2 GENERAL INFO SITUATION REPORT a) Tropical Storm Tembin or locally known as Vinta has made landfall in Cateel, Davao Oriental at around 2am this 22 December. It has since intensified into a Severe Tropical Storm. In its wake it has affected directly in its path eastern Mindanao, western Mindanao, Central Mindanao, and the Autonomous Region of Muslim Mindanao (ARMM); where the city of Marawi is located. Tropical Storm Tembin brought in maximum sustained winds of 90 kph near its center and gustiness of 155 kph. STP Tembin brought serious damage in agriculture, infrastructure, and other basic social serivces, to the regions in Mindanao hosting the hundresed of thousands of internally displaced people (IDPs) from the conflict of Marawi city, causing trumendous pressure and additional hardship to the host communities, as well as to the IDPs of Marawi who are still far from recovering from the conflict. b) A total of 59,580 families or 268,792 persons are affected in 518 barangays in Regions MMAROPA, VII, IX, X, XI, XII, ARMM and CARAGA. 1 c) A total of 13,491 families or 57,768 persons are currently staying inside 202 evacuation centers in Regions MMAROPA, VII, IX, X, XI, and CARAGA d) In terms of casualties, final figures have yet to be released, but initial coordination from partners and validation from various local sources have put the estimates at at least 200 people dead, and over 160 missing 2. Much of the casualties resulted from flash flooding and landslides. These numbers are expected to rise as more LGUs are slowy getting back their access in roads, network coverage, and electricity. In the municipality of Piagapo, where Action Against Hunger is currently operating, 14 people were recorded to have died, and around 100 people still missing. e) At present, 17 houses were totally damaged and 14 were partially damaged by the onslaught of STS Tembin in Region X. This figure is expected to rise as more regions/lgus start completing their reports to the respective government line agencies. f) Status of Lifeline Infrastructures: i) Disrupted water supply for Cagayan De Oro City. ii) A total of 11 road sections and 3 bridges were destroyed/not passable in CARAGA and Region X. Figures expected to increase as more local government units start having access to electricity/cities, and complete their respective reports. iii) A total of 29 municipalities/cities experienced power interruption due to STS Tembin. This includes current Action Against Hunger sites such as Marawi City, and Piagapo. iv) The extent of damages and inaccessibility of these sites from the Typhoon, resulted to even more difficulty in getting real time and valid updates, as well as, assessment teams reaching these areas. 1 From DSWD Dromic Vinta Situational Report #
3 AAH ILIGAN BASE - RAPID ASSESSMENT FINDINGS With Marawi City, on the direct line of the typhoon, Action Against Hunger s Iligan base is quick to mobilize its rapid assessment team. The base worked remotely in strong coordination with local government partners at the day the typhoon hit Marawi, and on the 23 rd, the team quickly mobilized its rapid assessment team looking into the different sectors needs of several municipalities where we are currently operating for the Marawi Crisis response. Below are the Municipalities visited, including the assessment findings; focus on data gathering was in their evacuation sites, where IDPs are currently being hosted. Municipality Barangay / Evacaution Sites Visited Pantao Brgy. Ragat Poblacion Brgy. Bubong Evacuation Center Brgy. Natangcapan Evacuation Center Status of Marawi City IDPs: Assessment Findings Brgy Bubong EC: Remaining 24 HHs, 111 individuals. Brgy Natangcapan EC: 49 HHs, 204 individuals. EC experienced Flashfloods that have resulted to their ítems being totally wet/destroyed or lost. This includes: o Water kits o Hygiene ítems o Clothing o Bedding o And Partition for cultural context, privacy and división is very important in the Maranao/Islamic culture, and the minimal partition tents/malongs provide are not suffice to begin with, after the flashfloods, now the IDPs do not have anything left to set up small spaces for changing clothes and/or 4 HHs moved from tents to Homebased because tents were completely destroyed. 1 HH in Day Care Center tent totally destroyed by landslide. 3
