1 Monthly Humanitarian Situation Report # 4: Kenya Date: 08 May 2013 Period: 31 March 07 May, 2013 For Internal Use Highlights Sustained and heavy rainfall has been experienced in many parts of the country throughout the month resulting in flooding, landslides and temporary population displacement. As of 9 th May 2013, 87,000 people have been temporarily displaced and 93 killed since the onset of the rain in March. This is slightly above the long term mean in terms of flooding displacement which is 73,000 people. The Government of Kenya (GoK) has pledged USD 19 million for flood response and recovery and the Kenya Red Cross and the humanitarian community are utilizing preparedness in place for elections to respond to the flood situation. At present the worst affected areas are the Tana Delta and flood-prone areas of Nyanza and Western Provinces. Humanitarian communities in close coordination with the government line ministries conducted two inter agency multi sector Kenya Initial Rapid Assessments (UNICEF participated in Tana Delta/Coast and Nyanza/Western region) to assess the humanitarian needs in the flood affected areas. Additional 3 assessments were conducted by GoK/NDOC using KIRA methodology. In addition to the first line response by the GoK and the KRCS, UNICEF mobilized government and partners at local level in releasing pre-positioned supplies including medical supplies, WASH items and n Food Item Family kits (see below for details). The level of rainfall is expected to ease as the month of May progresses. The flooding has also resulted in an interruption of education in some areas as populations are camping in schools and basic infrastructure has been damaged. UNICEF has supported the Education Ministry to develop an inventory of damage to 231 schools in 18 counties and is advocating that the Government to allocate funds for rehabilitation while providing support for temporary learning spaces in the worst affected areas. This trend is in tandem with an improvement in the food security situation as per Kenya Food Security Steering Group of February NTR Drought-Affected Areas Monitoring of flood situation on going based on the nutrition sector contingency and response plan. Nutrition Cluster/Sector SMART Nutrition survey completed in Mandera west district, Mandera north districts, Garissa and Tana River in the month of April findings awaited. Results for the survey conducted in march are as follows: o Isiolo county: Merti district; GAM % and SAM of 2.8%. previous surveys have been done in this area hence no comparison can be done.

3 o o Garbatulla district - GAM % and SAM of 1.9%: Rates for Garbatula are within normal seasonal ranges. Embu county: Mbeere district - GAM - 3.8% and SAM of 0%. previous surveys have been done in this area hence no comparison can be done. Drought Affected Areas To manage communicable diseases related to floods, UNICEF dispatched prepositioned health supplies in Nyanza, Tana River, Magarini, Lamu, Kimorigo in Taveta that included antibiotics, antimalarial, ORS and ringers lactate etc. UNICEF is in closely monitoring the situation on the ground with partners on the ground and government-ministry of Health.

The WASH supplies included water treatment chemicals, buckets, bar soaps, aqua tabs and chlorine powder for treatment of trucked water along with hygiene promotion activities and construction of gender sensitive sanitation facilities within the spontaneous IDP settlements. I. UNICEF coordinated with KRCS, MSF, ACF, MOPH&S,MOW&I to provide emergency WASH supplies to around 3,500 households (17,500 people) displaced in Tana River and Garissa. II. UNICEF in collaboration with the District Commissioner, DPHO, DWO and KRCS provided emergency WASH supplies 2,500 households (12,500 people) from eight villages in Kalakol division (Turkana County). III. Additional 4,425 households (31,600 people) affected in Dagamura, Magarini and Garashi of Kilifi county received WASH supplies through DPHO and Kenya Red cross. UNICEF currently in the process of dispatching additional WASH supplies. IV. 840 HH (4,200 people) in Migori,Nyakach and Nyatike counties received UNICEF emergency WASH supplies. V. 400HH (2,000 people) in Turkana South received UNICEF emergency WASH supplies distributed through the DPHN, Turkana. Funds have been disbursed to rthern Water Services Board for rehabilitation of Rhamu Water Supply system in Mandera County which was damaged due to conflict around the election period. The Rehabilitation of the scheme is expected to commence immediately. WASH cluster/sector (WESCOORD) WESCOORD held its monthly sector meeting on the 6th of May One of the key agendas was the devolution structures for the WASH sector. A sub-committee was formed that will look at how WESCOORD will fit into the new devolved structures for the two key WASH Ministries (MoWI and MoH). Membership of the committee includes: UNICEF, WVK, Oxfam, FAO, MoWI and MoH. WASH sector has been responding to the flood emergency in affected areas including: Kilifi, Kisumu, Busia, Moyale, Tana River and Turkana. The sector was involved in initial rapid assessment conducted in affected areas; and have relied on KRCS - as first responders - to provide initial support to affected

