Deputations 7.1 Janice Gibbins, Chair, Prince Edward Heritage Advisory Committee addressed Council regarding the White Pines Development Revised Heritage Report. A copy of the deputation was provided and circulated at the meeting. A copy of the deputation was provided and circulated at the meeting. 7.3 Liz Driver on behalf of Edwin Rowse, ERA Architects addressed Council regarding the White Pines Development Revised Heritage Report Motion 2014-69 Moved by Councillor Gale Seconded by Councillor Turpin THAT the deputation by Liz Driver on behalf of Edwin Rowse, ERA Architects regarding the White Pines Development Revised Heritage Report be received. 8. Comments from the Audience (on items on the agenda) 8.1 Frank Meyers addressed Council regarding Committee of the Whole Motion CW-53-2014 as it relates to the relocation of the JTF2 Unit to 8 Wing Trenton, Quinte West. 8.2 Susan Crawford, neighbour of Frank Meyers, addressed Council regarding Committee of the Whole Motion CW-53-2014 as it relates to the relocation of the JTF2 Unit to 8 Wing Trenton, Quinte West. 8.3 Heather Boyce, neighbour of Frank Meyers, addressed Council regarding Committee of the Whole Motion CW-53-2014 as it relates to the relocation of the JTF2 Unit to 8 Wing Trenton, Quinte West. 8.4 Margaret Cullins-Clapp addressed Council regarding Committee of the Whole Motion CW-53-2014 as it relates to the relocation of the JTF2 Unit to 8 Wing Trenton, Quinte West. Motion 2014-70 Moved by Councillor H. Campbell Seconded by Councillor Turpin THAT the comments by Frank Meyers, Susan Crawford, Heather Boyce and Margaret Cullins-Clapp as they relate to the expropriation of land by the Federal Government for the relocation of the JTF2 Unit to 8 Wing Trenton located in the City of Quinte West, be received.

9. Items for Consideration 9.1 Councillor O'Brien regarding the Naming of the New Federal Electoral District to Prince Edward-Quinte Motion 2014-71 Moved by Councillor O'Brien Seconded by Councillor Maynard WHEREAS the Federal Electoral Boundaries Commission have issued their final report; AND WHEREAS letters were sent to Ted Hsu, MP Kingston and the Islands and Daryl Kramp, MP Prince Edward-Hastings advising of Council's opposition to the new district named Bay of Quinte; AND WHEREAS an opportunity may still exist to have the Commission consider the district name change to "Prince Edward-Quinte"; THEREFORE BE IT RESOLVED THAT Committee of the Whole Motion CW- 141-2013 as adopted by Council on April 23, 2013 as it relates to the federal electoral riding boundaries and naming, be re-sent to Daryl Kramp, MP Prince Edward-Hastings requesting his support in naming our new electoral district "Prince Edward-Quinte". 9.2 Councillor Bev Campbell regarding the decline in federal funding for affordable housing Motion 2014-72 Moved by Councillor B. Campbell Seconded by Councillor H. Campbell THAT Council write to the Honourable Jason Kenney, Minister of Employment and Social Development for the Government of Canada, urging him to return to the table with Provincial/Territorial housing ministers to work on a long-term plan that addresses the need for housing across the country; and THAT copies of the letter be sent to the Honourable Linda Jeffrey, Minister of Municipal Affairs and Housing for the Government of Ontario, and to local representatives, Daryl Kramp MP and Todd Smith MPP.

10. Committee Reports 10.1 Public Report of Closed Session from the Council meeting held on February 11, 2014 Motion 2014-73 Moved by Councillor H. Campbell Seconded by Councillor Turpin THAT the Public Report of Closed Session from the Council meeting held on February 11, 2014 be adopted as presented 10.2 Report of the Committee of the Whole from the meeting held on February 13, 2014 Motion 2014-74 Moved by Councillor Quaiff Seconded by Councillor Proctor THAT the report of the Committee of the Whole from the meeting held on February 13, 2014 be adopted as presented, with the exception of CW- 43-2013. Motion 2014-75 Moved by Councillor Quaiff Seconded by Councillor Proctor THAT the following motion (CW-43-2014) of the Committee of the Whole meeting held on February 13, 2014 at 1:00 p.m. be approved: THAT the report of the Engineering, Development and Works Commission dated February 13, 2014, regarding the appointment of Engineering, Development and Works operations staff as By-law Enforcement Officers be received; and THAT a by-law be prepared to appoint certain Engineering, Development and Works Operations staff as Provincial Officers for the Corporation of the County of Prince Edward