4 Impact to the local host communities: Damaged Crops o Corn productive stage o Coconut o Rice o Vegetables Total agri area Has completely destroyed. Locals are already stretched in terms of their own resources, and are heavily in debt from Microfinance Institutions and other financial institutions, with the destruction of their crops they will be put into further stress, as they are barely able to support themselves, then it will be imposible for them to support the IDPs for longer. 4 bridges destroyed some inner barangays are still not passable, and no clear information is being transmitted to the municipality. Information and Preparedness: No contingency plan for IDPs are set up, and many are saying they were not properly informed of the severity of the typhoon beforehand. If given better information, IDPs would have saved most of their NFIs and wáter kits, which now are lost/destroyed. Camp Managers remained and continuous in Monitoring but they weren t informed properly on the typhoon Immediate Government Response: IDPs received food aid which includes ítems below, but this is only true for one (Natangkupan) evacuation center in Pantao Ragat. o 3 kilos rice o 3 canned goods o 3 packs (small 3 in 1) coffee When asked what are the top 3 needs of the IDPs, respondents from Pantao Ragat stated the following: i) FOOD AID ii) HYGIENE ITEMS iii) NFI (Blankets/Mats/Cooking) The latrines constructed by ACTION AGAINST HUNGER under the Project D3BW, are still standing and operational. Baloi Adapon Ali EC Pacalundo EC Nangka EC Balungon EC Status of Marawi City IDPs: From the different ECs, there is still around 200 families staying in the municipality, or over one thousand individuals. Similar with the findings from Pantao Ragat, IDPs were not fully prepared to the magnitude of the floodings they ve experienced. They have lost all of their important non food ítems which includes: o Bedding o Clothing o Water Kits o Hygiene Items 4
5 Many of the IDPs lost their shelter (tents) and their partition kits as well. The assessment team was able to record 100 HHs in need of immediate temporary shelter; and 80 HHs in need of other NFI which includes partition ítems such as malongs or tarpaulins. Impact to the local host communities: Agriculture is the Issue, agricultural lands completely destroyed. o Corn for the host o Fruiting/Milking stage Similar concern with Pantao Ragat on the sustaining capacity of the local population. Saguiaran East Poblaction People s Plaza EC East Poblacion Covered Court EC Maitu Bask EC Status of Marawi City IDPs: Over 500 HHs still remaining in the ECs assessed, or around 3000 individuals. Major critical needs are: o Bedding/NFI and/or shelter partitions: Foam/Warmer much requested. And clothing. o Food (warm soup). o Hygiene Items which includes: Napkins. Diapers. From Poblacion People s Plaza EC, 100 IDPs (old, sickly, and children) were evacuated from the EC to the municipal hall. Increased recorded incidents of petty crimes. Especially stealing of basic ítems inside the ECs; due to the fact that they were heavily affected and most ítems were destroyed and/or flooded away. In terms of health services Access - Hospital is too far, there is an RHU but doctor hasn t been reporting for months. In terms of information they were alerted accordingly, but they were only able to save their food. In terms of WASH facilities all of what was constructed by Action Against Hunger are still operational/function, even the temporary ones. There were concerns on wáter, since PRC/ICRC wáter trucking was halted for a few days, they don t have any wáter source in the ECs. There are no new reported cases yet of diarrea; prevalent diseases are colds, caugh, and flu. Safe spaces for children and women (pregnant and lactating) have been destroyed. Malnutrition has always been an issue in these ECs, but is expected to rise; as well as diarhea. Common concern of IDPs is the state of their tents/shelter, which are wet and cold and not conducive for sleeping. Food ítems available in the market, but in higher prices. Impact to the Local Host Communities: Lost of livelihoods (agricultural production). o Corn and Rice both in milking phase, completely destroyed. Same concern/status of other host municipalities carrying capacity. 5
6 Pigagapo Linindin Rantian Around 50 houses along linindin river, completely destroyed; washed out approximately 100 individuals. 20 confirmed dead locally, and around 80 still missing. RHU Operational but many barnagays in the municipality are still not accesible particularly Linindin. Agricultural Crops in the municipality completely destroyed. With houses of locals completely destroyed, especially along the river, shelter needs are of paramount importance for the municipality. There is no clear and concrete wáter source for Piagapo, temporary solution is distribution of hygiene kits. URGENT HUMANITARIAN NEEDS With the compounding disasters (human induced and natural); both the IDPs and their host communities are now put in a very precarious track in terms of rebuilding their lives. The extent of damages for these host communities resulted to IDPs being put in more vulnerable situations; furthermore the very real impact of the typhoon puts the host families into further debt and poverty. As it is, both the conflict IDPs and the host families in these municipalities are urgent need of humanitarian assistance. NFI AND SHELTER a) In Piagapo, through the LGU coordination being completed by AAH staff we were able to get direct reports on at least 100 houses completed destryoed (washed away by the river); though it is still unverified by the NDRRMC. Shelter needs for Piagapo in particular requires temporary tents and/or other shelter needs to over 100 families. 6