5 families. This initial response included: water provision; distribution of household water treatment products, WASH supplies and NFIs; and setting up of mobile sanitation facilities. WASH line ministries have also responded to the emergency, with support from UNICEF. Other partners that have responded include: GAA and WVK. WESCOORD is currently consolidating information on the response so far and WASH gaps identified in the flood-affected areas; and will consult partners working in the areas to support in addressing the same. Will be ed on in coming sitreps. Child Protection training for 160 teachers from five refugee schools was organized jointly by the Child protection and Education sections of UNICEF. The training presentation was developed by UNICEF and Save the Children, in cooperation with UNHCR and Terre des Hommes. Additional training is being held for 240 teachers on 3rd May, In Kakuma Refugee Camp, UNICEF continued to support UNHCR and Lutheran World Federation (LWF) in an on-going exercise to verify and document unaccompanied minors and separated children. A threeday training for coordinators and supervisors was held and a door-to-door assessment and verification exercise ran from April 8 13 th and is expected to capture the 9000 estimated caseload of Unaccompanied and Separated Children (including other children at risk of violence and exploitation at the Kakuma refugee camp.) Based upon the outcome and realizations of the workshop, UNICEF and LWF are working on a new, larger scale PCA that will cover case management. Drought Affected Areas NTR Child Protection sub-cluster/sector UNICEF facilitated convening of the Turkana Gender and Child Protection network meeting on 25th April Issues discussed included caring for survivors of abuse and other GBV services and the title for the soon to be operationalized Wellness Centre in the Lodwar District. One major point for discussion was that members agreed to prioritize the allocation of land for establishing a Child Protection Centre. GBV sub-cluster/sector A post-election evaluation of GBV preparedness in Mombasa was undertaken following challenges in identifying PEP supplies during the election period. The evaluation uncovered strong GBV preparedness (including sufficient PEP) centralised in Mombasa at the Coast General Hospital, and strong community

6 organisations who scaled up significantly in the areas of clinical service provision, legal support, election monitoring for GBV incidents, and awareness raising. However, one of the major lessons were weak coordination structures on GBV, poor resource distribution to district level hospitals, inadequate preparedness for psychosocial service provision, and government leadership in preparing for a GBV response was not present. Education children including pre-school age, girls and other excluded children, access quality education opportunities UNICEF & operational partners UNICEF Target (Jan to Dec since last Sector / Cluster Cluster Target (Jan to Dec results since 27,000* --** -- --*** last UNICEF Operational Partners: Ministry of Education, Ministry of Youth Affairs and Sports, district Education Offices, AVSI Foundation e: *The UNICEF target consists of 70% of the Cluster target. ** UNICEF currently plans to procure boarding supplies for 1,278 children, mobile school kits for 1,400 children, and ECDE kits for 19,000 children in the emergency-prone areas i.e. Turkana, Marsabit, Wajir, Mandera, and Garissa. The supplies will reach the children in June-July *** The Cluster Coordinator and IM focal point are currently working with the partners to set the target. UNICEF supported the training of teachers in Dadaab on Child Friendly Schools. In the week of th, 240 teachers were trained under UNHCR training while another similar number will be trained from 28 th April-5 th May through UNICEF funding. Drought Affected Areas In Tana River county, the impact of the 2012 violent conflict remains persistent across the county. Particularly in Tana Delta district where 7 schools (1 secondary and 6 primary schools) failed to reopen in the last school term due to fear by communities. The district education team anticipates these schools to reopen in May 2013, while they continue the school monitoring. UNICEF currently working closely with County Directors of Education and District Education Officers to mobilize their local resources and strengthen the education cluster groups (Garissa, Isiolo and Wajir) in order to minimize disruption of learning in emergencies. Education cluster/sector In response to the flooding Education rapid assessment was conducted through the County Directors of Education to assess the impact of floods on school infrastructure. County s received so far indicate that a total of 231 schools in 18 counties have been affected by floods. The estimated cost of damage to schools as a result of floods is USD 2.3 million. Structures destroyed include classrooms, roofs, latrines, desks, and teaching and learning materials. UNICEF is advocating with the Ministry of Education to advocate Government funds for flood response to address these damages Following the floods assessment, a strategy meeting was held with education cluster members with support from UNICEF. To ensure a coordinated response to schools, WASH, Shelter and Child Protection sectors were present at the strategy meeting. There is an ongoing capacity mapping exercise for education cluster partners to quantify the amount of resources available for floods response. Security Updates Nairobi: 31 March, an improvised explosive device that failed to explode together with an unarmed suicide vest was found on a Matatu plying CBD-Mathare route. Garissa: Two police officers were killed and two injured by unknown gunmen along Miraa road in front of Zamil Hardware (02 April). A bystander student was killed and 2 more injured when an unidentified person threw two hand grenades, one of which exploded, into a shop in Garissa Bula Iftin. On 18 April, several armed men launched an attack on a hotel along Jamia mosque road, opposite the police camp about 100 m north of mad hotel. Six people were killed on the spot and seven others were injured who were taken

7 to Garissa hospital. Three persons later on succumbed to their injuries. A high scale security operation in Garissa followed for the next few days. Mandera: On 16 April, a remote controlled improvised explosive device (RCIED) exploded within a police checkpoint area at the Custom offices. casualties were ed. Kisumu: On 30 April, two people were edly killed following clashes between a group of demonstrators and security forces amidst sporadic disturbances in the Kondele market area. Coast: On 27 April five men attacked Frere police post at Kisauni in Mombasa and seriously injured a police officer before escaping with his rifle and forty rounds of ammunition. Three suspects have been arrested. Turkana: On 16 April, Lokichar police ed that an unescorted NGO vehicle destined to Katilu was shot at by two armed bandits. casualties were ed. On 19 April at about 1130hrs, at Kaputir Junction, along Lodwar - Kitale highway, four armed bandits attacked four NGO staff that were travelling by an unescorted motor vehicle, stole unknown amount of cash and mobile phones. The assailants edly assaulted the staff members including a female who was sexually assaulted causing bodily injuries.
