Moved by Councillor Keating, seconded by Councillor Buchanan THAT the meeting recess to the Finance Committee. The meeting recessed at 6:34 pm. Moved by Councillor Keating, seconded by Councillor Buchanan THAT the Finance Committee adjourn. The Finance Committee adjourned at 8:27 pm and the Regular Council Meeting reconvened with the same staff members present. REPORTS OF COMMITTEES, COUNCIL REPRESENTATIVES AND STAFF 5. City of North Vancouver s 2014-2023 Draft Financial Plan File: 1715-01 Report: Director, Finance, January 20, 2014 Moved by Councillor Clark, seconded by Councillor Keating, that the following recommendation of the Finance Committee be ratified: PURSUANT to the report of the Director of Finance, dated January 20, 2014 entitled 2014 Draft Program Plan : THAT the members of the Finance Committee provide input on the Draft 2014 Program Plan; AND THAT the Draft 2014 Program Plan be adjusted on the basis of the feedback received and brought back to the Finance Committee on February 24, 2014, for their consideration. Moved by Councillor Bell, seconded by Councillor Keating THAT the following paragraph be added to the recommendation: AND THAT the position for the Budget Analyst Police Civilian Shared, be approved as a regular full-time position. MOTIONS AND NOTICES OF MOTIONS 21. Flamborough Head File: 6740-01 Submitted by: Councillor Bookham Moved by Councillor Bookham, seconded by Councillor Bell WHEREAS the Shipyards Historic Precinct, with a rich history of shipbuilding that stretches back over 100 years, has been designated by the Historic Sites and Monument Board of Canada as a place of National Historic Significance: WHEREAS the stern of the Flamborough Head has stood on our waterfront for many years as a monument to the men and women of the North Shore who built over 300 Victory Ships during the Second World War and those who sailed in these ships; WHEREAS the discussion leading to Council s decision to scrap the stern took place in a Closed meeting and the report informing that discussion remained in a Closed meeting; BE IT RESOLVED THAT the decision to scrap the stern be revisited; THAT the discussion take place in open Council; THAT the option of including the stern of the Flamborough Head in Lot 5 of the Pier Development area be referred to Roger Brooks and the Brand Development Team for their input and comments for further consideration by Council; AND THAT staff report back on options and the financial implications for preserving the stern. Moved by Councillor Bookham, seconded by Councillor Keating THAT the requirements of the Procedure Bylaw to adjourn the meeting at 10:30 pm, be waived, and the meeting continue to 11:00 pm. Councillor Clark is recorded as voting contrary to the motion. CARRIED Councillor Clark retired from the meeting at 10:32 pm. All Ages and Abilities (AAA) Bicycle Network for the City of North Vancouver File: 8480-01 Report: Transportation Planner, Engineering, Parks and Environment, January 22, 2014 The Manager, Transportation and the Transportation Planner provided a presentation and responded to questions of Council.
