(Starting salary includes allowance and bonus) The U.S. Consulate in Guangzhou is seeking an eligible and qualified applicant for the position of Commercial Specialist within the Foreign Commercial Service. Note: Only candidates selected for an interview will be contacted. 2 The Commercial Specialist Serves as a deputy to the PCO (Principal Commercial Officer) and supervises assigned personnel. As senior analyst and advisor to the Principal Commercial Officer, assists in the planning, organizing and administering of a wide range of programs to facilitate the marketing of U.S. products and services in the entire Southern China Consular District. Assists the PCO in managing all USDOC programs, services and activities ranging from US trade shows and trade missions to technical seminars for assigned industry sectors. Participates in the formulation of the China wide country plan for trade promotion, market development and commercial reporting. Gives advice on suitable areas of market research, participates in the actual research by conducting complex studies and oversees the performance of market research by subordinate personnel. Develops and maintains working relationships with China s private sector and government officials from working to senior level government and management officials. Draws upon those contacts to develop reports on business conditions, and a wide range of circumstances affecting US exports, to resolve issues such as trade disputes, and promote the maximum possible cooperation in US trade development undertakings. Personally conducts special market research studies of unusual nature, scope and complexity. Develops data and prepares analytical reports on specific areas of China s commercial and industrial sectors, policies, marketing concepts and wide range of other conditions which affect US trade and investment. QUALIFICATIONS REQUIRED All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. Applicants who fail to do so, or who do not meet the position s required qualifications, will not be considered for this position. Education: Bachelor s degree in one of the following areas: Law, Information Management, Human Resources HR, Chinese, Foreign Languages, Public Relations, Education, Economics, Marketing, Engineering, Statistics, Science, Math, Business Administration, International Trade/Relations, Medical, English, or Journalism is required. Experience: Minimum of seven (7) years of progressively responsible experience in high technology, marketing, business management, trade promotion, commercial banking or other business experience is required. Language: Level IV (Fluent) speaking/reading/writing in English. (This will be tested.) Level IV (Fluent) speaking/reading/writing in Chinese. Knowledge: Must have a recognized expert level of knowledge of China s economy, business customs and practices, marketing channels and China s laws, regulations and policies relating to trade and investment; must have an expert level knowledge of the U.S. and Foreign Commercial Service

3 trade promotion goals, programs, policies and procedures, including marketing strategies and reporting requirements; must have a thorough knowledge of U.S. business practices, problems, requirements and activities. Abilities and skills: Must have expert ability to develop and maintain an extensive range of contacts from working level to senior level decision-makers in the Chinese government and the private sector; to interrelate developments in the commercial field to broader political sociological, cultural and economic forces at work in China; to organize and monitor complex research projects on the assigned industries, and to prepare accurate and factual analytical reports on assigned industries. Must have ability to render advice with detachment of objectivity, employing sound and expert professional judgment. When appropriate the ability to train and supervise subordinate employees and other staff is required.
