Social Dialogue in Uganda: The practice It is based on ILO s principle of tripartism Tripartite boards & committees with representation of Workers, Employers & Government (Ministry of Gender, Labour & Social Development) handle employment relations issues from time to time, and any special cases as they emerge Bipartite boards/committees comprised of Workers (Trade Unions) & Employers (FUE) also exist. Through these, Collective Bargaining Agreements (CBAs) are concluded for companies and sectoral association members. FUE promotes self regulation through conducting: Labour law sensitization workshops Human resource development trainings and; The Employer of the Year Award (EYA) Survey aimed at identifying, ranking and recognizing HR best practices amongst companies and creating a platform for benchmarking 2

Background for the cooperation 合作背景 The cooperation project between Norway, China and Uganda was created in 2007 Provide a meeting place for companies investing in Africa. Assist companies in addressing challenges related to labor relations, decent work, corporate social responsibility, occupational health and safety as well as sustainable development. Through the sharing of experiences and best practices the project aims at establishing mutual understanding of guidelines for doing responsible business in Africa. Emerging issues An evaluation of the program conducted in August 2010 showed a high level of success: Pilot trilateral cooperation as a platform for future int l cooperation Strengthened tirlateral relations Opportunity to break ice FUE/Chinese cos. Chinese understanding labor laws Availing skills in CSR and OHS - translation A second phase has been approved starting from 2011-2014 and it will include Kenya The second phase will focus on Chinese business clinics to better understand their operations and therefore assist them in doing responsible business in areas of social dialogue, CSR & OSH among others FUE has been requested to coordinate private sector views on the new Chinese policy to crackdown on counterfeits in Uganda 8
