1 Emergency appeal Jordan: Population Movement Appeal n MDRJO ,000 people to be assisted Appeal launched October 29, 2014 Glide n OT JOR CHF 12.1m Appeal budget Ends December 31, 2015 Summary This Emergency Appeal seeks CHF 12,106,275 to enable the IFRC to support the Jordanian Red Crescent to deliver assistance to some 126,000 people in the main areas of relief and winterization using predominantly cash transfer methodologies, support to the Red Cross/Red Crescent Hospital in Azraq, livelihoods, disaster preparedness and risk reduction, Community based health and First Aid (CBHFA), psychosocial support (PSP) and operational capacity building to ensure effective and efficient outreach to those affected by the Syria Crisis. This appeal reflects the activities implemented so far (People reached from August August 2014) as well as the gaps identified after two years of implementation, and the plans for activities to be delivered in the next 15 months. The planned response reflects the current situation and information available at this point of the evolving operation, and will be adjusted based on further developments and more detailed assessments. 2 Page 2 Coordination and partnerships The IFRC and Jordanian Red Crescent response to the Syrian Crisis in Jordan is based on coordination at different levels; within the RCRC Movement and with other humanitarian actors in the country. This aims for a more coordinated operation and technical support, with country based identification of emergency needs and objectives and in order to target most vulnerable people and to avoid duplication and gaps. Coordination takes place through leading or attending coordination meetings such as: RCRC Movement meetings take places every 15 days, to ensure general agreement on plans for the current response, implementation, information sharing, as well as contingency planning in case of an increased influx of Syrians into the country. Humanitarian Country Team (HCT) meetings led by OCHA with the presence of UN Agencies, international NGOs (Representatives of the Syrian INGO Regional forum, SIRF), donors and other stakeholders. Interagency task force (IATF) meetings chaired by UNHCR with the presence of UN Agencies, INGO (SIRF) donors and other stakeholders. Interagency Health Community task force, are led by IFRC/JRC with the presence of United Nations High Commission for Refugees (UNHCR), Médécins Sans Frontières (MSF), International Medical Corps (IMC), Médécins du Monde (MDM) and other local and international NGOs that work in the community health sector. Working groups based on different sectors such as Cash Working Group, Host Community Support Platform, Health Working Group etc. The RCRC Hospital Consortium Steering Committee (CSC) created a Communications Working Group (CWG) which meets and assists the RCRC Hospital CSC in ensuring multilateral support for the operation. JRC and the IFRC would like to thank all partners (bilateral or multilateral) who contributed to the emergency response in Jordan including American, Australian, British, Austrian, Canadian, Swedish, Swiss, Danish, German, Icelandic, Spanish, Italian, Netherlands, and Norwegian Red Cross, the Kuwaiti, Qatari, Iraqi, Saudi Arabian, United Arab Emirates Red Crescent, respective partner National Society Government s, the International Committee of the Red Cross (ICRC), the EU (ECHO), the Japanese Government, United Nations Children s Fund (UNICEF) the World Food Programme (WFP) and private donors. The operational strategy Based on several joint assessments carried out, the operation in Jordan will continue to focus on three key groups: Support to Syrian refugees living in host communities and Azraq camp. Support to Jordanian host families/communities. Capacity Building of the Host National Society for enhancing and sustaining capacities related to the response operation. The priority strategies to meet the needs of the groups identified above include the use of cash as the primary method to deliver relief/winterization support at a cost of CHF 8.50 million, followed by health interventions via CBHFA and PSP to a cost of CHF 943,606, Food Security and Livelihood (CHF 0.4 million) and Disaster preparedness and Risk Beneficiary of the cash transfer programme in South Amman, being registered through Iris registration with the support of IFRC Staff Reduction (CHF 80,000). To ensure the scaling up of these activities, capacity building (CHF 0.55 million) is an essential element in this holistic plan to ensure operational goals are attained in an effective and timely manner. Finally, additional support for the RCRC Hospital in Azraq might be sought through a revised Appeal in This will be after a decision is reached on the funding mechanism for the Hospital. The hospital will ensure 60,000 Syrian refugees in Azraq camp have access to secondary health care and services.

