4 Executive Summary The FDMA Protection Unit organized a two days Capacity Building Training on Protection in collaboration with Protection Cluster FATA/KP and funded by Swiss Agency for Development and Cooperation (SDC). This training was designed and organized as part of capacity building process for Protection Cluster members and staff from FATA secretariat and FDMA for protection mainstreaming during emergencies in FATA and other initiatives. The training was held at PC Bhurbun on 18th-19th May with facilitation from Protection Cluster (IRC & UNHCR) cluster members, UN agencies including UNOCHA, IOM The topics included Cluster Approach, role of FDMA during emergencies, UNOCHA s coordination role and the cluster system, coordination mechanism, Protection Analysis, Child Protection in emergencies, Humanitarian Communication, Protection mainstreaming. The training was delivered through power point presentations, group work, interactive discussion and question answers sessions. Methodology: Keeping in view the diversity of the participants, the training was based on a mix of learning methodologies. The training was conducted through power point presentation. Each presentation was preceded and followed by questions, answers, interactive discussion, group work with needed pinch of humor and energizers. Power Point Presentations: All the presentations were through power point. Slides were mostly used to present the definition and theoretical part of the presentations. Brain Storming Brain storming technique was used by all the trainers at the start of each presentation to know the knowledge and field experience on the topic. Questions were floated and the participants came with diverse answers based on their practical experience and knowledge. Group Work At the end of each presentation, the participants were given opportunity to apply the theory to a given scenario and come with practical solution. This exercise gave the team members to discuss the topic in detail and see its application at the ground level. Each group was given opportunity to present their work followed by questions, answers and clarification.

5 Objectives of the training Capacity building of the participants on the basic principles of protection Incorporation of protection in the entire spectrum of Disaster. Enhancing the role of protection in all initiatives for the IDPs. Identification of gaps and Protection mainstreaming during all humanitarian response. Learning Outcomes Understanding of IASC minimum standards for protection mainstreaming in humanitarian work. Transformation of humanitarian response from theory to practical in line with protection and humanitarian principles. Protection mainstreaming in preparedness, mitigation, response and recovery with responsive, remedial and environment building measures. Child protection in emergency Humanitarian communication Theory and practice guiding principles on internal displacement as international minimum standard and protection tool Training Proceedings 18 th May (Day 1) Opening Remarks The training was formally opened by Fayyaz Ali Shah, DG FDMA. He thanked SDC, Protection Cluster, and FDMA Protection Unit for organizing the training. He welcomed all the participants of the training. He emphasized on the role of protection in emergencies and the difficulties and vulnerabilities faced by the IDPs. He emphasized the need for protection as displacement leads to increased vulnerabilities and negative coping mechanism/exploitation of women and children including begging, prostitution etc. Due to continuous emergencies in FATA and KP, the human capital of Govt. agencies and other stake holders in terms of emergency response and coordination has increased many folds. FDMA has facilitated the return of 447,000 IDPs families.

6 Humanitarian Coordination & Cluster System in Pakistan The session was conducted by Mr. Waheed Anwar, Humanitarian Affair Officer UNOCHA. The participants were asked about their understanding on disaster, Humanitarian Coordination and Cluster System. The participants shared their field experiences and this lead to a very interactive session. The presentation started with the slide of Disaster Management Cycle and was followed by the UN structure. The participants were asked about the need for humanitarian coordination. The IASC structure with full members and invitees was shared. The full members remain the same, while the invitees might change from time to time. The session started with the questions of Who is IDP/TDP. The participants expressed their views about the term in international as well as in local context. The Egg model for designing a protection response was show and thoroughly discussed. The Egg model calls for three action after a disaster as shown in the model below. The participants were divided in to four groups. Each group was given five minutes to present their presentation, followed by question, answers, discussion and feedback by the trainers. Child Protection in Emergencies The session was presented by Mr. Jawad Ullah form protection cluster. The trainers asked the participants What is the need for Child Protection in presence of Protection. The participants came with interesting answer and comments. The trainer presented the key intervention of CPIE program. Key CPiE programme interventions; Establish protective spaces (CFS, PLaCES, and Child Protection Centers) to provide protective services. Promoting active and meaningful participation of children, community based child protection committees and other stakeholders in promoting child rights, raising child protection issues. Establish referral mechanism for effective and efficient case management of the cases of vulnerable children, women and their families Monitoring and reporting of child rights violations through collaborative mechanisms with other relevant stakeholders particularly the Social Welfare Department, KP Child Protection and Welfare Commission and Child Protection sub-cluster and other Clusters; Promoting convergence and integration of services with other services providers in the camps & dissemination of messages/information relating to chid protection, MRE.

11 Capacity building of relevant stakeholders and other humanitarian actors in child protection and related areas. Family tracing and reunification Disseminate messages and information on child protection issues, child rights; Gender Based Violence, Mine Risk Education, Life Skill Based Education, keeping children safe; prevention and response to separation and community based psycho-social support. 19 th May (Day 2) Humanitarian Communication This part was presented by Provincial Coordinator HCOMM. Plans for Return Facilitation and Reconstruction The presentation was followed by Group Work. Protection Mainstreaming The session was delivered by Mr. Fahad Abbasi, IVAP Manager. Protection Mainstreaming was defined as Is not about changing what we do but about changing how we do it Addressing a certain problem or contributing to a certain outcome without creating a new program sector An organization will try to maximize the positive impacts of its current programs on the situation it wants to address For the IRC mainstreaming means trying to integrate key principles at all stages of the program cycle (design, implementation, monitoring and evaluation). He hoped that the learning will be practically utilized for the protection of IDPs/TDPs. DG presented all the participants with certificates for successful completion of the training. He also thanked SDC and Protection Cluster for their valuable support.
