4 1. Iraq Area km 2 Geographical location Iraq is located in the middle east in the west side of Asia. Bounded on the west by Syria and Jordan, on the northern part by Turkey, on the east by Iran and on the south by Kuwait, Saudi Arabia and the Arab Gulf. 5 Terrain Surface Iraq consists of the plain in which Tigris and Euphrates flow, the marshes in the south east and the mountains in the north (Kurdistan) and the northeastern part the borders with Iran and Turkey Climate The climate varies from one area to another. The climate on the western and south western is desert continental extremely hot in summer, cold and not that much rain in winter. The middle and southern areas have a hot dry summer and mild winter. The foundation of Caritas Iraq was a decision of the Council of Catholic Bishops to address the crisis resulting from the embargo. Caritas Iraq was founded to be the social arm of the Church to present emergency aids to the poor and needy families. Caritas Iraq continued in this till 2000, adding a new route through emphasizing on the programmes of development and peace. Caritas was able to continue its humanitarian work (emergency and development) in Proposal of Supporting the Displaced and Migrant Families

6 spite of all the difficult times that Iraq witnessed especially during the sectarian conflict that broke out after Caritas Iraq has now ten social centres scattered all over Iraq receiving more than (3000) beneficiaries per month, a family rehabilitation centre which is the only one of its kind in Iraq presenting its services to persons with special needs in a scientific studied method, a youth centre including halls for the development courses, a hall for meetings and a meeting place to hold entertaining activities receiving more than 100 volunteers per month. Caritas Iraq also has two clinics presentingfree medical services for the patients and the beneficiaries including: Dental clinic Ultra sound examination Lab test Diabetes General physician clinic Dermatologist clinic These clinics receive more than (300) persons per month. Caritas Iraq is looking forward to develop its relations with some Embassies including the Slovakian and the German embassies. It is also looking forward to promote its cooperation with the State institutions especially the Ministries of Health, Human Rights and Social Work. Caritas Iraq has good relations with some civil societies working in the same field. Great successes were achieved by Caritas Iraq during the past period and was able to gain the confidence of the State and the Iraqi community, seeking to promote that through developing its projects to reach the most vulnerable addressing the basic needs of the country nowadays. Caritas Iraq put its projects according to the results and studies based on the previous works, statistics, reports and official data. We are working on targeting the most vulnerable and needy regardless of religion, nationality or sect. Human Rights, citizenship and promoting democracy, respecting laws and the civil state are all focused on by Caritas Iraq in its current work. Caritas is targeting many stages in its process including the overall training received in (2008), preparing the Strategic Plan in (2014) in cooperation with the partners and donors which will be effective in the next three years. Caritas Iraq depends on partnership ad communication especially with the partners to reach its objectives. Update on Caritas Iraq 1.recently ; after the last crisis in the north, caritas Iraq established three coordination centers in Erbil, Duhoic,zako to be able to respond to the increasing number of needy Proposal of Supporting the Displaced and Migrant Families

7 2. caritas Iraq accepted (30) qualified staff who are working currently in emergency project. 3.caritas Iraq became a member on different clusters in the north of Iraq under supervision of big agencies like ocha. 4.caritas Iraq strengthened its relationship with unecef, ocha 5.caritas Iraq succeeded in spreading its activities to neglected rural areas in all over iraq. 6.caritas Iraq is responding to various crisis in all over Iraq like Anbar &Fallujah 7. the rapid response of caritas Iraq to the current crisis helped it to improve and develop it work in deferent aspects important achievements Dear our partners You have to learn that through your contribution and intervention you shared with the following successful achievements Encouragement ( 591) families staying in inside Iraq Assisting (60) families returning to their basic home Promoting (420 ) young people and (72) getting job Contributing in succeeding (164) children in their schools Treating (544) persons from their various diseases Encouraging (31) families staying in their houses 3. Project Background The displaced people are the most vulnerable persons exposed to risks. In contrast to the refugees, the displaced families didn t cross the borders to find a new settlement but instead stayed at their homeland. The category of the internally displaced persons are the most vulnerable categories in Iraq representing one of the most persisting humanitarian cases that all should be addressing. 