Members of the audience will later have the opportunity to address the Traffic and Transportation Commission regarding ALL OTHER ITEMS ON THE AGENDA at the time the Commission considers those items. At this time the Commission will take public comment for 30 minutes. Public Comment will resume later in the meeting if there are speakers who did not get an opportunity to speak because of the 30-minute time limit. The Brown Act prohibits the Commission from taking action on oral requests relating to items that are not on the agenda. The Commission may engage in a brief discussion, refer the matter to staff, and/or schedule requests for consideration at a subsequent meeting. The Commission requests, but does not require, speakers to identify themselves. When you come up to speak, please state your name unless you wish to remain anonymous. 5 CALL TO ORDER TRAFFIC AND TRANSPORTATION COMMISSION SPECIAL MEETING MINUTES Thursday, November 8, :00 p.m. City Council Chamber 225 W. Second Street, Claremont, California Chair Medero called the meeting to order at 7 p.m. ROLL CALL PRESENT: ABSENT: Commissioners Courser, Garcia, Medero, Miletich, Rutter, and Stark Commissioner Blair ALSO PRESENT: Community Development Director Brad Johnson; Chief of Police Shelly Vander Veen; Acting City Engineer Maria Tipping; Principal Planner Chris Veirs; and Administrative Assistant Judy Chen-Ko CEREMONIAL MATTERS, PRESENTATIONS AND ANNOUNCEMENTS A moment of silence was held for Leslie Pray. Traffic and Transportation Commission Meeting Minutes of September 27, 2018 Chair Medero noted that, without proper infrastructure should be added to the sentence, Chair Medero believes that asking users to use the road is not likely to be successful on page 5 of the draft minutes.

6 Traffic and Transportation Commission Minutes November 8, 2018 Page 2 of 6 Commissioner Miletich moved to approve the Traffic and Transportation Commission meeting minutes of September 27, 2018; with the above noted changes; seconded by Commissioner Stark, and carried on the following vote: AYES: NOES: ABSTAIN: ABSENT: Commissioners Courser, Medero, Miletich, and Stark None Commissioners Garcia, and Rutter Commissioner Blair PUBLIC HEARING 2. Harvard Avenue Residential Permit Parking (RPP) Request Acting City Engineer Tipping presented a PowerPoint presentation on the item and, with Community Development Director Johnson and Chief of Police Vander Veen, addressed Commissioners questions and comments regarding: a) working with the police department; b) restaurant valet parking locations; c) infraction cost; d) potential relocation of parking of vehicles; e) additional available parking spaces during specific times of day; f) Foothill Boulevard reconstruction effect on available parking; g) comparable RPPs in the City; h) sunset dates; i) efforts of the Meat Cellar with neighborhood; and, j) complimentary restaurant valet service. Chair Medero opened public comment. David Lindley noted that there is activity from Wolfe s Deli and the Meat Cellar from 5 a.m. to 11 p.m. Mr. Lindley suggested the permit be valid from 5 p.m. to 1 a.m. instead of from 6 p.m. to 2 p.m. Michelle Boland reviewed the initial reasoning behind their application for an RPP and noted that the Meat Cellar has been accommodating but there is just not enough parking available on the immediate premise. Commissioner Stark noted public comment she received via text message from Sara and Anthony Villegas, owners of the Meat Cellar, expressing support of their neighbors effort to obtain permit-only parking designations in the proposed areas adjacent to their business. Seeing no one else wishing to speak, public comment was closed. Chair Medero asked for clarification regarding the discrepancy in hours listed on each petition. Acting City Engineer Tipping clarified that after conversing with the petitioners, 6 p.m. was the desired start time. Commissioner Rutter noted that 7 out of 11 property owners signed the petition and asked if the 4 property owners who did not sign the petition commented on the issue.

