Approval of the October 18, 2017 Meeting Minutes Darcie Schipull moved and Bert Pickell seconded a motion to approve the October 18, 2017 meeting minutes. The motion was unanimously approved. 4. Chair s Report No report was given. 5. Discussion on Projects Being Submitted for STP-MM Funding For information and discussion only. 6. Action on Safety Performance Measures Rachel Cywinski moved and Bert Pickell seconded a motion to recommend the following safety performance targets for the AAMPO study area: 1. Number of Fatalities: 4.5% reduction from the 2018 projection 2. Number of Serious Injuries: 4.5% reduction the 2018 projection 3. Rate of Fatalities: 4.5% reduction from the 2018 projection 4. Rate of Serious Injuries: 4.5% reduction from the 2018 projection 5. Number of Non-Motorized Fatalities and Serious Injuries: 4.5% reduction from the 2018 projection The motion was approved. Discussion and Appropriate Action on Revisions to PMAC Bylaws Darcie Schipull moved and Rachel Cywinski seconded a motion to approve the following revisions to the PMAC bylaws: 1. One (1) non-voting member shall be appointed each by: a. City of San Antonio Disability Access Office b. Federal Highway Administration The motion was approved unanimously. 8. Action to Renew PMAC Member Terms Darcie Schipull moved and Annette Prosterman seconded a motion to renew the following member s terms on PMAC: 1. Chair s Report This item is provided to allow the Chair of PMAC an opportunity to offer remarks and report on items of interest for the committee. No formal action is required of the committee during the Chair s report. 5. Presentation on Draft Designs for the Alazan Creek Trail (Jamie Taylor / San Antonio River Authority) The Alazan Creek Trail project was awarded $2.5 million of Transportation Alternatives funding by the MPO in 2016. The project aims to extend the Alazan Creek section of the Howard W. Peak Greenway Trail System with a 10 wide shared hike and bike trail from Lombrano Street to Laredo Street. Jamie Taylor, P.E. with the San Antonio River Authority will present the proposed project design. This is an opportunity for PMAC members to ask questions and provide feedback. Presentation on the City of San Antonio Parks Wayfinding Plan (Brandon Ross / CoSA Parks & Recreation) Wayfinding is an important component of making parks and trails more accessible for users. As a follow-up to the presentation on the Alazan Creek Trail design, Daniel Leal with the City of San Antonio Parks & Recreation Department will present the Parks Wayfinding Plan. Action Requested For information and discussion only. 7. Presentation on Bicycle and Pedestrian Projects Submitted for STP-MM Funding (Alex Carroll / AAMPO) One of the Alamo Area Metropolitan Planning Organization s main responsibilities is to develop and maintain a Transportation Improvement Program (also known as a TIP, or short-range plan) for federally funded transportation projects and programs in the region. The TIP covers a time period of four years and must be updated every two years. This is a financially constrained plan, which means funding has been identified for the projects in the plan. In 2017, the MPO issued a call for new projects to be included in the TIP. Approximately $150 million in Surface Transportation Program Metropolitan Mobility (STP-MM) funds, or MPO funds, are available for this project call. Fortyeight transportation projects were submitted totaling about $463 million. Of these 48 projects, eight were strictly bicycle & pedestrian projects, totaling about $38 million. There were also bicycle and pedestrian components included in added capacity and operational projects, which total about $19 million. Alex Carroll will present on the bicycle and pedestrian projects, technical scoring, and TIP outreach process. Action Requested For information and discussion only.