8 Iraq faced since the eighties many crisis including three consecutive devastating wars and an embargo which lasted for a decade, many internal crisis which negatively impacted the local community economically, psychologically and socially. The fall of Baghdad in 2003 and what followed of losing security, sectarian conflicts, criminal gangs, extortion, ethnic and sectarian discrimination, collapsed economy, lack of basic services forced many families especially the minorities to leave their original areas towards safer ones in their country especially Kurdistan. The era after 2003, wasn t a post war period but an extension to war. This period was and is still fatal especially to the minorities and small groups. The absence of law forced people to live in houses without ceilings over their heads threatened with no protection against gangs. These families were forced to leave their houses, work, studies and daily life towards areas different from their original places seeking safety and settlement The Current Situation Iraq could face a very serious humanitarian crisis after the displacement of nearly one million and eight hundred thousand Iraqis since last January, as a result of the fights the between government forces and armed militias especially (ISIS). These fights are taking place now in the provinces of Salah Uddin, Al-Anbar, Diyala and Kirkuk, as well as the impact of these fights on more than (15 ) million Iraqis all over Iraq due to the security, economic and social crisis resulting from this fighting. This was negatively reflected on the two crises of poverty and unemployment as a result of the obvious decline of the private sector in the economic activity, the halting of many medium and small industrial projects and the halting of a large number of major industries owned by the State which transformed into a burden on the state budget due to being non-productive. The rate of unemployment increased from 19% to 23% over the last period and in particularly among the displaced. What made things worse in Iraq is the occupation of the city of Al-Ramadi by the ISIS and the fierce battles in more than one area of the country in the west and north of Iraq. More than 50,000 displaced personswere forced recently to escape from the city of Al-Ramadi and the surrounding areas when the ISIS stormed the city and the following armed conflicts. Currently, the displaced are suffering from the lack of basic services and the high rate of diseases among children. Also, the psychological and moral status of the families have reached their lowest levels as a result of the forced displacement, especially after the strict measures taken by the government to allow the displaced people to enter the capital, Baghdad. Human Rights Commission has revealed the suffering of more than displaced children from the acute shortage of shelter, food, potable water and milk for the infants. 9 As a result of such human suffering, more than displaced children are threatened with malnutrition and various diseases due to the lack of services and assistance provided. The Commission for Social Affairs in Iraq, revealed that the rising poverty rate to 25% by about seven million people living below poverty line due to the recent events and those followed the forced displacement and the occupation of the ISIS of some provinces. It is noted that a large number of Iraqis are suffering from unemployment and the lack of employment opportunities due to the wrong economic policies in recent previous years, as well as the deterioration of the security and economic conditions in some northern and western regions. With the lapse of more thanten years on the change in 2003, still instability, continuous violence, political and sectarian conflicts, lack of job opportunities and services and fear from the sudden deteriorating security and loss of trust made the return of the displaced people to their original places impossible currently. The UNICEF indicated that a large number of displaced people were displaced due to the escalating sectarian violence. According to the last statistics issued by the Government, the number of internally displaced people till January 2013 is more than one million person. Most of the internally displaced persons are in Baghdad but there are many more in the northern region especially in Kurdistan. Accordingly, the programme headed towards Kurdistan to target the displaced families there. The last incidents in Al-Anbar and Fallujah, caused the displacement of more than persons which cofounded the general conditions in the country and postponed the return of the displaced to their original areas or even just thinking about it. The continuous Syrian civil war and its consequences on the neighbouring countries including Iraq, confounded the general situation in Iraq especially in the northern region where a large number of Syrian refugees gather. Accordingly, Caritas Iraq continues its support to the displaced families due to their continuous sufferings and the increasing difficulties especially the provision of food, medicine and other basic needs. The humanitarian societies and organizations shifting their attention and aids to the Syrian refugees increased the suffering of the internally displaced families Analysis of the Problem A careful reading of the current situation experienced by the displaced shows the daily difficulties represented in: 1. Lack of Job Opportunities Due to the limited capacity of the area and the limited state, private and investing institutions in receiving the increasing numbers of displaced persons and locals. 