PURPOSE To provide instruction for the issue and control of permits authorizing Hot Work operations. II. DEFINITIONS Fire Watch. A person designated to observe conditions in the immediate area of a Hot Work operation commencing with the start of the Hot Work operation and concluding 30 minutes after the Hot Work operation has been completed. Standby. A qualified person designated to observe conditions in the immediate area of a Hot Work operation judged to contain hazardous conditions that cannot be eliminated. That person shall be present at the site commencing with the start of the Hot Work operation, and concluding 30 minutes after the Hot Work operation has been completed. Hot Work. All non-production related work that creates sparks or generates hot byproducts that are capable of SMI-117, Page 1 of 5
igniting a fire in the surrounding area of the work site. Examples of such operations include, but are not limited to: grinding, cutting, welding, torch soldering, etc. Workmen. DaimlerChrysler employees from performing group, or those contracted by DaimlerChrysler. Hot Work Permit. DaimlerChrysler form No. 84-270-3040, Rev.4/99 Performing Group. DaimlerChrysler employee department(s) performing the Hot Work operation. Breakdown Emergency. An unscheduled event that interrupts, or threatens to interrupt production operations. Qualified Person. A person trained or instructed in fire prevention principles as outlined in the Supplemental Response Team, in the Fire Emergency Response Organization booklet. (Form No. 84-241-5822, Rev. 5/90.) VI. INSTRUCTIONS A. Use of the Permit 1. A Hot Work Permit (Exhibit A) is used to authorize DaimlerChrysler employees or outside contractors to perform Hot Work operations. A Hot Work Permit is not issued for DaimlerChrysler employees for jobs performed in a location designated for Hot Work operations and previously approved by Plant Security Operations for that purpose. 2. Hot Work operations conducted in response to a Breakdown Emergency may be initiated before the issue of a Hot Work Permit provided all the required precautions listed on the Hot Work Permit have been taken. A Hot Work Permit shall be obtained as soon as possible in such circumstances. 3. A Hot Work Permit shall be issued for all contractors assigned Hot Work Operations inside or within 50 of an operating DaimlerChrysler facility. B. Issuing Permits 1. The Hot Work Permit shall be prepared and sign by: a. The supervisor of the performing department. b. Facility Engineering when the work is performed by outside contractors. c. Facility Engineering shall be responsible for briefing contractors regarding the details of this instruction. 2. The Hot Work Permit is approved and authorized by: Plant Security Operations, or a qualified person where Plant Security Operation personnel are not on site. The Hot Work Permit shall be signed only after inspecting the work area to ensure the requirements and safety precautions listed on the permit have been provided. 3. The Hot Work Permit is valid: a. For the work shift or day specified on the face of the permit. A new permit must be issued for each subsequent work shift or day of operation. b. For the area specified on the face of the permit. A new permit must be issued if the operation is conducted in a location other than that listed on the face of the permit. c. For the job specified on the face of the permit. A new permit must be issued if the nature of the work is other than that listed on the face of the permit. SMI-117, Page 2 of 5
4. Hot Work Permit Display The hard copy of the Hot Work Permit shall be visibly displayed at the site of the Hot Work for the duration of the operation. 5. Hot Work Permit form retention The soft white copy of the Hot Work Permit shall be retained on file for a period of (1) year from the date issued by Plant Security Operations or where Plant Security Operations is not on site, by the department approving and authorizing the permit. C. Control of Hazardous Conditions 1. The supervisor of the department performing the Hot Work has the primary responsibility for the safety performance of the Hot Work operation. 2. Plant Security Operations, or other qualified person(s) where Plant Security Operations is not on site, is responsible for assuring that hazardous conditions are corrected by the responsible supervision before approving and authorizing the Hot Work Operation to begin.
