was wrecked by flood The prevailing socio economic conditions along with flood situation have exacerbated the living circumstances of women, men, boys and girls residing in the flood affected districts. Millions have lost their homes, their assets, and source of revenue, and are in desperate need of emergency aid. The incidence of acute diarrhea and other water borne disease and scaled up stress levels among women, men, boys and girls are among the direct health related consequences of the disaster. The floods have shattered not only household items but also clothing. Families are sleeping in open spaces and purdah is violated as female members are
6 exposed to unfamiliar surroundings. Non availability of safe drinking water and damage to sanitation infrastructure are causing skin problems and infections, especially among women and children. One hundred percent crop losses have been recorded in many areas; millions hectares of standing crops have been washed away in Sindh. Seed stocks have been destroyed, severely compromising the possibility to plant staple food crops in September for hundreds of thousands of farmers. Surviving people animals may perish if immediate food support is not provided. Short to medium term needs to re establish agricultural livelihoods will include support for seeds (wheat and vegetables), fertilizers, tools and irrigation rehabilitation, and the restoration of basic services including education, health and nutrition. Unless aid activities are rapidly scaled up to reach those who remain displaced and without immediate access to food and clean drinking water, additional loss of human lives and further suffering will occur. Life saving assistance should focus on the provision of food, clean drinking water and sanitary facilities, shelter and NFIs (including clothing), and emergency medical services. Whereas HANDS is the key organization in flood emergency of SINDH whose team has been burning mid night oil for facilitating flood affected people of Pakistan and HANDS is among 5 th the largest national organization to conduct this assessment within 03 days, HANDS with collaboration of district governments and local NGOs network have planned rescue
7 and relief work in these districts. HANDS staff and volunteers have rescued more than 95,194 persons from the inundated areas of Sukkur,Skhirpur,Jacoabad, and Kashmore districts. After submerging areas of northern Sindh (including Kashmore, Kandhkot, Shikarpur, Jacobabad, Ghotki, Sukkur, Khairpur, and Dadu )the flood water has changed its direction towards the concrete areas of southern Sindh Thatta, The Indus River breached an embankment at Surjani, leading to evacuations in Thatta district of Sindh Province. The three talukas of districts Thatta absolutely have been flooded by water. Thousands of people have been moved out by HANDS and are sitting under the open sky. Several villages were also seen submerged by water. The Indus River flows through the town of Thatta and most of the settlements are on either side of the river, the towns of Sujawal, Bathoro and Daro also were overrun by floodwaters; about people have been evacuated by HANDS teams from Sujjawal, Jattahi and Mir pur bathoro and shifted to safer places.
8 HANDS Response HANDS is one of the largest not for profit organization of country and having strong roots and work in all districts of Sindh & Baluchistan. HANDS has more than 1000 staff and about 13,000 volunteers available and mobilizing all within couple of days HANDS has extensive experience of Emergency Response and implementing relief activities with coordination of district governments, UNOCHA, & other Humanitarian Agencies & civil society organizations. Till now HANDS taken following response activities Declared emergency and shifted all staff of 1500 persons including Chief Executive, all General Managers and 12,000 volunteers in disaster response activities in 10 districts of Sindh and 02 district of Baluchistan Established two Disaster Response Central Office at HANDS Regional Office one in northern Sindh in Sukkur, and other in sothern Sindh at Thatta and declared 11 regional offices in Sindh and 01 office in Quetta Baluchistan as Emergency Response
9 Centers. HANDS Liaison office Islamabad is active in mobilization of national & international resources Diverted initial budget of Rs. 4 million from HANDS core budget toward emergency response activities of Evacuation & Food provision immediately. Till now HANDS has become successful in mobilizing Rs. 400 million through Care International, GOAL international, Medico International, PPAF, Engro Foods, UNICEF, Population Council,WTO, Packard Foundation, ARY, Philanthropists etc HANDS established 71 camps and provided shelter and providing food, water, sanitation, health services, live stock services to 12,000 families on daily basis Partnership with Oxfam GB for WASH and World Food Program (WFP) for provision of Food in relief camps is in pipeline A national consortium for flood relief is established which is consisting of Health Net TPO International, NATPOW & HANDS HANDS has also signed partnership with Basic Need UK for funds mobilization from all over the world for flood relief & rehabilitation in Sindh.