Prior to voting on Motion 2014-75, the following amending motion was put forward: Amending Motion 2014-76 Moved by Councillor Marisett Seconded by Councillor Shortt THAT the foregoing motion be amended to include the request for a Staff Report identifying parking lots suitable, and how the parking areas will be identified, for public off-street parking when enforcement of the winter restrictions apply; and THAT the By-law appointing Operations Staff as Provincial Officers be for the enforcement of the winter parking restrictions only. A vote was then taken on Motion 2014-75 as Amended as follows: THAT the following motion (CW-43-2014) of the Committee of the Whole meeting held on February 13, 2014 at 1:00 p.m. be approved: THAT the report of the Engineering, Development and Works Commission dated February 13, 2014, regarding the appointment of Engineering, Development and Works operations staff as By-law Enforcement Officers be received; THAT a by-law be prepared to appoint certain Engineering, Development and Works Operations staff as Provincial Officers for the Corporation of the County of Prince Edward for the enforcement of the Winter Parking Provisions of By-law 1475-2005, as Amended; and THAT Staff be requested to provide a report identifying parking lots suitable, and how the parking areas will be identified, for public offstreet parking when enforcement of winter restrictions apply. 10.3 Report of the Committee of the Whole from the meeting held on February 27, 2014 Motion 2014-77 Moved by Councillor Marisett Seconded by Councillor Maynard THAT the report of the Committee of the Whole from the meeting held on February 27, 2014 be adopted, as presented, with the exception of Motion CW-54-2014.

Motion 2014-78 Moved by Councillor Gale Seconded by Councillor Proctor THAT the Procedure By-law, section 6.4.4 (Comments from the Audience) be waived to permit Councillors to ask questions of Mr. Meyers. by a 2/3 majority Motion 2014-79 Moved by Councillor Marisett Seconded by Councillor Maynard THAT the following motion (CW-54-2014) of the Committee of the Whole meeting held on February 27, 2014 at 1:00 p.m. be approved: THAT the request of the City of Quinte West be deferred to staff, and that staff be directed, through the Member of Parliament for Northumberland-Quinte West, Rick Norlock, to contact the Department of National Defence to determine: a) what the JTF2 Unit project entails; b) what relationship, if any, the JTF2 Unit project has with the Meyers Farm expropriation; and c) confirmation that the expropriation of the Meyers Farm has been completed, and the lands have been legally transferred to the Federal Government. Prior to voting on Motion 2014-79 the following motion was put forward: Motion 2014-80 Moved by Councillor O Brien Seconded by Councillor Nowitski THAT Deferral Motion CW-54-2014 as contained in the report of the Committee of the Whole from the meeting held on February 27, 2014 be rescinded as a result of clarification being provided, as it relates to the Department of National Defence project and expansion, and confirmation being provided by the City of Quinte West that the expropriation of the Meyers Farm lands have been transferred to Her Majesty the Queen in Right of Canada. By-laws for Consideration 11.1 The following By-laws are recommended for adoption Motion 2014-82 Moved by Councillor Forrester Seconded by Councillor Gale THAT the following By-laws be read a first, second and third time and finally passed: 11.1.1 A By-law to appoint Certain Roads Staff as Additional By-law Enforcement Officers for Enforcement of the Winter Parking Provisions of By-law 1475-2005, as Amended for the Corporation of the County of Prince Edward. 11.1.2 A By-law to authorize the Mayor and Clerk to execute an Agreement between the Corporation of the County of Prince Edward and Coco Paving Inc. (County Road 1 Roadway Rehabilitation) (Signed as Bylaw 3362-2014) 11.1.3 A By-law to provide for the establishment and assumption within the County Road System of Certain Lands Acquired by the County for the Widening of Certain Highways. Closed Session 12.1 Motion to move into Closed Session Motion 2014-83 Moved by Councillor MacDonald Seconded by Councillor Shortt THAT Council now move into closed session to consider: a) A report of the Corporate Services and Finance Commission regarding applications submitted by members of the public to be recommended as a citizen member on the Community Development Commission (pursuant to Section 239(2)(b) of the Municipal Act); and b) A report of the Community Development Department regarding a proposed or pending acquisition or disposition of land by the municipality (pursuant to Section 239(2)(c) of the Municipal Act). Council reconvened at 8:50 p.m. with all members present. Motion 2014-84 was LOST, Motion 2014-85 is a motion providing direction to staff as it relates to a proposed or pending acquisition or disposition of land Motion 2014-86 was WITHDRAWN, and Motion 2014-87 is the motion to rise and resume sitting in open session, all of which were enacted in closed session.

Adoption of Closed Session Minutes 13.1 Council Minutes from the Closed Session meeting held on February 11, 2014 Motion 2014-88 Moved by Councillor Marisett Seconded by Councillor O'Brien THAT the Council Minutes from the Closed Session meeting held on February 11, 2014 be adopted. 14.