JRC s readiness to respond urgently, appropriately and safely to an increase in the influx of refugees or other emergency is strengthened Output 1.1: JRC is equipped with prepositioned contingency stocks for an enhanced response capacity Output 1.2: JRC staff and volunteers are equipped with tools and knowledge on disaster response based on sphere standards Health and care Outcome 2. The secondary health needs of 60,000 Syrian in Azraq Camp are met Output 2.1: Syrian refugees have access to secondary health care and services for 15 months in Azraq camp. Outcome 3. 30,000 beneficiaries within the Syrian refugee and the host communities in the Governorates of Amman, Ajloun, Jerash, Mafraq and Irbid have improved physical and psychological health related to disease and disaster risk reduction, with a special focus on women and children. Output 3.1: Increased knowledge, skills and positive coping mechanisms among Syrian refugee and host community members in disease prevention, home and community safety and psychological well-being, towards community resilience Output 3.2: The hygiene needs of Syrian and host community women and girls are met through the distribution of 1,000 women s emergency kits Output 3.3: Increased capacity of JRC staff and volunteers to conduct effective community health activities related to health and home and community safety

4 Page 4 Shelter and settlements Outcome 4. The immediate shelter and settlement needs of 4,000 refugee households (20,000 persons) living outside camps within host communities are met during 2014 and 2015 Output 4.1: 4,000 Syrian refugee households (20,000 people) living in host communities in Amman receive unconditional cash grant for essential winterization during 2014 and 2015 Output 4.2: 4,000 Syrian refugee households (20,000 people) receive cash grants for rent and other most essential household items Output 4.3: JRC s capacity to implement the cash transfer programme effectively and efficiently is strengthened Food security nutrition Livelihoods Outcome 5. Livelihood activities of poor 200 Jordanian households are improved through small scale income generating activities at household level. Output 5.1: The household income level of the most vulnerable Jordanian households targeted is increased, and a sustainable means of livelihood established. Output 5.2: Skill based training is provided to 200 unemployed people in host communities to increase their employability and support sustainable income generation. National Society capacity building Outcome 6. The response capacity of the host National Society is enhanced through strengthened capacity of the National Headquarters and branches. Output 6.1: The JRC is supported to build an appropriate Human Resources system at the Headquarters and necessary staff policies/procedures are in place. Output 6.2: JRC is supported to build an effective, well-equipped National First Aid training facility at their Headquarters in Amman. Output 6.3: JRC branches are active, regularly involved in RC activities, and are effectively providing support to vulnerable people when needed by increasing trained volunteers at branch level. Output 6.4: The Host National Society is supported to develop a long-term strategic plan to ensure all programmes and activities meet the needs of the most vulnerable Output 6.5: JRC National Headquarters is adequately staffed to support the branches in health programs. Output 6.6: Increased emergency health capacity of JRC by the procurement of 2 fully equipped ambulances and an improved and efficient ambulance service system. Output 6.7: JRC is supported to build increased quality and impact of their programmes through sound programme management, including timely and quality planning, monitoring and reporting. Output 6.8: JRC is supported to build strengthened logistics capacity to provide needed services to its branches and partners A note on integrated approach (Multi Sectoral approach in one geographical area with multiple partners) Based on previous IFRC assessments, several analyses on secondary information as well as home visits and post distribution monitoring visits by the cash transfer programme, access to vital information remains challenging for Syrian refugees living mainly in host communities. One of the recommendations was that there needs to be a better coordinated approach from humanitarian actors in order to address their needs in a satisfactory way. As a pilot programme, the integrated approach will be implemented in South Amman. This strategy of having a multi-sectoral approach in a given geographical area will maximize the effectiveness of operational implementation, minimize issues of engagement with communities or expectations of volunteers, and provide cost savings, as well as lead to more sustainable outcomes for communities. To implement this integrated approach at neighbourhood level, there are specific dedicated additional resources required for it. This approach also requires specific coordination with Movement partners but also externally, advocacy, information management, public awareness, beneficiary communication, among others, it is very important to start with a pilot phase in one of the neighbourhood in the South of Amman. With the possibility to expand and learn from this first pilot (once it s adopted).
