2 Summary of Project Summarized Contents of the Project (no more than one page) International conference: (Forced-) Migration and Citizenship in Motion: Policies and Practices in Korea and Germany This international conference delves into the complex dynamics of space, place, and subjectivity in issues of integration policies and practices towards refugees and migrants in South Korea (hereafter Korea) and Germany. In the face of the European refugee/migrant crisis, notably in Germany, (forced-) migration is one of the most contentious issues of the day. However, Asia has become the second most popular destination where 71 million international migrants reside, which is only one million less than Europe. Korea exemplifies the comparable case as the country has experienced a rapid rise in migration, from labor and marriage migrants to North Korean defectors, mounting to roughly 5 percent of foreign residents. Indeed, the influx of these migrants seems to be almost insurmountable, considering not only the instability of international affairs but also common sociodemographic problems in the industrialized countries, such as the mass ageing and the low birth rates. Pursuing a transnational and inter-disciplinary approach, this conference is geared to explore the nature and implications of similarities or/and differences in various geopolitical areas specific social, political and legal processes of (forced-) migration and dynamics of integration policies. To this end, it aims to elucidate the topic from various angles by bringing together a wide variety of scholars and professionals in the field of law, sociology, anthropology, geography, and history from Korea, Germany, and other countries. This will serve to develop a better understanding of the multifaceted dynamics of policy and practice on migration in Korea and Germany as well as the experiences of refugees and other migrants. Societal transformations in the industrialized countries cultural diversification of national populations, growing internal inequalities, and the threat of Islamist terror attacks have instigated new political debates on how (forced-) migrants should be incorporated. In the process, many subcategories of migrants are identified: free will, distance, duration, age, gender, education, and generation. Among the types of migrants across the categories are labor migrants, marriage migrants, and refugees, which often leads to chain migration by inviting their family members to the receiving countries. The borders of nation-states are crisscrossed by migrants and other forms of exchange, sometimes shifting the direction of integration policies as well as the boundaries of who are citizens and non-citizens. The large number of (forced-) migrants arriving on a daily basis leads academics, lawyers, and human rights activists to discuss the integration policies and citizenship issues in the 6

7 destination countries, notably Germany in Europe. Indeed, the influx of these migrants seems to be almost insurmountable, considering not only the instability of international affairs but also common socio-demographic crisis in the industrialized countries, such as the mass ageing and the low birth rates. Hence, this raises questions as to how countries in different regions cope with the issues of integration and citizenship, the growing and emergent agenda directly linked to national security and legitimacy. 4. 학술회의내용, 수준, 규모 (Subject, Level and Scale) The proposed inter-disciplinary and trans-regional conference aims to respond to the current influx of (forced-) migrants into Korea and Germany. Bringing both countries into the focus, the conference examines the integration policies and citizenship laws on refugees and migrants as well as the challenges posed by the dramatically increasing number of migrants and asylum seekers in Korea and Germany. As both nation-states have a shared experience of integrating refugees or defectors from North Korea and East Germany respectively, the conference will take a closer look into how the two nations build upon their experiences and approach the issues of integrating refugees and other migrants of different ethnicity, religion, and race. Here, the case of South Korea is particularly interesting in this respect as the nation has become a net migrant receiving country since 2000 when Korean emigration began to decrease constantly according to the Migration Research and Training Centre of the International Organization for Migration (IOM). While (West) Germany has been struggling to integrate large groups of refugees and immigrants such as Germans from former Eastern territories, Italian, Greek, Turkish and Korean guest workers for decades, South Korea is constantly moving toward the threshold to becoming a multicultural society due to increased immigration over the past 15 years. In addition, the conference will investigate how selected other countries in East Asia such as Japan, and Australia deal with (forced) trans-border migration in order to draw a regional analysis of legal frameworks and institutional regulatory mechanisms regarding (forced-) migration. Collaborating with area specialists on refugees and migrants, the conference is geared to explore the nature and implications of 7

8 differences in various geopolitical areas specific social, political and legal dynamics. One of the conference s goals is to address the topic from various angles by bringing together a wide range of scholars and professionals from various disciplines, such as Korean Studies, Migration Studies, Geography, and History from different countries including Korea, Germany, Australia, and the United Kingdom. This will ultimately serve to develop a better understanding of the complex dynamics of migration policy and practice in South Korea and Germany as well as the experiences of refugees and other migrants. Stressing the issues of migration through transnational approaches, the conference sets out to explore the following core issues: Why and in what ways do integration policies toward (forced-) migrants and their implementation differ in South Korea and Germany? What are the common approaches in both nation-states, South Korea and Germany, if any? How are the distinct or/and similar elements of the approaches reflected in their respective citizenship laws? How do South Korea and Germany perceive migrants bringing or/and inviting their family members to the host countries, and what are the effects of this phenomenon on the policy-making? What constitutes the sense of belonging and the multiple spaces of citizenship of (forced-) migrants in the host countries? In what ways do the past experiences of integrating East German or North Korean refugees affect their current integration policies toward asylum seekers of foreign nationality? How do these current integration policies regarding asylum seekers differ from towards other transnational migrants in both countries? What are the general legal frameworks and institutional regulatory mechanisms regarding to (forced-) migration in Europe and East Asia? 5. 예상결과및학문적기대효과 (Expected Outcome and Academic Contribution) By answering the above questions, this conference will help researchers from Korea, 8

9 Germany, and other countries to engage in fruitful discussion regarding the continuing crises in different parts of the globe and thus contribute to further the understanding of the complex dynamics of (forced-) migration and citizenship. The Institute of Korean Studies at Goethe University Frankfurt am Main specializes in research on transnational migration. The theme of the conference is embedded into the broader context of the AKS Seed Program for Korean Studies Identity and Transnational Mobility in and out of Korea at the Institute. The five project participants will present their works at this conference. This international conference will give synergistic impact on the current AKS Seed Program for Korean Studies ( ) on transnational migration at Goethe University. Furthermore, another grant will be sought to publish an edited volume with the revised proceedings of this conference. Once the conference is over, all paper presenters will be asked to revise his/her paper taking into consideration the comments and discussion made during the conference for publication.
