INTRODUCTION The Social Security Administration s State Data Exchange (SDX) provides Supplemental Security Income (SSI) information to the Division of Public Assistance (DPA). To accomplish this the Social Security Administration provides DPA with a tape of information and Systems Operations matches Social Security Numbers in EIS. EIS then displays a limited amount of this information on its SDX interface. This procedure will explain the following: How to access SDX information on EIS SDX Interface Fields and descriptions SDX codes and definitions

2 Page 2 II. HOW TO ACCESS SDX INFORMATION ON EIS SDX interface information is accessed through the INQUIRY MENU (INME). The Date of Birth of the person on the record. The gender of the person on the record. Date DPA received information from SSI The amount of SSI payment. ISSUED CAN The month for which the SSI payment was issued. Format is MMCCYY. The Social Security Number of the person from

The first position reflects the status of the SSI/State Supplemental payment. The second and third positions reflect the reason for the status. This field indicates the status of the SSI disability and blind cases. This field indicates the individuals current Medicare status. The status of the Alien s sponsor. The alien s eligibility code. IV. SDX FIELD CODES AND DEFINITIONS A. The ALIEN Field The Alien field reflects the status the eligible / ineligible alien. FIELD CODE DEFINITION ALIEN A Proven born in the United States. B C Alleged born in the United States. United States citizen born outside the country. This includes naturalized citizens of the United States. D Alleged United States citizen - pre-january 1, E No citizenship or alien status development undertaken; case denied for reason(s) other

The ALIEN ELIGIBILITY CODE Field The eligibility codes listed below identify those aliens who remain eligible for SSI based on the new requirements in the Welfare Reform Act of August All asylees (Alien status code L - see above) are eligible for seven (7) years from the date they were granted asylee status by the Immigration and Naturalization Service. FIELD CODE DEFINITION ALIEN ELIGIBILITY CODE 1 Alien admitted to the United States as a refugee under section 207 of the Immigration and Nationality Act (INA) - can receive SSI for 7 years beginning with the date of entry into the United States. 2 Alien whose deportation has been withheld under section 243(h) or 241(b)(3) of the INA - can receive SSI for 7 years beginning with the date the deportation was withheld. 3 Alien lawfully admitted for permanent residence who has been credited with 40 work credits. These credits can be earned from the alien s own work or from work done by a parent or spouse of the alien. For initial claims filed after 8/22/96, these aliens cannot receive SSI for the first 5 years they are in the United States. 4 Alien on active duty in the military or an honorably discharged veteran. 5 Spouse of active duty military or veteran. 6 Child of active duty military or veteran.

The ALIEN SPONSOR STATUS CODE Field The status codes listed below are in reference to the status of the alien s sponsor: Alien Sponsor Status Codes A, C-H, J, and L apply to aliens for whom the sponsor(s) signed the old affidavit of support. Regular deeming rules (spouse-to-spouse or parent-to-child) supersede sponsor-to-alien deeming if the sponsor is also a regular deemer on the alien s record. Alien Sponsor Status Codes M-S and V apply to aliens for whom the sponsor(s) signed the new affidavit of support. Sponsor-to-Alien deeming rules apply regardless of the sponsor s status as a regular deemer on the alien s record. Alien Sponsor Status Codes B, T, and U can apply to both groups of alien s listed above. FIELD CODE DEFINITION ALIEN SPONSOR STATUS CODE A B C D E F No sponsor or the 3 year deeming period has ended. Sponsor legally exempt from deeming (institution, church, etc.) Sponsor liable for support. Sponsor has no other status, so deeming from sponsor only. Sponsor liable for support. Sponsor also has status as regular deemer, so regular deeming (spouse-to-spouse or parent-tochild) applies. Sponsor liable for support. Social Security Record has a regular deemer plus the sponsor, so deeming occurs from both the regular deemer (parent/spouse) and the sponsor. Same as C, but with the addition that the sponsor has a spouse. G Same as D, except sponsors are specifically identified as parents of the alien, and both parents (sponsor and sponsor s spouse are