2. The Increasing Rate of Poverty Due to consuming all the savings, inability to have a job, lack of aids from various parties and the difficulty of coping with the new conditions. 10 3. The Deteriorating Psychological Conditions and Traumatic Persons Displacement led to the deteriorating psychological conditions especially among mothers and children due to leaving their houses, work and normal life and changing to a new environment that differs completely in terms of language, customs and culture in addition to the mystery of their future which increased their suffering. 4. The High Cost of Health Services Kurdistan enjoys a stable security condition, good and limited state and private health services but the increasing number of displaced families and Syrian refugees caused a great burden to the health institutions which led to a relatively increasing costs especially in districts and remote areas which has limited capacities. Accordingly Caritas Iraq will try to address this as shown in the following table: 5. Children dropping out school The different language in Baghdad from that in the northern region and the limited number of schools available in that area especially in the districts and remote areas that the displaced families went to, played a great role in the dropping out of children from schools to receive the basic sciences and consequently their isolation from the rest of the children, their feeling of depression, disappointment and failure to succeed which threatens the future of the country. 6. Immigration The difficulty of the general situation may lead some displaced families to leave the country, or family disintegration or deviation from the right path. Summary of Implementation The programme responded in 2007 (since its establishment) and so far, to the basic crisis that the displaced people suffer from to encourage them on settling down and providing the suitable conditions for them after overcoming some problems they are facing. The programme took into consideration the following: The experience of Caritas Iraq in working in the field of immigration and displacement Following up the current conditions in the northern region accurately through ongoing cohabitation Studies and data from the work of Caritas Taking advantage of the reports ad information the parties working in this field Taking advantage of the results and analysis of the two project of the German Government and the CRS in the region Thus, the programmes is targeting: A. The victims of violence (directly or indirectly) B. Widows Proposal of Supporting the Displaced and Migrant Families

12 C. The disabled persons For being the most needy among the displaced, accordingly the items of support will be as follows: 1. Reaching the needy and evaluating the case 2. Providing the moral, psychological, encouraging and entertaining support 3. Providing food support in line with (SPHERE) reference and the real basic need 4. Providing health support (Distributing diverse basic sanitary items) which will provide the right healthy conditions to prevent diseases and consequently avoiding mortalities 5. An access to teaching the children 6. Rehabilitating and training the youth 7. Finding solutions for main basic problems which might lead to immigration, deviation or family disintegration These supporting items were chose according to the following: Experience and results analysis of working in this field The present reality of the displaced persons The appropriate active impact SPHERE reference The beneficiaries opinion taking into consideration the continuous conditions in the region in receiving large numbers of Syrian refugees The programme will also raise the awareness of the displaced people no their rights according to the international conventions and legislations The programme will also include a number of the local poor families in the areas of implementation to avoid conflicts and encourage peaceful coexistence between the locals and the displaced families The programme will present its services to people of both sexes to promote equality ( 706 ) families will benefit from the various services that the programme will provide. The programme chose the families after analyzing the evaluation forms of the beneficiaries achieved from field visits. The nature of aids will differ between the main areas of implementation according to the situation and need of every area and the possibility of implementing the activity accurately to meet the needs of the beneficiaries. The programme will work I three main areas in the northern region which are: 1. The surroundings of Mosul City 2. Nineveh plain 3. Dohuk and its surroundings The areas above were chosen due to the dense presence of displaced people especially the needy ones and due to the possibility of taking advantage of Caritas Iraq social centres and some annexed buildings of the churches to implement the activities of the project. 