In agreement with the Chairs of the UNWTO Commissions and subject to confirmation by the Regional Commissions themselves at their Meetings in the first semester of, there will be no meetings of the Commissions in the framework of the 3rd session of General Assembly in Saint Petersburg, Russian Federation. This initiative was taken after careful analysis of the previous editions of the General Assembly (GA) with the aim of reducing the overloaded programme of the GA, optimizing resources, as well as improving the productivity of the 3rd session. This will also enhance the relevance and efficiency of this edition of the Meetings of the Commissions in. The initiative was endorsed by the th session of the Executive Council in Manama, Bahrain through decision CE/DEC/(CI).. Consequently, the agendas of the meetings of the Regional Commissions to be held in the first semester of will be extensive, since they will include the nominations and elections to statutory organs and their subsidiary bodies. These include the nominations of the candidates to represent the region on the Executive Council ( -3) and to the 3rd session of the General Assembly (Vice-Presidents of the General Assembly, Credentials Committee), the election of the Chair and two Vice-Chairs of the Regional Commissions (-), the nomination of candidates to the different technical Committees, as well as the selection of the places and dates of the subsequent meetings of the Commissions. 3. The Regional Commissions will be held in in the following Member States: - 45th Meeting of the Commission for the Middle East (Egypt, - March ); - 64th Meeting of the Commission for the Americas (Guatemala, 5- May ); - 64th Meeting of the Commission for Europe (Croatia, -3 May ); - 3st Joint Meeting of the Commission for East Asia and the Pacific (CAP) and the Commission for South Asia (CSA) and two separate meetings of the Commissions: the 53rd CAP meeting and the 5th CSA meeting (Bhutan, 3-5 June ); *This revision is issued to reflect the official change in the name of the Member State the Republic of Northern Macedonia effective 4 February. The Executive Council will meet in its new composition at its th session to be held immediately after the 3rd session of the General Assembly in Saint Petersburg, Russian Federation.

2 CEU/64/ComReg - 6nd Meeting of the Commission for Africa (Mali, - June ) I. GENERAL ASSEMBLY Nomination of the Officers of the 3rd session of the General Assembly 4. For the conduct of its business and in accordance with Rule 6(3) of its Rules of Procedure, the General Assembly is called upon to elect its President and Vice-Presidents on the basis of equitable geographical distribution, making allowance for the region represented by the President. 5. If the Assembly follows the tradition of nominating as President the head of delegation of the host country (Russian Federation), there would only be one post of Vice-President for the region of Europe. 6. The Vice-Presidents of the General Assembly should therefore represent the UNWTO regions as follows: two for Africa, two for the Americas, one for Europe, one for East Asia and the Pacific, one for South Asia and one for the Middle East.. Bearing this in mind, the Regional Commissions are requested to nominate candidates to represent their regions as Vice-Presidents of the twenty-third session of the Assembly.. The Officers of the previous sessions of the General Assembly are listed in Annex I to this document.. As of the date of this document, no candidatures from the Regional Commission for Europe for the position of Vice-President have been received at the Secretariat. II. SUBSIDIARY BODIES OF THE GENERAL ASSEMBLY A. Credentials Committee: Appointment of members. Rule 3() of the Assembly s Rules of Procedure provides for the appointment by the Assembly, on the proposal of its President, of a Credentials Committee composed of nine delegates chosen from among the Full Members.. The Regional Commissions are called upon to suggest to the President of the General Assembly the same number of representatives for the Credentials Committee as they have Officers of the Assembly. The nine Members of the Committee (two for Africa, two for the Americas, two for Europe, one for East Asia and the Pacific, one for South Asia and one for the Middle East) thus nominated will then elect from among themselves a Chair and a Vice-Chair in accordance with Rule 3() of the Assembly s Rules of Procedure.. To assist the Regional Commissions in their deliberations, the offices held by Members at previous sessions of the General Assembly are listed in Annex II.