7 b) Other shelter and non-food items such as flooring, partition, bedding, warmers, are of great need currently. With most items either destroyed and/or washed out, both IDPs and host families needs resupplying of these core basic items to ease their daily lives. As stated above, partition and privacy are very vital for the Maranaos, re-supplying these families are very urgent. It is essential to understand that most of the remaining IDPs, are IDPs that came from the downtown area, where most of the fighting happened and bombs dropped. Meaning these families cannot return yet for at least a year or so to their neighborhoods and would need to stay in these host communities and/or be placed in a more semi-permanent rellocation site. In any case, supplying them with NFIs for the time being will greatly improve their quality of living in their very bleak living conditions. c) The need for NFI items is not solely for the IDPs, with locals having lost their houses, they would also be staying with host families and/or ECs, hence the need for these NFIs. Especially now that it is December, temperature is dropping in the whole country. HEALTH AND NUTRITION a) In some sites, health services are limitied, though RHU remained open. Common diseases in ECs are colds, caugh, and flu. b) Malnutrition has been recoreded before (through government or through the AAH AECID funded project) but treatment remains difficult or insufficient. WASH a) Water source is very unsustainable in some of the ECs (water trucking), hence the need to establish a more local water source for them. Especially if these IDPs are to stay for longer. The need for clean drinking water is very alarming, and urgent. Diarrhea cases are expected to rise since as of the moment some areas are forced to get water in unsecured sources. With water kits either destroyed or washed out, household level water treatment (i.e. aquatabs) are not being done, nor even the simple boiling of water (since cooking tools are also washed out). There is a need to simultaneously provide more localized water sources (level 1 or 2) and at the same time re supply the IDPs and now also the host families with hygiene/water kits. b) Hygiene items such as diapers, napkins, soap, and shampoo are also noted to be of great need by the IDPs. c) In terms of sanitation facilities, aside from the new areas penetrated by Action Against Hunger (i.e. Piagapo) most of the ECs have existing sanitation facilities. In fact, it was noted that most of the constructed household, communal, and even the temporary sanitation facilities of Action Against Hunger are still standing and operational. FOOD SECURITY AND ACCESS TO MARKETS a) Although IDP families were able to save their food from being flooded, they have stocks which would last only for a week, or two in some ECs. Food aid packs needs to be re-supplied ASAP. b) It was requested several times over in various ECs for them to have access to warm filling soup. 7
8 LIVELIHOODS SITUATION REPORT a) As explained above, with agricultural lands in most of these communities destroyed, there is a glaring need to rebuild the livelihoods of the local host families. They are now at risk in being dragged down further poverty and/or even hunger. Also, many IDPs work for these local farms as labourers, with farms closed and needs total rehabilitation, they ve also lost their source of livelihoods. ACTION AGAINST HUNGER S RESPONSE a) Currently, Action Against Hunger is continuously partaking in the leadership of assessment and unpacking the various needs and gaps that would come out from the compounding humanitarian events. b) Action Against Hunger is now also looking into the varying and similar humanitarian needs of both the crisis IDPs and local host communities, as what the organization has done in the past (AAH first to provide support to home based IDPs). c) Action Against Hunger have on going and prepositioned activities in most of these affected areas, making it easy for the organization to continuously provide support from hardware to software. 8