5. General Objective Participating in providing the basic health and psychological services for the most needy among the displaced in the northern region to promote settlement and peaceful coexistence in the areas of displacement. B. Specific Objectives 1. Assisting (120) young man and woman in developing their capabilities 2. Enabling (240) families to contact, communicate, alleviate the suffering and peaceful coexistence between the displaced families and the local families 3. Liberating (160) mothers from the impact of psychological traumas 4. Creating an access for (240) child to continue their studies and receiving the basic sciences 5. Escorting (390) families through providing food and health support C. 17 To respond to the needs, the following strategy will be used with the displaced families: 1. Intervention (contact) 2. Evaluation (evaluating the need) 3. Implementation (defining the kind of support) The programme will work on the following: 1. Providing the basic needs according to real need 2. Developing the youth through courses and following up the achieved results after training 3. Alleviating traumas 4. Providing services according to the current needs 5. Restoring and renovating the basic parts of the housing units E. Target Groups The programme depended on the following in defining the target groups: Analyzing the current facts Taking advantage of the studies, information and data of Caritas Iraq Taking advantage of the achieved results from implementing the project of supporting the displaced families with Caritas Germany and the CRS (Caritas USA). Accordingly, the programme targeted the following groups: Category Victims of violence A Reasons of choice Who were exposed to violence whether directly or forced to leave for being threatened or for fear Widows B Having no supporter (bread winner), and don t work Disabled C Who can t work and from the most needy and poor families Note: The project will target the formen and newly displaced families Proposal of Supporting the Displaced and Migrant Families

18 6. Plan of Implementation A. The Vocational Training of the Youth The programme will try in the upcoming stage to expand the aspect of developing the youth through involving them in vocational courses in different places taking the following into consideration: o o o Choosing the courses according the qualifications and desires of the participants Following up the participants after graduation and the possibility of getting a job or developed the financial status of their families Analyzing the achieved results of participation in courses and its impact in achieving its goal in developing the youth The programme will provide the financial support to the participants and follow up the stages of training. The programme will also provide an in-kind support for the participants. The programme will target (80) young man and woman. After analyzing the results and studies made by Caritas Iraq in terms of the Vocational training for the youth, the programme will focus on the following courses: computer Electrical and electronics (equipment) Carpentry and blacksmithing Handicrafts B. Providing Psychological Support and Liberation from the Impact of PsychologicalTraumas The programme diagnosed psychological problems especially among mothers due to displacement and the long period of staying in the areas of displacement and the continuous difficulties resulting. The programme will hold courses and lectures on the psychological aspect and liberation from the impact of psychological traumas under the supervision of specialists in this field. The courses will be implemented in an interesting useful way to encourage mothers on interaction. The programme will concentrate on monitoring and evaluation of the activity through theoretical and practical statistics and data. The programme will chose the participants who suffer from psychological difficulties in need of intervention and assistance as well as concentrating on the close ages and culture of the beneficiaries. Teaching the Children The programmewill try to create proper atmosphere for the children close to their previous situation in their original areas, through: o o Involving them in courses and lectures on various subjects and holding tuition classes for them Holding entertaining courses to alleviate their suffering and creating a kind of harmony between them (the displaced in different area and the locals). The programme will provide the necessary stationary and other visual aids. The activity will be implemented under the supervision of specialists in suitable locations. The participants will be chosen from children who suffer from a low level on certain subjects in the course and other children who didn t have the chance to continue studying. D. Social Meetings One of the main objectives of the programme is gathering mothers to hold lectures including: Awareness raising, entertaining and social aspects under the supervision of specialists in areas where basic necessities are available. The activity will try to create proper atmosphere for dialogue, alleviating the suffering, listening, reviving hope, conviction and patience. E. Restoration and Renovation The programme noticed that the main reasons of immigration is the lack of basic services in the houses such as bathroom, toilets and kitchens. Accordingly, the programme will target (26) housing units to renovate the basic parts I the houses and provide healthy environments. The programme emphasized on this activity due to the success achieved during the previous implementation as well as the success of the project implemented in cooperation with Caritas Germany in respect to this activity months ago. F. Escorting This aspect will include different types of support as follows: Support Objective Details Food support Providing food items rich in protein and basic materials accepted by the Iraqis for (210) families for two times - The high prices of food items - Instability in distributing the items of the ration coupon - The need to food items to avoid diseases - This support was chosen according to the need of the beneficiaries after analyzing the results received from the experience gained for the previous implementation Proposal of Supporting the Displaced and Migrant Families

