JANUARY 9, 2018 PAGE 1 The Cleveland County Board of Health met on Tuesday, January 9, 2018 at 6:00 p.m., at the Cleveland County Public Health Center. Board members present: Katie Borders, Sara Karner, Ronnie Whetstine, Kale Meade, Street Hamrick, Robert Miller, Kale Meade, Randy Sweeting, Tom Spurling and Theresa Taylor. Health Department staff present: Dorothea Wyant, Tonya Sigmon, Alisa Leonard, Debbie Clapper, Nathan McNeilly, DeShay Oliver, Anne Short, Holly Wall, Brittney Smith and Debbie Dyer. County Attorney Tim Moore was present. CALL TO ORDER/WELCOME: Health Director Dorothea Wyant called the meeting to order and welcomed everyone. Robert Miller gave the invocation. CITIZEN RECOGNITION: No citizens requested to appear before the Board. OATH OF OFFICE: RONNIE WHETSTINE APPOINTMENT Debbie Dyer administered the Oath of Office to appoint Ronnie Whetstine, County Commissioner Member to serve as a board member as appointed by the County Commissioners. The term period begins January 1, 2018 and will continue at the pleasure of the Board of County Commissioners. Ms. Wyant extended thanks on behalf of the Board to Mr. Whetstine for his willingness to serve the citizens of Cleveland County as a member of the Cleveland County Board of Health. OATH OF OFFICE: TOM SPURLING RE- APPOINTMENT; RANDY SWEETING RE-APPOINTMENT Debbie Dyer administered the Oath of Office to reappoint Tom Spurling, Public Citizen Member and Randy Sweeting, Public Citizen Member to each serve one three year term. The term period is January 1, 2018 through December 31, 2020. Ms. Wyant extended thanks on behalf of the Board to Mr. Spurling and Mr. Sweeting for their willingness to continue serving as members of the Cleveland County Board of Health.
JANUARY 9, 2018 PAGE 2 ELECTION OF CHAIR 2018 Dorothea Wyant opened the floor for nominations for Chair of the Cleveland County Board of Health for the 2018 year. Motion: Robert Miller made the motion to nominate Mr. Tom Spurling to serve as Chair of the Cleveland County Board of Health for the 2018 year. Motion was made by Sara Karner to close the floor for nominations. Motions were seconded by Kale Meade and carried ELECTION OF VICE-CHAIR 2018 Chair Spurling opened the floor for nominations for Vice-Chair of the Cleveland County Board of Health for the 2018 year. Motion: Robert Miller moved to nominate Dr. Theresa Taylor to serve as Vice-Chair of the Cleveland County Board of Health for the 2018 year. Motion was made by Randy Sweeting to close the floor for nominations. Motions were seconded by Street Hamrick and carried APPROVAL OF AGENDA FOR JANUARY 9, 2018 MEETING: Chair Spurling presented the proposed agenda for the January 9, 2018 Board of Health meeting for consideration of adoption. Motion: A motion was made by Randy Sweeting, with a second by Sara Karner to adopt the agenda for the January 9, 2018 Board of Health meeting as presented. APPROVAL OF NOVEMBER 14, 2017 MEETING MINUTES: Chair Spurling presented the November 14, 2017 Board of Health meeting minutes for consideration of approval. JANUARY 9, 2018 PAGE 3 /HEALTH DIRECTOR RESPONSIBILITIES UNDER N.C. GENERAL STATUTES Dorothea Wyant stated the board packet includes a copy of the N.C. General Statutes and a summarized list of Six Expectations for Effective Board of Health/Health Director Relations published by the UNC School of Government, addressing the responsibilities of local Boards of Health and local Health Directors, and Roles and Responsibilities of Boards of Health Related to North Carolina Local Health Departments Accreditation. The information was reviewed and discussed in compliance with re-accreditation standards of an annual review of this information. A sheet listing the 10 Essential Services of Public Health is also included in the information packet received by Board members. RECOMMENDATION FOR APPOINTMENTS TO SERVE AS SOLID WASTE ADVISORY BOARD MEMBERS Nathan McNeilly noted that terms for several members of the Solid Waste Advisory Board expired effective December 31, 2017 and requested that the Board of Health approve the following appointments and re-appointments to be forwarded to the County Commissioners for consideration of approval. A copy of the information was provided in the packet received by Board members. Greg Traywick, Cleveland County Extension Office and Debbie Dyer, Cleveland County Public Health Center, each for one three year term; Malinda Barkley, Republic Waste Industries and Richard Young, PPG Industries, each for one two year term, and Chris Cook, Top Quality Construction, LLC and Maynard Ledford, Private Citizen, each for one one year term. Motion: Robert Miller made a motion that the Board of Health accept the recommendations to serve as Solid Waste Advisory Board members as presented, to be sent to the County Commissioners for consideration of appointment. The motion was seconded by Kale Meade and carried ADOLESCENT PREGNANCY PREVENTION PROJECT: Anne Short provided a status update for the Adolescent Pregnancy Prevention Program Project. A graph depicting Teen Pregnancy Rates in Cleveland County for ages 15 yrs. to 19 yrs. was handed out at the meeting. Ms. Short noted that in 2007, teen pregnancies were identified as being problematic in Cleveland County with a rate of 71.8 per one thousand girls. In 2009, a task force was developed to address this issue and the Teen Pregnancy Coalition was formed. Grant funding was received from the Teen Pregnancy Prevention Initiative in 2015 to begin comprehensive instruction related to pregnancy prevention. Data for 2016 revealed that the teen pregnancy rate has dropped to 36.1 per one thousand girls in Cleveland County. Ms. Short noted this reduction is significant and is a result of the focus afforded to the problem. A copy of the FY 2017
JANUARY 9, 2018 PAGE 4 Adolescent Pregnancy Prevention Program Evaluation Report was included in the information packet provided to board members. All target outcomes for FY17 were met. Results revealed that 75% of youth demonstrated a statistically significant increase in sexual knowledge, 56% of abstinent youth demonstrated an increase in attitudes supporting abstinence and 55% of youth demonstrated a significant increase in attitudes supporting condom use. Ms. Short emphasized that when teaching the Wise Guys and Smart Girls curriculum, abstinence is taught first as the only sure way to prevent pregnancy and STD s. 822 youth were served during the year, with 723 meeting the threshold by attending at least 75% of program sessions. Robert Miller noted there has been a reduction to the teen pregnancy rate among African American teens, and credits the efforts of the Cleveland County Public Health Center staff for that decrease. BUDGET AMENDMENT: Tonya Sigmon presented the following budget amendment included in the Board of Health packet for consideration of adoption by the Board of Health: Item Number One: The Community Care of North Carolina has allocated $4,000.00 to the Cleveland County Public Health Center, Carolina Community Health Partnership to support Practice Transformation Network (PTN) activities. The PTN program offers medication management optimization support for practices that participate in the Practice Transformation. The program goal is to prepare practices to be successful in the upcoming value based care reimbursement. A request was made to budget this amount into the Carolina Access (546) department to be used for this purpose Motion: A motion was made by Robert Miller with a second from Kale Meade to accept the budget amendment as presented. The motion carried MISCELLANEOUS BUSINESS Chair Spurling encouraged attendees to visit cdc.gov/rxawareness to view interesting information regarding opioid use. Chair Spurling asked that information regarding influenza be presented at the February 13, 2018 board of health meeting.