3 CEU/64/ComReg 3. As of the date of this document no candidatures from the Regional Commission for Europe for membership in the Credentials Committee have been received at the Secretariat. B. Regional Commissions: Election of Officers 4. In accordance with Rule 5 of the Rules of Procedure of the General Assembly, as they apply mutatis mutandis to the Regional Commissions, and consistent with the practice followed so far, each Regional Commission should elect one Chair and two Vice-Chairs from among its Members for a term of two years, commencing from the twenty-third session of the General Assembly. 5. As of the date of this document no candidatures from the Commission for Europe for Chair and/or Vice-chair of the Commission for the period -3 have been received at the Secretariat. 6. The Secretariat invites Member States from the different Regions that wish to submit their candidatures for the chairmanship/vice-chairmanship of the Commissions for the forthcoming biennium to do so in the period leading up to the meeting of their respective Commission. Any candidatures reaching the Secretariat before the date of the meeting of the Commissions will be announced in an addendum to this document.. A list of the Officers of the Regional Commissions since 6 is given in Annex III.. The Regional Commissions are called upon to elect their respective Chair and Vice-Chairs accordingly. C. World Committee on Tourism Ethics. In accordance with resolution 6(I) adopted by the nineteenth session of the General Assembly in Gyeongju, Republic of Korea, the members of the Committee are directly elected by the General Assembly upon the proposal of a Selection Committee (President of the General Assembly, Chair of the Executive Council, Chair of the Board of Affiliate Members, the UNWTO Secretary-General and the Legal Counsel).. The twentieth session of the General Assembly held at Victoria Falls, Zambia-Zimbabwe, recalled through resolution 636() the need for applying the staggering principle by which the members of the Committee will be renewed by half every two years.. Thus, the twenty-third session of the General Assembly is required to elect, in plenary session, four members.. Nominations to the Committee may be presented by the Full, Associate and Affiliate Members of UNWTO, as well as by the Secretary-General. This part on the World Committee on Tourism Ethics is provided for information. No action is required in the framework of the Regional Commission meeting. 3

4 CEU/64/ComReg 3. The Selection Committee will examine the proposed nominations and recommend to the General Assembly the names of the four personalities to be appointed. III. EECUTIVE COUNCIL: ELECTION OF MEMBERS 4. The General Assembly is required to elect, at each of its sessions, one-half of the membership of the Executive Council, in accordance with Article 4() of the Statutes of the Organization, which reads as follows 3 : The Council shall consist of Full Members elected by the Assembly in the ratio of one Member for every five Full Members, in accordance with the Rules of Procedure laid down by the Assembly, with a view to achieving fair and equitable geographical distribution. 5. Article 5 of the Statutes also stipulates that: The term of elected Members shall be four years (...). Election for one-half of the membership of the Council shall be held every two years. 6. This provision is enlarged upon in Rule 55() of the Rules of Procedure of the General Assembly, paragraph 4 of which reads: The term of office of the Members of the Council shall begin immediately following their election by the Assembly and shall end on the election of their successors.. Article 4() of the Statutes provides that the total number of the Organization s Full Members determines the number of seats on the Council. In order to achieve, so far as possible, fair and equitable geographical representation, the number of seats per region is calculated on the basis of one seat for every five Members out of the total number of Members in each region.. At its nd session in Chengdu, China, the General Assembly decided (resolution 6(II)) to amend Rule 54 of the Rules of Procedure of the General Assembly as follows: The Assembly shall elect by secret ballot the Members of the Council in the proportion of one Member of the Council for every five Full Members of the Organization, having regard to fair and equitable geographical distribution. This proportion shall be applied to the number of Full Members by region in order to determine the number of seats on the Executive Council to be allocated to the corresponding region. In the event that the figure obtained after the calculation of the said ratio is not whole, it shall be rounded up to the nearest higher integer.. Consequently, in accordance with the number of Full Members per region at the date of this document (see Annex IV), the Council may be composed of 34 members in addition to Spain as a permanent member, during the period between the twenty-third and twenty-fifth sessions of the General Assembly. 3. The current membership of the Executive Council is indicated in Annex V, and Annex VI 3 The same provision is repeated in Rule () of the Rules of Procedure of the Executive Council. 4