7 Traffic and Transportation Commission Minutes November 8, 2018 Page 3 of 6 Acting City Engineer Tipping replied that no comment has been received from the 4 property owners who did not sign the petition. Commissioner Garcia asked if there would be an issue with the permit hours beginning at 5 p.m., and if there is signage regarding the parking. Acting City Engineer Tipping responded that if the neighbors submitted a petition for the permit to begin at 5 p.m. there should not be an issue, and clarified that there is signage regarding the parking. Commissioner Stark commented that comparing this situation with the permit parking at the Claremont Hills Wilderness Park is not an accurate comparison as the situations are very different. Commissioner Rutter stated that if he had the assurances that this item will be revisited six months from implementation he would be in support of the staff recommendation. Commissioner Courser expressed support of the staff recommendation and is convinced that the traffic will go north and will not present a problem southbound. Commissioner Garcia expressed support of the staff recommendation and of Commissioner Rutter s suggestion of reviewing the item again in six months. Chair Medero expressed support of the staff recommendation and of Commissioner Rutter s suggestion of reviewing the item again in six months. Chair Medero also suggested additional signage redirecting patrons to additional parking options. Commissioner Rutter moved that the Traffic and Transportation Commission recommend that the City Council approve the installation of residential permit parking, to be in effect between the hours of 6:00 pm and 2:00 am (7 days a week), on Harvard Avenue between Foothill Boulevard and Twelfth Street; and that the item be reviewed by the Commission six months after implementation; seconded by Commissioner Garcia, and carried on the following vote: AYES: NOES: ABSTAIN: ABSENT: Commissioners Courser, Garcia, Medero, Miletich, Rutter, and Stark None None Commissioner Blair ADMINISTRATIVE ITEMS 3. Electric Scooter Rental Business in Claremont Study Session Community Development Director Johnson presented a PowerPoint presentation on the item and addressed Commissioners questions and comments regarding: a) number of scooters proposed by existing scooter company applicants; b) combining bike and scooter programs; c) areas for utilization; d) safe routes of travel; e) appearance of

8 Traffic and Transportation Commission Minutes November 8, 2018 Page 4 of 6 clutter; f) geo-fencing; g) marked paths defining usage; h) ADA accessibility; i) Santa Monica shared mobility model; and, j) Go Monrovia. Chair Medero opened public comment. Russ Binder asked how much money the City will make and how much expense the Police department will incur on enforcement. Lisa Donnell expressed concern regarding how the scooters will interact with recreational bicycles and asked if there have been any studies regarding scooters and perpendicular parking. Tom Shelley noted that the California Vehicle Code includes scooters and that in his research he has found successful programs include docking stations, which controls clutter. Mr. Shelley suggested the City wait until scooter companies use docking systems. Chair Medero noted the City received written comment on this item which has been archived for view on the City website and is also available at City Hall. Seeing no one else wishing to speak, public comment was closed. Community Development Director Johnson and Police Chief Vander Veen addressed and clarified speaker questions and comments. Commissioner Stark believes it is important to make safety a priority, followed by accessibility and equity. Commissioner Stark is not sure that the Village is the right place for shared motorized transportation but that this is a potential means of addressing the Claremont Hills Wilderness Park. Commissioner Rutter suggested a geo-fence restricting access to The Village, and designated parking areas near The Village. Commissioner Garcia expressed concern regarding clutter and safety, and stressed the importance of a robust education campaign and creative outreach efforts. Chair Medero expressed discomfort over banning a specific business and suggested having a comprehensive list of requirements for companies to operate in the City of Claremont that takes into account the wants and needs of concerned parties including the Police Department and the Chamber of Commerce. Commissioner Miletich would like to wait for technology to catch up with the item as he believes that many of these companies are learning on the job. Commissioner Miletich believes that it would inappropriate to have scooters in the Village.

Community Development Director Johnson summarized the Commission s interest in staff bringing before the Commission a draft policy similar to that of the City of Santa Monica shared mobility model. 4. Revision to the 2011 Speed Survey for Bonita Avenue (Indian Hill Boulevard to the Westerly City Limit) and First Street (College Avenue to Claremont Boulevard) and New Speed Survey for Harrison Avenue (Harvard Avenue to Indian Hill Boulevard) Acting City Engineer Tipping presented a PowerPoint presentation on the item and addressed Commissioners questions and comments regarding the current speed limit on Harrison Avenue. Chair Medero opened public comment. Seeing no one wishing to speak, public comment was closed. Commissioner Rutter moved that the Traffic and Transportation Commission recommend that the City Council adopt, through local ordinance, the Bonita Avenue, First Street, and Harvard Avenue speed limit zones as outlined in the Bonita Avenue, First Street, and Harvard Avenue Radar Speed Surveys; seconded by Commissioner Garcia, and carried on the following vote: AYES: