Presentation on the Family Tracing Project in Somalia Opening Remarks After welcoming the members, the Chair reminded members the importance of reporting on their activities to the Cluster regularly as this ensures that the Cluster is able to inform OCHA and subsequently donors. He informed the meeting that OCHA coordinates regular briefings with donors during which the Cluster updates them on progress made and the constraints the Cluster faces. The Chair also introduced Mr Andrew Timpson who joins the team as the Senior Protection Advisor. 1. Update on CAP 2012 The Chair informed the meeting that in CAP 2012, there is emphasis on continued mainstreaming of Protection and that all projects should incorporate Protection in their activities. The Cluster has proposed that in efforts to mainstream Protection in 2012, a team of well trained person is set up at field level to assist partners in incorporating Protection in all their projects. The Chair Acknowledged and appreciated the remarkable work of the Cluster Review Committee during the CAP proposal recommendation stage. All proposals were presented by the Cluster Coordinator to the Humanitarian Coordinator and all of them were approved. 2. New IDP Figures in Somalia Conor Flavin informed the meeting of the latest endorsed IDP population figures for Somalia. The figures are broken down by region and district. Some regions (especially in South Central) were challenging to ascertain owing to access and security difficulties. In such areas, information was gathered based on reports from local NGOs and then verified and triangulated. The methodology involved also includes an assessment based on PMN/T trends. Members were informed that plans are underway to accompany PMN/T reports with a narrative analysis explaining movement trends and likely reasons for the movements. An analysis that was recently drafted will be sent out soon. One member questioned the accuracy of the IDP figures for Mogadishu in light of recent returns from and to the capital. Conor assured members of the integrity of the data as several independent studies and analyses have concluded similar figures. The application of modified cluster sampling in each settlement also carries a 95% confidence level. He however reminded members of the need to interpret such figures in light of the realities of the situation in Somalia and that the figures are based on the static number of people living in settlements as opposed to persons undergoing displacement at any one time. 3 Cluster Partners agreed to share with the Cluster details of any IDP settlement assessments and head counts that they undertake and the methodologies used to calculate the figures. 3. Child Protection Working Group Patricia Telford (CPWG Chair) informed members that CPWG was formed in September 2011 in Nairobi and Mogadishu. The WG has since conducted an assessment on the issue of separation, gender based violence and recruitment of children into militia. The assessment was conducted with the assistance of 11 partners and one of the conclusions was that contrary to the belief that separated children are absolved into the community, many end up living on the streets. Limited resources available to partners have hampered operations to assist such children many of whom (girls) face gender based violence. Padmore Ochieng inquired whether there are figures on the number of unaccompanied children but was informed by Patricia that the WG does not have such figures at the moment. Fatma Musa sought verification on UNICEF s definition of separated children vis-à-vis unaccompanied minors. Patricia clarified that separated children are being cared for by an adult relative or the community while unaccompanied minors have no adult care. Because minors are not allowed to register as head of households in some areas, some unaccompanied minors are unable to access aid. Members were requested to share information on children s rights violation with the WG. 4. Mixed Migration Task Force Natalia MacDonald (MMWG Chair) informed the meeting that the WG held a workshop in December for government officials from Puntland, Ethiopia, Japan, Saudi Arabia, USA and Australia. The meeting focussed on issues such as human smuggling and trafficking and rescue at sea and another workshop is planned to take place this year. The meeting was also informed that the Regional Mixed Migration secretariat is launching its website in about 2 weeks; the site will be shared with the partners once it is up. The secretariat is also setting up a project to look into future scenarios of mixed migration. It was reported that many of the arrivals into Bossaso on their way to Yemen integrate into the community as soon as they are registered and because of that, IOM is working on setting up structures in conjunction with the government to ensure that such migrants are registered. IOM reported receiving request for assistance from people returning from Yemen and hoping to go to South Central but given the security situation in South Central, IOM can not facilitate such return. It is however working on mechanism to assist persons returning to other areas of Somalia. IOM and many of its partners lacks funds/capacity to assist urgent cases as was the case recently where 5 children were rescued from attempted trafficking. 5. Gender Based Violence Working Group Nimo Mohamed (GBV WG Chair) informed the meeting that GBV partners reported a drastic increase in sexual violence in Somalia towards the end of Lack of access and lack of qualified trainers on clinical management of sexual violence has hindered the capacity of service providers. However, several trainings and workshops have been conducted at Nairobi and Mogadishu level which has improved the capacity. SPC Meeting 3

4 A member asked why only 6 organizations had been trained on clinical management of sexual violence and was informed that the 6 organizations had been nominated by the WG on the agreement that they would go and train other organizations at Mogadishu level. 6. PMN/T Huda Ghalealobi introduced members to the newly introduced PMN/T website: and encouraged members to use it as a source of information. She also requested members to share with the PMN/T team information on displacements and movement trends in Somalia which after verification will be shared on the website. Members to share with the Cluster credible information on displacements and violations taking place in Somalia. 7. 4W and Sitreps Esther Mwangi reminded members that the 3W reporting matrix is now 4W with the changes necessitated by the need to include a time element in the reporting. Partners are already reporting the progress of their projects on 4W and those not already doing so are required to do so. Reporting on the 4W is to be done on a monthly basis and members were reminded that should they face difficulties in filling in the matrix, they should consult the Cluster Support Officer. Members were also reminded that they are required to send in a summary of their weekly activities to the Cluster Support Officer every Thursday. Amongst the issues that members should look out for when reporting is: State date of activity and if it is ongoing, indicate the expected date of completion Give the location of the activity If reporting on a workshop, indicate who was in attendance, the agenda and where it was held If reporting a violation, indicate the assistance offered to the survivor If an activity is reported at a later date, mention the same so that it can be reported retroactively Members were also reminded to inform the Cluster of any assessments and surveys that they are currently undertaking. The results of such surveys will then be shared with the cluster as the information may be useful and it will save the cluster members from undertaking duplicated surveys. The Cluster will share with members the 4W template and respond to any queries on 4W or sitreps. Members to send their weekly updates to the Cluster Support Officer while copying sommopcl@unhcr.org. AOB Members of the Cluster requested that the Cluster meeting is held once every month as opposed to quarterly. In light of the challenges of hosting a large meeting in relation to availability of meeting rooms, ensuring the presence of a majority of the partners and other conflicting schedules, the Cluster will consult the lead agency and revert to the members. It was then agreed that the meeting will take place on monthly basis as often as practicable. Members were also informed that the Cluster holds various levels of field meetings in Somalia and encouraged all members to attend these meetings. SPC Meeting 4

5 Conor Flavin informed the meeting that the revitalization of the Protection Information Management Working Group is currently being discussed and ideas are welcome. The meeting was also informed that participation in the cluster should be reciprocal, the Cluster Chair should share information with the members and members should support the Cluster by reporting to the 4W, Weekly SITREPS, Monthly Single Reporting Format and other reports requested on ad hoc basis form the donors, HCT and other humanitarian stakeholders. The Cluster will keep the member updated on new developments and share relevant information received from other members or external sources. The Cluster will inform members of the date of the next Cluster meeting. SPC Meeting 5