10 Evacuation/ Rescue Operation HANDS has mobilized its staff of 150 persons & volunteers of 550 persons along with 20 vehicles to Kashmore, Kandhkot, Shikarpur, Jacobabad, Ghotki, Sukkur, Khairpur, Dadu, Thatta and Jaferabad districts for evacuating the people from danger places to safe places.many thousands people of flood affected area was shifted to the safe places by HANDS (community was not willing to evacuate) within two day. HANDS has also engaged 03 Boats in Kashmore, Jacobabad and Thatta district for medical services to people between water, evacuation of people etc. HANDS9 teams have evacuated more than people as far from district Shikarpur, Kashmore, Jacobabad, Ghotki, and Sukkur districts. As it is learnt that almost 4 million are displaced. Almost 2 million acres are covered in water! Towns are flooded; electrical poles stand in deep, fast flowing water. Water continues to flow onwards, threatening new areas every hour, every day. After submerging areas of Kashmore, Kandhkot, Shikarpur, Jacobabad, Ghotki, Sukkur, Khairpur, and Dadu the flood water has changed its direction towards the concrete areas of Thatta. The Indus River breached an embankment at Surjani, leading to evacuations the people of the all town and villages of Thatta. HANDS team has been evacuating people from the most
11 vulnerable points, which have been made sensitive areas from flood point of view and HANDS team evacuated more than people from those disaster expected regions of Thatta as far. Shelter/Establishment of Relief camps This is as fact as steel that scale of the flood disaster is unbelievable and somehow still not understood outside Pakistan. It is a slow evolving, rapid on set emergency. The floods span the country unlike anything in decades. But the entire emergency in Sindh and Baluchistan was faced by HANDS courageously and team of HANDS burn mid night oil for providing every facilities to affected community of SINDH where as HANDS has established 71 relief camps 24 in district Sukkur, 05 In Shikarpur, 10 in Kashmore & 1 in Jacobabad, 1 in Matayri, 26 in Thatta, 01 in Ghotiki 01 in Khairpur mirs and 01 in Quetta districts. Before establishing camps anti mosquito spray was started in all area to control malaria and other diseases. In every camp all basic facilities are provided to flood affected people such as food, medicines and drinking water and the cooked and uncooked food by HANDS, in addition packets of ORS have also been distributed among flood victims to protect children and elderly people from dehydration and gastroenteritis. HANDS also planned establishment of many more relief camps and Tent cities within couple of days in different districts. Till now shelter have been provided to displaced people of flood
12 Food Supplies HANDS is also sharing out cooked and uncooked food for affected people in the seven districts Ghotki, Sukkur, Khairpur, Kandhkot, Jacobabad, Matiari and Thatta provided cooked and uncooked food to peoples respectively, further HANDS started providing Food Ration of one month to 10,390 families in Sukkur, Shikarpur, Kashmore and Khairpur, Hyderabad, Matiari, Thatta & Quetta Districts. In addition the distribution of food is being made according to the approved plan of Care international, Medico International, PPAF, Engro Foods, and Philanthropists 1.1 Water And Sanitation Hygiene (WASH) For safe drinking water and sanitation HANDS provide water to all camps through water connections, water tankers, hand pump and tab water and clean water has been provided to people till now. As we know that Latrine facility is very important for these camp sites where a lot of peoples living in one shelter so from sanitation point of view 64 latrines have
13 been constructed therefore HANDS has begun distributing kits containing essential items like buckets, soap, detergent, sanitary pads, and water purification tablets. In conjunction with these distributions, HANDS is training families on effective emergency hygiene practices to reduce the risk of water borne. And WASH benefiting peoples in district Khairpur, Kashmore Kandhkot, Sukkur and Thatta and Relief camps established by HANDS in the above districts in collaboration with Care international, Medicos international, PPAF Engro, Goal and UNICEF. 1.2 Medical Camps HANDS has treated just about OPD patients through mobile camp and Fixed Medical Camp services for the flood affected people in order to make available the medical services to the sick, and injured including preventive vaccination for different viral, fungal, bacterial and other diseases. And also conducted health & hygiene sessions with the affected communities in the relief camps of Sukkur, Khairpur and Shikarpur districts. HANDS not only work in flood affected area but also provide health facilities in other district of SINDH as in District Karachi (Rural) where HANDS CDG Hospital providing the facility of OPD, LAB, Ultrasound, Ambulance etc Services in all 03 camps of flood affected peoples. More than 216 Mobile Medical Camps were arranged by HANDS in district Sukkur, Ghotki, Shikarpur, Kashmore, Jacobabad & Khairpur district with support of donors 03 medical camps are held by HANDS on daily basis with support of Engro Foods & PPAF in district Sukkur along with 03 Ambulances