NOES: ABSTAIN: ABSENT: Commissioners Courser, Garcia, Medero, Miletich, Rutter, and Stark None None Commissioner Blair 5. Proposed ordinance authorizing the City to restrict parking spaces in off-street parking facilities for vehicles connected to electric charging stations Principal Planner Veirs presented a PowerPoint presentation on the item and addressed Commissioners questions and comments regarding outdated technology. Commissioner Comments Commissioner Stark encouraged the Commissioners to attend Walk a Mile, a program promoting sight awareness. Commissioner Miletich noted his experience voting, including the diversity of voters. Chair Medero thanked Commissioner Courser on his past work as Chair of the Commission. Chair Medero noted that she has received feedback regarding visibility and speeding concerns on Platt Boulevard as well as concerns regarding the crosswalks being closed at Foothill Boulevard and Mountain Avenue due to roadway work. Staff 3. Briefing on Council Meetings Acting City Engineer Tipping provided an update on the previous Council Meetings. 4. Briefing on Other Items Acting City Engineer Tipping provided an update on other items, including Village Venture and upcoming events. 5. TIPPING, ACTING CITY ENGINEER DATE: DECEMBER 3, 2018 Reviewed by: Finance Director: N/A SUBJECT: METRO FIRST/LAST MILE PLANNING EFFORTS - THE ARROYO GROUP PRESENTATION SUMMARY The First/Last Mile Planning Project for the Foothill Gold Line Extension Phase 2B is a planning effort of the Los Angeles County Metropolitan Transportation Authority (Metro) focused on connectivity to the future stations of the Foothill Gold Line Extension Phase 2B. The outcome of this study will be a First/Last Mile Plan for the five stations in Los Angeles County: Glendora, San Dimas, La Verne, Pomona, and Claremont. The Arroyo Group is conducting this study, along with its outreach efforts, on behalf of Metro, in preparation for the extension of the Gold Line. RECOMMENDATION Staff recommends that the Traffic and Transportation Commission provide input on the First/Last Mile Planning project presented by the Arroyo Group, and receive and file the staff report. ANALYSIS The First/Last Mile Planning Project for the Foothill Gold Line Extension Phase 2B is a planning effort of the Los Angeles County Metropolitan Transportation Authority (Metro) focused on connectivity to the future stations of the Foothill Gold Line Extension Phase 2B by walking, biking and rolling ( rolling refers to moving in a wheelchair, on a skateboard or by other low-speed wheeled modes of transportation). The outcome of this study will be a First/Last Mile Plan for the five stations in Los Angeles County: Glendora, San Dimas, La Verne, Pomona, and Claremont. The Arroyo Group is conducting this study, along with its outreach efforts, on behalf of Metro, in preparation for the extension of the Gold Line project. This presentation outlines the Claremont Station Draft Pathway Network and Preliminary Project Ideas. This represents the first iteration to identify potential routes and projects in the area within one half mile of the future Claremont Station. 12 have been developed from a review of existing plans and projects including the City s First/Last Mile project list submitted to the San Gabriel Valley Council of Governments, existing conditions analysis, meetings with City staff and a community walk audit held on September 10, In addition, the project team is gathering feedback on the Draft Pathway Network and Preliminary Project Ideas through public engagement events hosted this Fall. These include a booth at Village Venture on October 27, 2018, interviews in areas with high pedestrian traffic such as transit stations and campuses, a public workshop held on November 15, 2018, and this feedback session at the Traffic and Transportation Commission meeting. Once these meetings have concluded, the project team will revise the Draft Pathway Network and Preliminary Project Ideas and will meet with City staff to summarize feedback. The First/Last Mile Plan will include the final Pathway Network and Project Ideas as well as priorities, costs, and some conceptual renderings. The final First/Last Mile Plan is anticipated to be available Spring CEQA REVIEW In accordance with the California Environmental Quality Act (CEQA), this matter is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment in accordance with Section 15061(b)(3) of the Guidelines. The Traffic and Transportation Commission s review of the First/Last Mile Planning presentation will not in itself have a significant effect on the environment. Therefore, no additional environmental review is needed at this time. In the future, should action be taken on the implementation of First/Last Mile Planning, the City will assess whether environmental review is necessary at that time. Staff anticipates a full range of items to come before the TTC, ranging from Gold Line updates, Shared Active Transportation, Speed Surveys, and Complete Streets Policy related items, among other items. RECOMMENDATION Staff recommends that the Traffic and Transportation Commission provide input on the Commission s 2019 Work Plan, and receive and file the staff report. ANALYSIS This past year the TTC has reviewed and made recommendations to the City Council on a number of items. These items have far-reaching impacts on the community, by addressing traffic safety issues, traffic circulation design, and quality of life issues. It should be noted that items shown in the work plan below represent those items currently identified for future review by the TTC. The work plan does not account for items that may arise during the course of the year through City Council or citizen requests, or as generated through staff, development proposals or the TTC.