5 CEU/64/ComReg provides a graphical representation of terms of office, broken down by region, since the creation of the UNWTO. 3. The table in Annex VII illustrates the situation, subject to the submission of other possible candidatures for membership, or the possible renunciation of a candidate. In such circumstances, the data given would have to be changed to reflect the modifications. 3. Column 5 of Annex VII shows that the terms of office of members expire at the twenty-third session of the General Assembly. Column 6 shows that Full Members will have to be elected to the Council in the ratio of member for every 5 Full Members per region, as follows: Africa Americas East Asia and the Pacific Europe Middle East South Asia TOTAL 6 seats seats 4 seats 4 seats seat seats seats 33. Any other candidatures reaching the Secretariat before the date of the Meetings of the Regional Commissions will be announced in an addendum to this document. 35. It should be recalled that Executive Council decisions 4(III) and 4(IV) recommend that...only Members of the Organization having no unjustified arrears (paragraph 3 of the Financing Rules attached to the Statutes) shall be eligible for election to the Executive Council. 36. The Regional Commissions are called upon to recommend to the Assembly, on the basis of the regional distribution of new Council seats shown in paragraph 3 of this document, the Council members to be elected for the period Associate Members are, for their part, requested to nominate their representative to the Executive Council. 3. The Board of Affiliate Members is requested to nominate its representative to serve on the Executive Council. This function is traditionally assumed by the Chair of the Board. IV. SUBSIDIARY BODIES OF THE EECUTIVE COUNCIL: ELECTION OF MEMBERS A. Programme and Budget Committee (PBC) 3. In accordance with decision 5(LI) taken by the Executive Council at its eighty-ninth session (4-6 October, Kish Island, Islamic Republic of Iran), it has been decided that the Programme and Budget Committee will be composed of: 6 full members per region, as follows: o 6 members of the Executive Council, one per region, each designated by the Council itself for four years (members elected by the Executive Council have a mandate limited to their Executive Council mandate); o 6 members, one per region, designated by their respective regional commission for four years. (If a member elected by a Regional Commission were to become a member of the Executive Council, its term on the Committee would automatically come to an end, with the Regional Commission electing a replacement for the remaining part of the term); The representative of the Associate Members in the Executive Council;

7 CEU/64/ComReg The representative of the Affiliate Members in the Executive Council and another representative of the Affiliate Members. These regulations entered into force when they were approved by the nineteenth session of the General Assembly. 4. As the Regional Commissions designated their representatives to the Programme and Budget Committee for the period between the twenty-first and twenty-third sessions of the General Assembly, i.e. from 5 to, the six members, one per region, have to be designated by their respective regional commission for the period between the twenty-third and twenty-fifth sessions of the General Assembly, i.e. from to As of the date of this document, no candidatures from the Commission for Europe for membership of the PBC for the period -3 have been received at the Secretariat. 4. The Associate Members and the Affiliate Members are requested to nominate their representatives to serve on the Committee. 43. The membership of the PBC in -/ is indicated in Annex VIII to this document. B. Committee on Tourism and Sustainability (CTS) 44. The Committee is composed of nine members, appointed on the recommendation of the Regional Commissions. 45. The Committee will elect its Chair and its Vice-Chair from its members. The past and present membership of this Committee is indicated in Annex I to this document. 46. The term of office of the members of this Committee for the period 5- will expire upon the commencement of the th session of the Executive Council. This session, held immediately after the twenty-third session of the General Assembly, will approve the new composition of the Committee elected for a period of four years (-3). 4. The nominated members of the Committee will be invited to participate as observers to the meeting of the Committee, which will be convened immediately prior to the opening of the twenty-third session of the General Assembly. 4. The Regional Commissions are requested to nominate their candidates for the Committee on Tourism and Sustainability for the period between the twenty-third and twenty-fifth sessions of the General Assembly, in accordance with the following distribution, (as per the Rules of Procedure of the Technical Committees adopted by the 6th Executive Council (Victoria Falls, Zimbabwe, August 3) (CE/DEC/(CVI)): Africa: Americas: East Asia and the Pacific: Europe: members members member members

As of the date of this document, no candidatures from the Commission for Europe for membership of the CTS for the period -3 have been received at the Secretariat. 5. The Committee will include one Associate Member, designated among them and one Affiliate Member designated according to Article () of the Rules of Procedure of the Affiliate Members. 5. In accordance with decision (CVI) taken by the Executive Council at its ninety-sixth session (5 August 3, Victoria Falls, Zimbabwe), this technical committee, a subsidiary organ of the Executive Council, has an advisory and consultative role. It is meant to carry out the first step of validation processes and channel technical outputs to the Executive Council. It is therefore advisable for representatives of Member States participating in the work of this Committee to have technical expertise in the field and ensure active participation. C. Committee on Statistics and the Tourism Satellite Account (CSTSA) 5. The World Conference on the Measurement of the Economic Impact of Tourism (Nice, June ) set up this Committee, which is composed of nine members designated by the Regional Commissions, and four ex officio Members. 53. The Committee contributes to the fulfilment of Article 3, paragraph 3 of the Agreement signed between the United Nations and UNWTO, which states: The United Nations recognizes UNWTO as the appropriate organization to collect, to analyze, to publish, to standardize and to improve the statistics of tourism, and to promote the integration of these statistics within the sphere of the United Nations system. 54. Consequently the Committee advises and collaborates in the following three key areas of the Department: (a) Development of international statistical standards, i.e. speak common language and worldwide consensus building; (b) Implementation and capacity building, i.e. assist countries in applying standards; (c) Data compilation and dissemination through UNWTO s comprehensive database on tourism statistics. 55. The term of office of these members expires in upon the conclusion of the twenty-third session of the General Assembly. 56. The Regional Commissions are required to nominate their candidates for the Committee on Statistics and the Tourism Satellite Account for the period between the twenty-third and twenty-fifth sessions of the General Assembly, according to the following distribution among the Member States: Africa Americas East Asia and the Pacific Members Members Member