20 Health support Financial support Supporting the most needy patients from the displaced families who need financial assistance to undergo operations or buy expensive medicines for chronic diseases Providing financial support to address health problems or other aspects related to the family stability and providing the proper dignified life for them Providing the financial assistance to assist in saving lives or treat the most needy among the displaced families especially the elderly The health assistance might be for undergoing a surgery or buying medicines for chronic diseases 7. Programme Management 1. The programme will select areas of implementation according to the dense presence of displaced families and the possibility of implementing the activities of the project in the three sectors: a. Nineveh plain b. The surroundings of Mosul city c. Duhok The programme will benefit from the social centres of Caritas Iraq working in the area and some building of the church and the local committees in the districts. 2. Caritas Iraq has almost minute data on the computer on the number of the displaced persons, their conditions and needs. This data was a result from the experience gained from work, the volunteers and the staff. 3. Caritas Iraq has strong good relations with the local committees and dignitaries which would made it easy to implement the project, follow up and achieve its objectives. 4. The programme will be implemented by a specialized staff under the supervision of the general management in Baghdad. 5. The volunteers and peace messengers will participate in implementing the activities. The items will be stored in the sub-store of Caritas Iraq in the northern region. The procurement process will be done according to the regulations of the procurement committee through accepting three offers or more, choosing the best and complying with the recommendations of supplying. The programme will focus on the quality of material presented, quality and validity. The programme will depend mainly on field visits by the staff, volunteers, peace messengers, the participation of some clergy, sustaining relations with the beneficiary families and building true humanitarian relations aiming at sharing the needy their plights. Developments of the Project 1. Raising the awareness of the displaced of their rights 2. Including some of the local families with the services of the project 3. Emphasizing on equality 4. Taking into consideration protecting the displaced families 5. Taking into consideration the background and customs of the displaced persons 6. Emphasizing on the Human Rights especially women and children 7. Increasing attention on teaching the children 8. Emphasizing on psychological traumas aspect 9. Reviving hope, contentment and patience 8. Monitoring and Evaluation Before commencing, the programme will hold a workshop for the staff, volunteers and peace messengers to draw and evaluate a plan for monitoring and evaluation. Emphasis will be placed on the success of the developing courses for the youth in terms of taking advantage of job opportunities. The psychological courses will be evaluated through distributing forms and following up the general conditions of the participants. Each sector will present a detailed monthly report on the activities of the project on the computer showing all the needed statistics. 23 The programme will benefit from the statistics to analyze the results, supporting the pros and avoiding the cons. The programmewill also focus on the beneficiaries participating in the evaluation process. There will be a monthly meeting between the staff, the volunteers, the peace messengers and the project manager. There will be a quarterly meeting between the management, the staff of the project and the financial manager to follow up the administrative, financial and field details. The financial manager in coordination with the project manager under the supervision of the Executive Director will be responsible of the financial aspects. The Executive Director will make field visits and meeting the beneficiaries, the staff, the warehouse and the clergy to measure the success of the project, its impact and the necessary recommendations. All the data and statistics will be computerized to facilitate having information and avoiding repetition and mistakes. 9. Sustainability The programme aims at developing the skills and capabilities of the youth on various vocational and cultural aspects which will, in the long term, promote the capabilities of the youth when the need for the programme ends. Raising the awareness of mothers and developing them will improve the Iraqi society on the long and short run. As for teaching the children, the lectures and classes will assist the children in getting the right education and continue building a civilized society.