H J L M N P Q Same as E, except sponsor has a spouse, for example, deeming has been considered from at least three potential sources: The sponsor, The sponsor s spouse, and The regular deemer on the SOCIAL SECURITY RECORD (alien s ineligible spouse or parent) Multiple legal sponsors exist. One or more of the sponsors may have status as a regular deemer on the SOCIAL SECURITY RECORD, or one or more of the sponsors may also have a spouse whose income is deemable. Sponsor is liable for support, however, recipient s disability onset date is later than his/her date of entry into the United States, therefore exemption applies. No sponsor-toalien deeming. Sponsor liable for support. Sponsor does not have other status on the alien s SOCIAL SECURITY RECORD, so deeming occurs only from the sponsor. A new affidavit of support is in effect. Sponsor liable for support. Sponsor also has status as regular deemer on the alien s SOCIAL SECURITY RECORD; however, sponsor-to-alien deeming rules apply since a new affidavit of support is in effect. Same as M, with the addition that the sponsor has a spouse. Same as N, with the addition that the sponsor has a spouse, and the sponsors are specifically identified as parents of the alien, and both parents (sponsor and sponsor s spouse) are liable for deeming.

Therefore, deeming is considered from three potential sources: The sponsor, The sponsor s spouse, and The regular deemer on the SOCIAL SECURITY RECORD (alien s ineligible spouse or parent). Multiple legal sponsors exist. One or many may have other status as a regular deemer on the SOCIAL SECURITY RECORD, or one or more of the sponsors may have a spouse whose income is also deemable. A new affidavit of support is in effect. Sponsor no longer liable, e.g. sponsor is deceased. Unknown; systems-generated prior to the advent of sponsor-to-alien deeming. Cannot be input by the Social Security Field Office. New affidavit of support is in effect and deeming terminated because alien has acquired 40 work credits.

11 Page 11 D. The DIS PMT Field The Disability Payment (DIS PMT) field indicates the status of the SSI Disability or Blind case. Codes F or S only are used for disability allowance cases. Codes R, P, or T are used for initial disability denials. FIELD CODE DESCRIPTION DIS PMT F Final determination - allowance P R Presumptive finding. Referred to State agency. Code indicates pending determination or final determination - SSI denied. S State determination (conversion cases only) - SSI allowance. T X Presumptive finding - state conversion record. No disability claim determination made. Claim was denied on basis of non-disability issues).

12 Page 12 E. The MEDICARE CD Field The Medicare Entitlement Code (MEDICARE CD) field indicates the individual s current Medicare entitlement status. FIELD CODE DESCRIPTION MEDICARE CD A The individual is covered for Hospital Insurance, but not for Supplementary Medical Insurance. B C N The individual is covered for Supplementary Medical Insurance, but not for Hospital Insurance. The individual is covered for both Hospital Insurance and Supplementary Medical Insurance. The individual is not covered for either Hospital Insurance or Supplementary Medical Insurance.

13 Page 13 F. The STATUS Field This is a three digit alpha/numeric field three spaces in length. This field is made up of three elements. The first position reflects the status of the SSI payment. The second and third positions reflect the reason for the status. The code begins with one of the letters in Section IV (F) (i.). The two digits in the code indicate the reason for the status, refer to Section IV (F) (ii.). i.) The First Position Code CODE DESCRIPTION C E H M N S T Indicates the recipient is eligible for SSI payments and payments due. Indicates eligibility for Federal benefits based on the eligibility computation, but no payment is due to the client. Indicates a case in hold status, final determination is pending. Indicates a case is under manual control. Case is known as forced payment although payment may not be involved. No auto-authorization of payments. Indicates the claimant / recipient is not eligible for SSI payments or that a previously eligible recipient is not currently eligible. Administrative suspense. Indicates the recipient may still be eligible for SSI benefits, but payment is being withheld. Indicates SSI eligibility is terminated.