14 available around 13 relief camps in Rohri Sukkur HANDS arranges 12 medical camps on daily basis with support of Care international in Sukkur, Shikarpur, Kashmore and Jacobabad HANDS planning to arrange 03 medical camps with the support of GOAL in relief camps of Sukkur, Shikarpur and Khairpur HANDS arranges 03 medical camp with the support of Medicos International relief camps in Sukkur HANDS also arranges 14 medical camps in Thatta district HANDS also arranges 01 medical in each district of Matiari, Karachi Rural with support of philanthropists
15 Schooling in Relief camps last week, the first tent school opened up in Kashmore, Kandhkot, Shikarpur, Jacobabad, Ghotki, Sukkur, Khairpur districts school of affected district 90 per cent destroyed by the flood. The tent school is the first step towards rebuilding the educational system from scratch. It is thought that mostly schools were destroyed and hundreds of students were displaced. The few schools that are still standing have been declared dangerous and unusable. Similar tent schools are opening in other camps for displaced people in the region. HANDS and its donor partners are supplying learning materials such as school in a box kits and school bags for students. In very camps of HANDS, schools have been opened not only schools have been opened in makeshift tent but also teachers have been hired so that those teachers can teach displaced students properly. And many distressed parents send their children to HANDS school for getting education the schools provide a place for children to learn and play further it has been noticed that class includes
16 many small girls who are in the class for the first time..achievements of HELP Established 24 schools in flood affected districts with the support of Care international, UNICEF and Govt. Education & Literacy department. Identification & Selection of teachers at Sukkur, Shikarpur, Khandkot and Thatta Identified & enrolled children in relief camp schools Provided text books to children at two relief camps Conduct meeting with EDO affected districts for the provision of text books
17 Establishment of Diarrhea Technical Center (DTC) at Civil Hospital Kandhkot HANDS ever focus on health and education of poor people of Pakistan, for that cause whole staff of HANDS work hard round the clock so that qualitative health, and education facilities be provided to poor community of country. Similarly for flood affected people of district Kashmore DTC was established at Civil Hospital Kandhkot by HANDS with the collaboration of WHO team and Health Department. Cholera, as well as many other diarrheal diseases, is certainly increasing in the flood ravaged areas of Pakistan, An outbreak of diarrhea suspectedly caused by contaminated food HANDS DTC treated more than 173 flood victims of district Kashmir in current week. The organization provides free medicines services to the patients of diarrhea and other waterborne diseases besides providing purification tablets in the flood hit area Emergency Response Center in Quetta
18 HANDS has established provincial office at Sibi Quetta road near Bolan Petroleum service at capital of Baluchistan Quetta as Central Emergency Response Center. Moreover HANDS initiated its relief work by providing these IDPs food and safe drinking water and made coordination with other aid agencies for backing of flood affected people. HANDS has been operating an emergency relief program round the clock since August 2010 in Baluchistan but there is even now. Severe scarcity of food, shelter, clean water, sanitation, and health and hygiene materials needed for hundreds of thousands affected people, who lost everything in their devasted homes Where as HANDS have established relief camps in Quetta. HANDS also planned establishment of many more relief camps in different Schools and Tent cities within couple of days. Till now 6412 people has been provided shelter to displaced people of flood. And the duration of this period of relief operation HANDS has provided cooked and uncooked food to 6412 peoples respectively, safe drinking water through tankers at relief camps. 21 2. Urgent Relief Needs Thousands of people still surrounded by water and there is need of shifting them to safe places. Transport is not available and no any arrangements are being seen to rescue them. There is need of at least 10 more Vehicles (Four Wheel) for rescuing the people especially from Jacobabad, Shikarpur and Thatta. HANDS providing Food Ration along with Shelter, Health, WASH, and Livestock services to families and is looking for resource to provide full package to 32,000 more families on very URGENT basis. People are sitting in open air and they need temporary Shelter. Most 32,000 tents, plastic sheets are required for this purpose to HANDS There is threat of spread of Diseases. Diarrhea to Children and Skin Diseases are most common issues. There is need of Medicines of Rs. 10 million on URGENT basis. There is also need of animal feed and vaccinations to prevent the loss of further livestock.
