1 Namibia Appeal No. MAANA August 2009 This report covers the period 01/01/2009 to 30/06/2009 Distribution of relief items in Caprivi region In brief Programme purpose: Namibia Red Cross Society (NRCS) s programmes are in line with IFRC Global Agenda goals and implemented through the four core areas namely health and care, disaster management, organisational development and the promotion of Principles and Values. Programme(s) summary: Namibia experienced floods in early part of 2009 that affected six northern regions of the country; which is had the biggest magnitude in over 50 years. On 17 March 2009, the President of the Republic of Namibia, His Excellency Hifikepunye Pohamba declared an emergency as floods had caused large-scale destruction to homes, schools, health facilities, field crops, businesses and economic infrastructure, particularly the road networks. The floods are estimated to have affected over 700,000 people in the six northern regions. With the support of the International Federation of Red Cross and Red Crescent Societies (IFRC) Zone office, an Emergency Appeal was subsequently launched. Due to the greatest need on sanitation improvement in the camps, the NRCS requested for the deployment of the Emergency Response Unit (ERU) MS20, facilitated by IFRC Zone office. Financial situation: The total budget for 2009 was CHF 1,925,527, of which 77 percent was covered. The majority of funds have been earmarked for disaster management, and health and organisational development. Donors under this plan thus far include the Spanish and Swedish Red Cross Societies, and EU, Europe Aid and Eli Lilly. The National Society also received funding support under bilateral partnerships with the Belgium-Flanders, German and Netherlands Red Cross Societies. 2 The related emergency appeal launched during the reporting period: MDRNA004: An Emergency Appeal seeking CHF 1,494,980 was launched, following the DREF allocation of 146,695, to support the NRCS in assisting 4,000 households (20,000 people) affected by the flooding in the four north-western regions of Namibia traversed by the Cuvelai basin, and the cholera outbreak in the flooded Kunene region. No. of people we help: In total 198,000 people benefited from health and care programmes, while 72,000 benefited from disaster management. Our partners: NRCS partnered with the Ministry of Health Global Fund (individual recipient of Round 2, and 5), Netherlands, Spanish, German, Swedish and Belgium Red Cross Societies. The NS also collaborates with various government ministries and non-governmental organisations (NGOs). Context Namibia experienced the worst floods following heavy rains and high inflow of water from Angola and Zambia in the northern parts of the country. The floods affected six regions namely: Omusati, Oshikoto, Ohangwena, Oshana, Kavango and Caprivi. The infrastructures were destroyed, livelihood depleted, animals killed and the main services cut-off from the public. The inaccessibility of some villages due to high levels of water affected the humanitarian actions. With the support of the IFRC Zone office in southern Africa, Partner National Society (PNS), government, United Nations (UN) agencies and other humanitarian agencies, NRCS successfully managed to implement a successful response operation. However, due to the magnitude of the disaster, many staff members were involved in the response activities, which hampered the implementation of the long-term programmes, most of which have been deferred to the next half of the year. So far, there has been a reduction in the flow of funding to the National Society attributed to global financial crisis, which has also affected the economy of the country. The support from the government has also been reduced. However, local fundraising actions are being revived, whilst the IFRC Zone Office is providing technical support in resource mobilisation and advocacy. Progress towards outcomes Disaster Management Outcome(s)/Expected result(s) The impact of disasters on people s lives reduced through timely distribution of life saving assistance through pre-positioned relief stocks. Vulnerability of communities in disaster-prone areas reduced from the impacts of disaster through timely information, capacity building and livelihood resilience to disaster risk. Capacity of communities in disaster preparedness and post-disaster response is strengthened. National Society capacity in disaster preparedness and health emergencies is strengthened. 2

3 Achievements Disaster Risk Reduction Vulnerability Capacity Assessment (VCA) was conducted in the communities living along the Zambezi River basin. Based on the findings, NRCS contributed to the development of the Zambezi River Basin Initiative (ZRBI) proposal that include six other countries (Angola, Botswana, Malawi, Mozambique, Zambia and Zimbabwe). NRCS will soon be launching the programme locally. Floods Response As mentioned above, Namibia was once again affected by severe floods in the northern regions of Caprivi, Kavango, Omusati, Oshana, Ohangwena and Oshikoto at the beginning of The number of affected people rose to 700,000, with 54,581 displaced and approximately 28,234 in relocation camps. In total, 92 floods related deaths were reported since the onset of the disaster. One of the critical needs of the people in the relocation camps was proper sanitation facilities. The capacity of the National Society was stretched and could not manage to improve sanitation in all the camps. As a result, a light Mass Sanitation Module (MSM20) of the Emergency Response Unit (ERU) was deployed to Caprivi and Kavango regions for two months (22 April 2009 to 19 June 2009). The ERU team, closely collaborated with the branch and managed construct latrines and