It will not reshape the structure of our daily lives, or really add importantly to either our wealth or our power. Yet it is still one of the most important acts of this Congress and of this administration. For it does repair a very deep and painful flaw in the fabric of American justice. It corrects a cruel and enduring wrong in the conduct of the American Nation. This system violated the basic principle of American democracy--the principle that values and rewards each man on the basis of his merit as a man.

23 Cesar Chavez "... when the farm workers strike and their strike is successful, the employers go to Mexico and have unlimited, unrestricted use of illegal alien strikebreakers to break the strike. And, for over 30 years, the Immigration and Naturalization Service has looked the other way and assisted in the strikebreaking. I do not remember one single instance in 30 years where the Immigration service has removed strikebreakers.... 26 In enacting this legislation, we are giving a new chance in life to 214,000 fellow humans. This action demonstrates again America's traditional concern for the homeless, the persecuted and the less fortunate of other lands. It is a dramatic contrast to the tragic events taking place in East Germany and in other captive nations. This legislation also offers encouragement to the other friendly nations which are today affording asylum to refugees and escapees. It is my hope that, in our action, by our direct participation with them in this great humanitarian work, we are giving them cause to continue their efforts with renewed enthusiasm.
