2 Integrating Europe through Human Rights: Comparing Exercise of Basic Freedoms Moscow Summer School on Human Rights is held by National Research University Higher School of Economics (Russia) and University of Bologna (Italy) on the basis of the alluniversity department of Public Policy From 4th June to 8th June 2012 Moscow Leading specialists in human rights from Russia and Europe will teach the courses on human rights protection in the region with the emphasis on case-law of the European Court of Human Rights on freedom of expression, freedom of assembly and protection of family and children, problems in execution of judgments, OSCE instruments, expected reform of the European Court of Human Rights and the correlation between the EU and CE instruments of human rights protection. The participants will get knowledge about the activities of the Council of Europe and the European Court of Human Rights and deep understanding of common values, underlying the integration of European countries. The members of the School will participate in group discussions on the challenges of human rights protection in Europe and access to the European Court of Human Rights for individual petitioners. In addition, the program offers study visits to the most prominent Russian human rights organizations: the Moscow Helsinki Group, Memorial and Sakharov s Centre.

3 Why Study Human Rights IN RUSSIA? Human rights issues are a controversial topic everywhere, however, only in Russia, that expressed its commitment to human rights only three decades ago, you can find a particularly productive environment for understanding how theoretical international and domestic human rights principles and values are coming into practice, what problems arise on the road to the rule of law and democratic governance, and how government and human rights groups tackle with these problems on the institutional, political, legislative and public policy levels. Too often human rights are studied and taught within a purely normative legal approach, when real challenges are ignored or silenced. Our Summer School offers approach to human rights analysis in the context of Public Policy and Political Governance by paying special attention to the contesting interests, different stakeholders and their ability to have an impact on how human rights concerns are shaped by state and non-state actors. Choice of topics reflects different dimensions of human rights, allowing students to understand how margin of appreciation in different legal cultures within Europe works in

4 adjudicating human rights disputes. Professors from HSE, in addition to their outstanding academic records, have been the leaders or staff attorneys of the most prominent Russian NGOs for long period of time. This will enable Summer School students to gain from their experience in advocacy, socio-legal research, campaigning, litigation in the European Court of Human Rights and promotion of human rights domestically and internationally.