As of the date of this document, no candidatures from the Commission for Europe for membership of this Committee for the period -3 have been received at the Secretariat. 5. Moreover, France, Canada and Brazil, as Host States of World Conferences on Statistics, and Spain, which chaired the Steering Committee of the Ottawa Conference, serve on this Committee as ex officio Members. 5. Once formed, the Committee will have to elect its Chair and two Vice-Chairs from among its members. 6. The Committee will include one Associate Member, designated from among them and one Affiliate Member designated according to Article () of the Rules of Procedure of the Affiliate Members. 6. The past and present membership of this Committee is indicated in Annex to this document. D. Committee on Tourism and Competitiveness (CTC) 6. The Committee on Tourism and Competitiveness is composed of nine members, appointed on the recommendation of the Regional Commissions. 63. The Committee will elect its Chair and its Vice-Chair from among its members. The past and present membership of this Committee is indicated in Annex I to this document. 64. The term of office of the members of this Committee for the period 5- will expire upon the commencement of the th session of the Executive Council. In accordance with decision (CVI) taken by the Executive Council at its ninety-sixth session (5 August 3, Victoria Falls, Zimbabwe), this technical committee, a subsidiary organ of the Executive Council, has an advisory and consultative role. Committee for the Review of Applications for Affiliate Membership. Pursuant to Executive Council decisions (V), 5(VI), (VII), 6(VIII) and General Assembly resolution (VI), and by virtue of Article (g) of the Organization s Statutes, a Committee for the Review of Applications for Affiliate Membership was established within the framework of the Executive Council. This Committee is composed of six members of the Council, appointed biennially on a regional basis by the Council itself. The Committee elects its own Chair and authorizes the Chair of the Committee of Affiliate Members to participate in its business without the right to vote.. Since the two-year term of office of the present members of the Committee expires at the twenty-third session of the General Assembly (Saint Petersburg, Russian Federation), the Executive Council, at its th session (Baku, Azerbaijan) will appoint, from among its number, the six new members of the Committee for the period -.. When formulating their recommendations, Members should take into account the fact that this Committee always meets during Council sessions. 3. In accordance with the established practice for the election of the members of the other subsidiary organs of the Executive Council, the Regional Commissions are each called upon to recommend a representative to the Council for appointment to the Committee for the Review of Applications for Affiliate Membership for the period As of the date of this document, no candidatures from the Commission for Europe for membership of this Committee for the period - have been received at the Secretariat. 5. By resolution 4(V), the General Assembly designated Malaysia and Qatar as host countries of World Tourism Day in 4 and 5. By the same resolution, the General Assembly endorsed the proposal of the Executive Council and decided that the following geographic order would apply to World Tourism Day celebrations beginning in 6: 6 in Europe; in South Asia; in the Americas; and in Africa.. World Tourism Day celebrations have been awarded to: - WTD 6: Portugal (Europe) - WTD : Sri Lanka (South Asia) - WTD : Peru (Americas) - WTD : Ghana (Africa) - WTD : China (East Asia and the Pacific) - WTD : Yemen (Middle East), - WTD : Spain (Europe) - WTD 3: Maldives (South Asia) - WTD 4 Mexico (Americas) - WTD 5 Burkina Faso (Africa) - WTD 6 Thailand (East Asia and the Pacific) - WTD Qatar (Middle East) - WTD Hungary (Europe) - WTD : India (South Asia). Following the geographic order as decided by the General Assembly, World Tourism Day would be celebrated in the Americas in and in Africa in.. The Commissions for the Americas and Africa are requested to submit their recommendations to the th session of the Executive Council regarding the host countries for the official celebrations of and, respectively.
