It is composed of representatives of all competent ministries, including outsourced agencies, the federal provinces and non-governmental organisations and accompanied by a National Coordinator on Combating Human Trafficking since 29.

The Third National Action Plan for is based on a set of guiding principles for all the competent government structures, but also for civil society, which are: principle of human rights; participation and responsibility of authorities to create conditions where all individuals will be able to realise their human rights; interdisciplinary and multi-sectoral approach; principle of non-discrimination; principle of inclusion of civil society; principle of sustainability and international and regional cooperation.

Additional information According to the referral mechanism for coordination and also taking care of unattended Bulgarian children and children victims of THB in foreign countries, over the 212 there were 66 criminal cases for trafficking in persons have been registered. Those cases were taking care from the State Agency for Child protection and 24 children were repatriated from EU countries. Once repatriated most of these children are hosted into crisis centers for children, victim of violence and THB. Bulgaria s National Action Plan against Human Trafficking is developed by the National Commission for Combating Trafficking in Human Beings (NCCTHB). It places a strong emphasis on local policies to combat human trafficking, advancement of the work of the established local commissions and expansion of the prevention activities among adolescents, their parents and teachers, ethnic minorities and at border check points.

Additional information In February 212, the Government of Croatia adopted a new National Plan for the period aimed at the suppression of Trafficking in Persons. In particular, the current Plan has among its goals to strengthen activities to identify victims of trafficking.

Additional information A National Action Plan is in place for the period 28 to 211. The Plan focuses on these four areas: a) coordination of activities and collection of data relating to trafficking in human beings; b) draft amendments to acts and related legal provisions; c) approach towards a solution to exploitation of prostitution; and d) to define a framework strategy to prevent trafficking in human beings.

24 ESTONIA Estonia introduced the specific offence of trafficking in persons in March 212. This legislation is covering all forms of exploitation indicated in the UN Trafficking Protocol. Before the introduction of the specific offence, different articles of the criminal code were used to prosecute cases of trafficking in persons, including the offences of enslaving, pimping, aiding prostitution, child stealing and others. The citizenship of those convicted under the criminal offences used to prosecute trafficking in persons during this period was either Estonian or from Eastern Europe. Additional information The Estonian authorities established a national developmental plan for reducing violence for the years ; combating trafficking in persons is one of the objectives of the plan. The Plan includes activities aimed at the prevention of trafficking by providing information on trafficking in human beings to the general public and risk groups (especially young people and girls). It also includes activities aimed at preventing and identifying exploitation of the labour force, supporting victims of trafficking in human beings, increasing the efficiency of investigation of cases of trafficking in human beings and establishing and developing networks of cooperation.

28 FRANCE The specific offence of trafficking in persons in France covers all forms of exploitation indicated in the UN Trafficking Protocol. The French authorities make use of the offences of trafficking in persons (Art /6), procurement (Art 225-5/1), exploitation of prostitution (Art /2), labour conditions against human dignity (Art /16), exploitation of begging (Art /7) and organs trafficking (Art ) to prosecuted cases of human trafficking. 39 Additional information A Second National Action Plan against human trafficking was adopted for the period The aims of this National Action Plan are the following: develop victim-oriented approach and improve the efficiency of actions; develop victim support; develop a prevention system; develop a coordinating mechanism; improve the efficiency of law enforcement and justice bodies; develop an information database; and develop a tuition and training system. The priorities identified by the national authorities in combating trafficking are: respecting the special needs of the endangered group of victims, especially minors or young adults; encouraging regional co-operation; and efficient, punctual, transparent and accountable use of financial resources.

52 MALTA The current legislation on trafficking in persons in Malta covers all forms of exploitation indicated in the UN Trafficking Protocol. Investigations and suspects The national authorities report one case of trafficking recorded in 211 and another one in 212. Three persons were prosecuted in 211 (two women and one men) and one woman was prosecuted in 212. One Maltese man was convicted in 212, while no convictions were recorded in 21 and 211. The third National Plan on Preventing and Combating on Trafficking in Human Beings entered into force in January 214. This plan focuses on five strategic areas (in a total of 53 measures); Prevention, Awareness-raising, Acknowledgement and Investigation; Education, Training and Qualification; Protection, Intervention and Capacity building; Criminal Investigation; Cooperation. In 213, Portugal changed the article of the Penal Code regarding trafficking in human beings to include the exploitation for criminal activities as purpose of crime. It was also included in article 16. º of the Penal Code, that the consent of a victim of trafficking in human beings is irrelevant. In June 213, the Network for the Support and Protection to Victims of Trafficking (RAPVT) was created. This structure brings together the governmental and nongovernmental organizations working on trafficking in human beings. The RAPVT guarantee better intervention, support and articulate a more organized and sustained on human trafficking and a better source of information for criminal investigation. At the moment of the production of this Report, Portugal has three shelters for victims of trafficking. Two are specific for women and the other is for men - all of them are funded by the state. In Portugal, the Immigration and Border Services and the Judiciary Police have national responsibilities on trafficking in persons. In concrete terms, and regarding a multidisciplinary approach, the Immigration and Border Services has an internal Anti- Trafficking Unit that was recently implemented.

Each strategic aim is divided into specific activities, with responsible entities for implementation, deadlines for implementation, allocated resources and performance

The prevention activities include activities on public awareness and education, reducing the vulnerability of population at risk and to discourage traffickers. The victims protection activities includes activities on identification and recovery of the victims, protection of witnesses and reintegration of the victims into the country of origin. The criminal proceeding includes activities about improving detection and investigation on trafficking cases, improving international cooperation with law enforcement agencies abroad, and ensuring adequate and non-discriminatory treatment of victims on the part of all participants of criminal cases.