bathing shelters within a short period of time. Together with the volunteers, the ERU team conducted hygiene promotion sessions within the camps. In addition, a RDRT member was deployed by the IFRC Zone Office to assist in the coordination of the relief operation in Caprivi region. The floods response also concentrated on capacity building for future response activities; the following was undertaken; 112 Volunteers (26 Caprivi, 23 Kavango, 20 Omusati, 11 Ohangwena, 23 Oshana and nine in Oshikoto region) were trained on health emergencies aspects fully funded by WHO and facilitated in collaboration with NRCS. The training was aimed at increasing the preparedness capacity of the volunteers in responding to disasters. A total of 206 volunteers from all the six affected regions were trained on community-based First Aid aimed at enhancing skills in First Aid during emergencies. 72 volunteers were trained on hygiene promotion with the support of ERU. The National Society has been involved in the distribution of relief items throughout the response period. Most of the relief items were dispatched from prepositioned stock in the IFRC Harare warehouse, mostly locally procured. To date a total of 54,581 displaced people inclusive of 28,234 people in relocation camps have been assisted in all six regions. The flood situation in the six regions has normalised with Caprivi and Kavango regions slowly stabilising. The people in the relocation camps are expected to return to their houses by end of August Food Security Food insecurity remains one of the challenges aggravated by various social, economic and environmental factors. NRCS with its funding partners, the Spanish and Swedish Red Cross and ECHO has been implementing food generating activities targeting disadvantaged groups within the communities of Ohangwena and Caprivi regions. In Ohangwena region, community sensitisation meetings were convened in to order to increase ownership of the programmes. Two new associations were established at Okapeleki and Omukukutu districts with 35 members in total. A further 105 community members from seven associations participated in the food-for-work scheme supported by Spanish Red Cross. The initiative was motivational to the beneficiaries. A district management committee (DMC) was established with 15 members and are responsible for the overall management of the seven associations. So far the new associations received 50 goats to keep and sell as an income generating project. The food security programme has a strong capacity building component; during the first half of the year, the following trainings were conducted: 40 volunteers trained on business and agricultural production; 14 volunteers trained as health peer educators; 10 volunteers trained on hygiene promotion and protection of water and sanitation facilities. In Caprivi Region, the IGA activities have improved; team work and unity among the groups have evidently become stronger. The number of goats dying has also reduced. The associations of Ikumwe, Kaliyangile, and Ioma have in total 47 goats. Two associations, Ioma and Ikumwe, received training on goat management and animal health. The Kanono association was supported with crop production inputs and 15 hectares of land was cultivated and planted. The association managed to harvest 50 bags of 70kg each (3500 kg). 48 bags of maize were sold and brought in the income of N$9, A total of 140kg maize was distributed to the OVC in Kanono area. The Agricultural Flood Recovery Programme supported by ECHO in Ohangwena region aims at providing support for increased food production. The main activity is the provision of agricultural inputs to 7,300 most vulnerable households in eight constituencies affected by the floods. Among other activities, the following were achieved; 2,288 goats distributed to 1,144 households (each household received two goats). Training on livestock management (volunteers) was conducted with the support of the Directorate of Agricultural Extension in the Ministry of Agriculture Water and Forestry. 4

5 Manuals and pamphlets on small stock management were developed and distributed among the beneficiaries. Post harvest survey was conducted to assess the impact of the Agricultural Inputs for Flood Recovery programme. Tracing, Repatriation and Family Visit With the support of the ICRC, NRCS successfully implemented tracing activities. An influx of refugees from Democratic Republic of Congo, Burundi and Zimbabwe has been reported at the rate of about 40 asylum seekers per month. The majority were reported to be young men and women as well as a few unaccompanied children. The latest UNHCR statistics on the number of refugees living in the camp indicates 6,718 with 1,368 living outside the camp. As part of incorporated activities, the NRCS in the Caprivi region represented the UNHCR to receive Namibian returnees from Botswana. In April 2009, the NRCS received 17 Namibian returnees from Dukwe refugee camp in Botswana. The National Society is exploring the possibility of developing its tracing network to enable it to render social tracing services to their respective communities. Information dissemination on tracing activities was carried out in Caprivi, Kavango, Ohangwena, Oshikoto and Kunene Regions. The sessions targeted staff and volunteers, who were very enthusiastic and motivated to learn tracing. The National Society also arranged two family visit programmes and a total of 369 people participated. Constraints or Challenges The non-uniformity in the floods statistical data in all the areas posed the biggest challenge during the operation. Conducting effective assessments also proved to be difficult as most roads were washed away. Unavailability of relief items made the response