7 Barriers in Tajikistan Registration of labor migrants is among the most challenging issues in population data collection. Currently local and international migration flows are registered by different agencies using different methodologies. 11 The OSCE-IOM project will include Handbook on Collecting Labor Migration Data : using 5 country reports design a common form for harmonized data collection A regional Conference to present outcomes and seek politcy support to the new format of collecting labor migration data Timeframe: June 2010 February

Необходима большая координация между министерствами и ведомствами внутри страны и между различными странами. 12

13 Improving procedures in CIS: OSCE contribution OSCE could: Provide a venue for discussion and sharing best practices to enhance cooperation among countries Encourage stakeholders to share data on migration Key condition stakeholders political will to embark upon data harmonization Cooperation among ministries, agencies and institutions is needed 13

14 Improving procedures in CIS: OSCE contribution During the current global economic downturn, objective information on migrants remittances becomes especially crucial In order to make a better use of remittances as a source for development, we need: > more complete data on remittances flows > knowledge on formats and types used > information on preferences re. savings and investment schemes Key challenges in obtaining data on remittances: > wide-spread use of informal channels for which information is unavailable > biased statistics due to inadequate data quality, wrong data collection practices and registration of transfers which are not migrant remittances 14

15 Improving procedures in CIS: OSCE contribution The process of migrants remittances data collection in many countries may be imperfect but it could be improved by: setting up a centralized system to collect reporting from banks and MTOs surveying households and key informed sources sharing best practices among decision-makers, MTOs, banks and microfinance institutions. 15
