Desjarlais called the meeting to order at 9:12 a.m. 2. Approval of Minutes Desjarlais/Akpata That the minutes of the Thursday November 19, 2015 Culture and Recreation/Parks Advisory Committee meeting BE APPROVED. Carried. 3. Workplace First Aid Kit Item deferred to the next meeting 4. St. Clair College Sumer Jobs Service Program (SJS) Information and Cheque T. Fink reported that the cheque will go towards the boat ramp, parks, programs etc. and advised that the Summer Jobs Service program will be changing next year to cater towards disadvantaged and at risk youth. T. Fink advised that this new model may or may not be a good fit as it may be a challenge to hire at risk students to work with children in the various programs at the Vollmer. Desjarlais/Akpata That the information BE RECEIVED. Carried. 5. Neighbourhood Outdoor Ice Rinks T. Fink reported that he has received requests from residents in the Colonel Bishop neighbourhood to build and maintain an outdoor skating rink. T. Fink advised that the City of London Ontario has an outdoor rink program that works and provided information regarding this program. S. 6. River Canard Baseball Schedule T. Fink provided an update on the ownership of the River Canard park and baseball diamonds which is co-owned by the Town of LaSalle and the Town of Amherstburg, with all maintenance being done by the Town of LaSalle. T. Fink reported that when new baseball diamonds were built in LaSalle and Amherstburg, no one was utilizing the diamonds at River Canard. T. Fink reported that after 2 years The Windsor Wildcats approached him as they were seeking a home and agreed to pay $3000 per season to develop and maintain the diamonds at River Canard. T. Fink reported that when the Windsor Wildcats split and their head coach later partnered with the Amherstburg Cardinals, The Cardinal`s asked the Town of LaSalle if they could rent the baseball diamonds at River Canard park. T. Fink reported that at the same time, the Windsor Wildcats requested the diamonds for their use. T. Fink advised that he asked both teams to submit their schedules and that the park would be managed as a regular park and at times the teams would have to co-exist in order to best utilize the diamonds. T. Fink advised that the Windsor Wildcats have refused to share the baseball diamonds with the Amherstburg Cardinal team even though Amherstburg coowns the park. T. Fink advised that he would be meeting with John Micelli, CAO for Amherstburg to make him aware of the situation. Desjarlais/Akpata That the information provided BE RECEIVED. Carried. 7. Old Business None to report. 8. New Business M. Akpata reported that he has received a proposal from a group of LaSalle residents for an indoor Soccer and Tennis Facility. T. Fink advised that the resident group should speak to Administration about their proposal. M. Akpata advised that he will notify the resident group to contact T. Fink regarding their proposal. M. Akpata reported that he has received a proposal from Ian France regarding plans that Ian has for the Town of LaSalle. M. Akpata advised that he will forward the proposal to T. Fink who will contact Ian France directly. M. Akpata inquired to T. Fink about the Town of LaSalle`s view on people skating on outdoor ice and ponds. T. Fink advised that there are no written policies and advised that there are warning signss posted at the Vollmer pond. P. Marra advised that the pond at the Vollmer is on Town of LaSalle property, however not all water is on the Town of LaSalle`s property and that much of it is on private property. M. Beggs suggested that a general posting go oup on the Town of LaSalle website to use ice at your own risk. T. Fink recommended to look into what other municipalities are doing. THE CORPORATION OF THE TOWN OF LASALLE BY-LAW NO. 7855 A By-law to deem a portion of Registered Plan 1030 not to be lands on a registered plan of subdivision for the purposes of Section 50(3) of the Planning Act. WHEREAS Section 50(4) of the Planning Act, R.S.O. 1990, c. P.13, as amended, authorizes a municipality to designate any plan of subdivision or part thereof that has been registered for eight (8) years or more to be deemed not to be a registered plan of subdivision for the purposes of subdivision control; AND WHEREAS it is deemed expedient to pass such a By-law in order to adequately control the development of certain lands within the Town of LaSalle; NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF LASALLE HEREBY ENACTS AS FOLLOWS: 1. Those portions of Registered Plan 1030, in the Town of LaSalle, in the County of Essex, more particularly described as follows shall be deemed not to be lands on a registered plan of subdivision for the purposes of subsection 3 of Section 50 of the Planning Act, R.S.O. 1990, c. P.13, as amended: Lots 751, 752, 753 and 754, Registered Plan 1030, and part of an alley (closed by CE210449), Registered Plan 1030 designated as Parts 31 and 32 on Reference Plan 12R-22438, in the Town of LaSalle, in the County of Essex. 2. This By-law shall come into force and take effect after the final passing thereof upon the date on which this By-law is registered in the Land Registry Office for the County of Essex (No. 12). WHEREAS the Corporation is the owner of Block 91 on Plan 12M-557, by virtue of the registration of the said Plan; AND WHEREAS the Council of the Corporation deems it expedient to assume Block 91, Plan 12M-557 as part of St. Francis Crescent; NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF LASALLE HEREBY ENACTS AS FOLLOWS: 1. That Block 91, Plan 12M-557, in the Town of LaSalle, County of Essex, be and the same is hereby assumed as part of the public highway known as St. Francis Crescent. 2. This By-Law shall come into force and take effect on the final passing thereof. THE CORPORATION OF THE TOWN OF LASALLE BY-LAW NO. 7869 BEING A BY-LAW TO AMEND BY-LAW 7739 TO PROVIDE FOR THE ADMINISTRATION AND ENFORCEMENT OF THE BUILDING CODE ACT WITHIN THE TOWN OF LASALLE WHEREAS By-law 7739 being a by-law to provide for the Administration and Enforcement of the Building Code Act within the Town of LaSalle was passed on March 10, 2015; and AND WHEREAS Schedule "A" to the by-law contains the appointments names and titles of persons authorized to act on behalf of the Town of LaSalle with respect to this bylaw; and AND WHEREAS it is deemed expedient to appoint Dave Attwood as a Plans Examiner/Building Inspector (Contractor) to assist in the absence of the Chief Building Official, NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF LASALLE HEREBY ENACTS AS FOLLOWS: 1.