interventions very difficult at the beginning of the operation, as the stocked relief items were not enough to cover the immediate needs of affected communities. The non-availability of relief items in the warehouse as well lengthy process of acquiring the necessary relief items from suppliers also hampered the effective implementation of the response activities. Due to the magnitude of the floods, the progress on other projects was hampered, as most staff members were busy attending to the needs at the floods operation. There is generally poor coordination among different stakeholders as there are no clear roles and responsibilities for different actors involved in the emergency response. Health and Care Outcome(s)/Expected result(s) Clients under directly observed therapy strategy (DOTS) of tuberculosis (TB) supported. Increased awareness and reduced stigma associated with TB or HIV through advocacy, communication and social mobilisation. Access to safe water and sanitation services improved in the target area Vulnerable populations, children under five years of age, pregnant women and PLHIV are protected from Malaria. Achievements Community TB Programme The community-based health project focused on TB prevention and care was introduced in Caprivi region and will be covering six health facilities around the town of Katima Mulilo. Over the reporting period, 841 new clients reported under the community-based directly observed treatment therapy (DOTS) short course. In total, 68 TB patients defaulted out of which 50 were traced and put back on the treatment protocol. Another 1,761 tuberculosis patients received nutritional supplement. Additional ten field promoters were trained and deployed at the district hospitals in order to reduce the workload. 5

6 As a direct influence of the programme, there has been an increase in the number of treatment success rate, decrease in the defaulter rate as well as the increase in the TB awareness among the communities. Through the partnership between IFRC and Eli Lilly, funding was availed to support the training of HBC volunteers on TB prevention and treatment protocol, which would strengthen the community-based TB control activities. Water and Sanitation The baseline survey report for Ohangwena region was completed and circulated among the key stakeholders for their input. A total of 11 water point committees have been formed bringing the total to 80 so far. In total 63 caretakers were trained although no workshop was carried during the period under review. NRCS managed to rehabilitate 20 pumps for boreholes, thus cumulatively 47 pumps have been serviced. The volunteers helped the families to secure 12 hand dug wells from wild animals such as elephants. In addition, seven springs were also secured. PHAST implementation covered 52 villages in Ohangwena region; cumulatively there are now 121 villages covered. The hygiene promotion activities have so far reached 25,000 people in the region. In A total of 78 latrines were installed bringing the accumulated number to 151 for the region In Kunene and Omusati 57 VIP latrines were installed. The total VIPs constructed for the project is now 115 from the 250 planned. The PHAST coaches covered 61 villages and completed all the seven steps of PHAST. About 980 people attended and completed the seven steps. A total of four blocks (with four toilets each) for school latrines were completed The national WatSan coordinator attended an ERU training course in WatSan M15 and technical support organised by the German Red Cross. The overall goal for the training was to familiarize the participants with policies, standards and operating procedures of the ERU through combined theory, practice and group work. First Aid NRCS trained 182 people from different companies on commercial First Aid level one course. Internally, 206 volunteers in the six regions affected by the floods were trained on communitybased First Aid in order to attend to needs at the relocation camps. Constraints or Challenges Lack of food resources among HBC and TB patients is a major challenge; hence the need to have livelihood activities integrated into all HBC activities. Lack of incentives for the HBC care providers demoralised their participation. With most villages flooded, it was difficult for staff and volunteers access the affected people with relief assistance during the operation. The procurement of the bush pumps from Harare has been taking longer than anticipated and this hampers progress in WatSan activities. The long down time truck for the water and sanitation poses a challenge for the effective implementation of these activities. There is a need for the project to acquire a second hand truck to avoid the interruption of activities. Organisational Development Outcome(s)/Expected result(s) NRCS leadership, governance and management are effective and empowered through structured capacity building. NRCS meets the criteria of a well-functioning national society (WFNS) and has enhanced effectiveness of programming and services delivery. 6

