3 Municipality of Leamington Overview Leamington, a beautiful community of 30,000 people, is located 45 minutes from the Windsor/Detroit international border, and within a one-day s drive of over 125 million people, almost half of North America s population. Point Pelee National Park is at the doorstep of Leamington and represents a fine example of unique flora and fauna not found elsewhere in Canada. Pelee Island is a short ferry ride away and makes for a wonderful escape on a summer afternoon. The ideal climate fosters a profitable and rapidly expanding greenhouse and agricultural industry and affords us the second longest growing season in all of Canada. The Town of Leamington and the Township of Mersea were amalgamated into the Municipality of Leamington on January 1, The community presents a unique profile: a thriving and modern urban environment surrounded by greenhouses and traditional agricultural crops as well as enterprises associated with the automotive and manufacturing economies of the region. The agriculture, forestry, fishing and hunting industry employed 3,400 people in Leamington according to the 2006 census, much greater than the nearby and much larger city of Windsor where only 700 are employed in that same industry division. The area's greenhouse acreage is larger than the entire U.S. greenhouse industry combined. The majority of crops grown are destined for markets in the United States. Principal crops include tomatoes, seedless cucumbers and peppers. Floriculture, including potted plants, bedding plants and roses is also an important part of Leamington's greenhouse economy. Leamington was recognized in April 2006 MoneySense magazine as The Number One place to Live in Canada, beating out a field of 108 other communities. Leamington was chosen number one based on categories including weather, income, population, growth, home prices, economic diversity, unemployment and the number of people who walk to work. Boundaries The Municipality is located along the north shore of Lake Erie sharing the 42 nd parallel with Northern California making Leamington the southern-most municipality in Canada. Leamington is bordered by Lake Erie to the south, the County line of Essex (which borders Chatham-Kent) to its east, County Road 8 to its north and County Road 31 to the west. Transportation Infrastructure Good access to Highway 401 is provided by Highway 77 and Highway 3. A new Highway 3 by-pass around the municipality allows for the rapid movement of goods on either side of Leamington. Highway 18 is both a scenic and important highway link to Leamington from western Essex County. Ferry service to and from Pelee Island and Sandusky, Ohio runs from April through November for tourist travel as well as the movement of agricultural commodities and business travel to the island. A private commercial airport also serves the municipality. 6-3
4 Development Leamington enjoys a mixed economy with tremendous potential for growth. Food processing and agriculture remain the mainstay of the local labour force; however, other industry, particularly in the automotive sector, has become increasingly important. Leamington is known as the Greenhouse Capital of North America and the Tomato Capital of Canada and enjoys the greatest number of sunshine hours (over 2,000 hours according to Agriculture Canada) of any municipality in Canada. With over 1,500 acres of greenhouses in the surrounding area, this industry has become technologically sophisticated as well as serving as a major source of employment and an important source of new investment. Immigrants to the area form the bedrock of the greenhouse industry with the next generation expanding into new technologies bringing the industry to a new level of success. The water distribution system and the sewage treatment capacity have been expanded to facilitate future growth in the Leamington area, keeping future costs under control. Land Availability Several municipally-owned serviced parcels of industrial land are available at very competitive rates. Other zoned parcels are available and could be developed as required. A full range of commercial and industrial real estate and build-to-suit specialists are available locally. There are also significant Lebanese and Italian populations. Leamington is somewhat unusual in the Windsor-Essex County Region in terms of the number of people who are able to converse in more than one language. More people are able to converse in German and Arabic than in French, which, in other communities is the second most common language after English. The large Mexican population in the municipality is indicated by the large number of Spanish-speaking residents. This is due largely to the population of thousands of guest workers who come to the area as part of the Canadian Government s Migrant Agriculture program. 6-6

9 Education Of those who have attended or are attending college or university, the most common field of study for Leamington residents was Applied Science Technologies and Trades, followed by Commerce, Management and Business Administration. Almost 30% of Leamington s population have some postsecondary education. 10 Employment The Leamington workforce has generally experienced a lower level of unemployment than elsewhere in the province with a 2006 unemployment rate of 5.6%. More Leamington residents are employed in Occupations Unique to Primary Industry than in any other category, followed by the Sales and Service Occupations group. Evidence of the somewhat more rural nature of the municipality can be seen in the fact that fewer people are employed in the Manufacturing sector than in the Agriculture, Forestry, Fishing and Hunting sector. 12 Travel to Work The primary mode of transportation to and from work is in a car, truck or van as a driver. Non-motorized transportation is more common in Leamington than in other municipalities more than 8% walk and more than 1% bicycle to work. The flow of workers to and from their places of employment is not nearly as influenced by employment opportunities in Windsor as is the case with other Essex County municipalities. The vast majority of Leamington residents work in Leamington. Similarly, the vast majority of Leamington workers reside in the municipality. The number of residents working in Kent County is obviously influenced by its proximity and it is worth noting that a large number of residents (over 12%) work at home, likely due to the large farming and greenhouse industry in the municipality. 13 Economic Indicators The following tables include various economic indicators that can be used to gauge trends in the community. The estimated average household income and per capita income are somewhat below the provincial and national averages, which may be attributed to the large agricultural industry and the relatively lower wages seen in that industry. Per capita retail sales by businesses in the Municipality of Leamington were similarly lower than the national average. Housing starts declined from 2006 to 2008, a trend seen all over the region and Ontario. The value of building permits in 2008 also dropped to approximately 1/3 of the 2005 value. 14 Business Costs The following tables show the municipal property tax rates for select land uses and the development charges applicable to new development in the Municipality of Leamington. The tax rates are multiplied by the assessed value of the property (determined by the Municipal Property Assessment Corporation) in order to determine the amount of property tax payable by the property owner. The development charge for a residential building is a fixed amount but the charges for industrial and commercial buildings depend on the size of the building. Employers The sizeable agriculture industry is shown in the number of businesses in that sector as well as the number of people employed. The large number of small and medium-sized businesses is also significant in the municipality s economy. Please note when referring to Tables 22 and 23, Statistics Canada determines the location of companies by their mailing addresses, which results in some companies being classified as located in a community other than the one in which they are actually located. 17 Quality of Life Leamington is fortunate to be well-served by three high schools (one public, one Catholic and one private Mennonite high school), numerous public and separate schools, churches of many denominations, a fully equipped hospital (the only one in the region outside of Windsor), family health care, a transit system, a balanced retail sector, and an excellent public library. Leamington has one of the finest municipal marinas (with 350 public berths) in Ontario and a modern recreational complex featuring both Olympic and NHL approved ice surfaces. A wide range of housing options is available and new housing is being constructed in several quiet residential sections of town. Seacliff Park, with its abundance of old growth trees, provides a tranquil setting for picnics or a beach getaway. The park is also home to Leamington's annual Tomato Festival, held the third weekend in August. The festival presents a variety of events to celebrate Leamington's glorious association with the tomato. Tourism and related business is fast becoming a leading generator of economic activity. The location of Point Pelee National Park, Colasanti s Tropical Gardens in nearby Kingsville, access to Pelee Island, the wine route, the migratory bird route, a world-class marina, wonderful climate, beautiful beaches and a new, multi-use sports complex have made Leamington a popular tourist destination. Many local retailers and service businesses rely heavily on the healthy tourist industry for their livelihood. Leamington is a popular destination for the day tripper, but also attracts a large number of tourists from Michigan and Ohio. Table 24: Quality of Life Total Pop.
