1 Sexual Offence Strategy Calgary Police Service
2 Background 3 February 2017, the Globe and Mail reported that the national average for unfounded sexual assault complaints was 19%. Across the country, 113 communities reported an unfounded rate over 33%. The average rate for Alberta was 18%. The rate reported for Calgary was 10%. Most academic research showed that unfounded complaints should be between 2% and 8 %.
3 Unfounded Definition According to Statistics Canada s Uniform Crime Reporting (UCR) Survey: An incident is unfounded if it has been determined through police investigation that the offence reported did not occur, nor was it attempted and therefore no violations of the Criminal Code or other federal statute took place at that time or location. (Statistics Canada, February 14, 2017)
4 Unfounded Statistics Total Sexual Assault & Other Sexual Offences Unfounded Sexual Assault & Other Sexual Offences (Founded & Unfounded) Rate of Unfounded Sexual Assault & Other Sexual Offences ,305 9% 7% 9% 7% 5% 7% Note: Sexual Assault cases represents 86% of all sexual offences reported to the police. Other sexual offences include Sexual Interference, Invitation to Sexual Touching, Luring Child, Incest, Expired Sexual Crimes, and more.
5 Sexual Offence Coordinator CPS has introduced a Sexual Offence Coordinator within the Sex Crimes Unit for a one year pilot. The coordinator: Reviews every sexual offence case, including sexual assaults. Works with Calgary 911 and Sentry to ensure that all sexual offences are coded correctly and assigned accordingly. Provides coaching to street personnel. Reviewed over 500 files, provided guidance on over 130 files. Will work with crime analysts to identify trends, and Will assist in identifying best practices in training for patrol members, recruits and specialized units.
6 Sexual Assault Training CPS internal training includes: Four-hour lesson in the Recruit Training Program including unfounded. Four advanced e-learning courses, namely the National Sex Offence Registry, Best Practices for Sexual Assault Investigations, Children Involved in Sex Trade, and Alberta Internet Child Exploitation Unit. Alberta Justice Sexual Violence Investigations and Prosecution Course, a five-day course presented by the Alberta Justice in conjunction with Calgary Police Service. Alberta Government s Sexual Violence Police Advisory Committee (SVPAC) recommended standardized training for investigators.
7 Trauma Informed Training Dr. Sarah MacDonald at the Child Advocacy Centre is an expert in trauma informed training Has provided training to Child Abuse and Sex Crimes Units, with additional training in 2018 Will assist the CPS in developing training for all investigators, street personnel and recruits
8 "Calgary Model" for Case Review Federal government initiative to develop Philadelphia model case reviews coordinated by the Ottawa Rape Crisis Centre. Calgary is the only agency outside of Ontario involved in the initiative. Sunny Mariner to attend Calgary in March to finalize training. CPS case review committee includes Calgary Sexual Assault Response Team (CSART), Calgary Communities Against Sexual Abuse (CCASA), Child Advocacy Centre, Alberta Status of Women, Mount Royal University and the University of Calgary. The committee provides advice to CPS in order to identify training opportunities, improve investigative methods, processes, and procedures. Globe and Mail recognized Calgary Police Service
9 CPS Sexual Offence Strategy Sex Crimes Staff Sergeant continues to meet with sexual assault victims to help improve investigative processes. Child Advocacy Centre continues to develop the translation program for victims of child abuse. Partnership with Child Advocacy Centre to provide presentations on internet safety to parents of junior high students. Continued review of cold case files prior to 2000