7 Resource mobilisation NRCS signed a Memorandum of Understanding with the Namibia Airports Company in February 2009, which allows NRCS to place donation collection boxes at the three airports in the country. The hotel and airport collections jointly brought in the income of NAD 15,500. The National Society has also launched the raffle ticket competition with the aim of generating additional funds. Through its local fundraising campaign, NRCS raised in NAD 1, 8 million for the floods operation. Branch and Volunteer Management: In order to improve the volunteer management system, the installation of the database was done in Kavango, Kunene and Ohangwena as well as Caprivi and Otjozondjupa regions. Data capturing started in the second quarter of the year and is expected to improve the management of volunteers. NRCS embarked on strengthening its regional structures such that Kunene and Kavango regions have functioning youth structures in place. The National Society also conducted the Annual General Meetings in Kunene, Kavango and Caprivi regions, where the regional committees for these three regions were elected. Efforts were placed on the development of policies and guidelines, and the Volunteer Management Policy was adopted by the governing Board in April To increase its membership base, the recruitment of volunteers continued; more that one thousand members were recruited. Capacity building: Programme staff members were trained in advanced project cycle management and report writing at headquarters level. To enhance staff computer skills, refresher training was given on basic computer (IT). Constraints or Challenges Lack of funding support for the restructuring process in some branches has constrained progress in capacity development initiatives. Setting up structures in some regions has been difficult due to low membership. Lack of general information about the Red Cross makes the recruitment of members difficult, which calls for aggressive dissemination throughout the country. Principles and Values Outcome(s)/Expected result(s): NRCS members, staff, volunteers and community members understand the Fundamental Principles of the Red Cross Movement and the Humanitarian Values Achievements NRCS continued with the dissemination of Fundamental Principles and Humanitarian Values through a radio programme held on National Radio every Thursday. A number of topics such as: origin and history of Red Cross movement, Geneva Conventions, Use of Emblems, Fundamental Principles, Volunteerism, food security, 2009 flood, First Aid, origin of World Red Cross Day, Our World Your Move campaign and 2009 Global campaigns have been addressed so far though radio talk show The information department issued press releases and stories in the Namibian Newspapers on the work of the Red Cross during the floods response operations. Visibility of NRCS has improved due to a number of stories/interviews and press releases that were carried out during the reporting period. In addition, the Information officer undertook field trips with journalists to the flood affected areas of Kavango and Caprivi. The main objectives of the media tour were familiarization, information gathering and profiling the work of Red Cross volunteers. A number of stories and media statements were issued following the media trip. Journalists also held a number of interviews with Red Cross volunteers and staff members. 7

8 IEC materials including leaflets on food security and memberships were printed and distributed. The quarterly newsletter has also been produced, whilst the website was consistently updated depending on the availability of news. The World Red Cross day commemoration was held on 8 May, at UN Plaza in Windhoek, while regional branch level events happened concurrently in respective regions. The 150 th Anniversary of the Battle of Solferino Breakfast meeting was convened and brought together a number of partners in commemoration. Constraints or challenges NRCS maintains only one communication officer, whose general role is to serve all communication and dissemination needs at national level, thus workload is a drawback. Lack of funding support for the unit hampers effectiveness in implementation. Although progress has been made in raising the profile of NRCS, the communication capacity requires further strengthening. Working in partnership The IFRC and ICRC support to the National Society enabled achievement of set goals to a larger extent. The National Society also partnered with the Ministry of Health, WFP, Netherlands, Spanish, German, Swedish and Belgium Red Cross Societies and the Global Fund Namibia. NRCS also collaborated with Government Ministries and NGOs, particularly in disaster response. Through these partnerships, the National Society has strengthened its relationships for better coordination and improved service delivery at all levels. There is however a need to formalise these partnerships through the signing of Memoranda of Understanding. These partnerships also need to be strengthened and formalised in order to ensure effectiveness and sustainability of programmes. Contributing to longer-term impact NRCS endeavour to find synergies within national and international strategies, in order to enhance its service delivery system. Community empowerment programmes will continue to target more women than men following the increase of female-headed households, as a result of HIV related mortality. With capacity building in floods response aspects, the volunteers and staff are better prepared to respond to future disasters. Incorporation of messages targeting gender violence is being encouraged by all health educators. The collaboration among the WatSan partners resulted into greater impact among the targeted communities. Looking ahead The priorities in the next half of the year will be the integration of CBH&FA into the HIV and AIDS programme. In terms of organisational development, the priority is on membership recruitment and strengthening of regional committees. Strengthening disaster preparedness is also one of the top priorities and in addressing issues of limited relief stock, relief items will be pre-positioned in the high risk regions in order to facilitate quick response at the onset of a disaster. Standing agreement with the local suppliers is needed so as to shorten the procurement process. Plans are also underway to conduct the NDRT in order to further enhance disaster management capacity. e work 8
