Call to Order/ Roll Call Ms. Amanda Skier, Chairperson, called the regular meeting of the Historic Preservation Board to order at 5:00 P.M., and Ms. Cindy Pazmino, Board Secretary called the roll and it was determined that a quorum was present. Mr. William Serrano arrived at 5:08 p.m. II. Approval of Agenda/ Minutes Ms. Theodora Aspegren made a motion to approve the Agenda for March 28, 2017. Mr. Dan Pichney seconded the motion; motion was approved 6-0. Ms. Gwendolyn Ferguson made a motion to approve the January 24, 2017, minutes. The motion was seconded by Mr. Andy Cobble; the motion was approved 6-0. III. Report from the Historic Preservation Planner Ms. Friederike Mittner, City Historic Preservation Planner, reported that since the last meeting there were 78 Level I applications and 12 Zoning Reviews. In the last several months staff has received three construction services override letters. Ms. Mittner introduced Mike Boyd with Indo Windows. Mr. Boyd demonstrated the different window products for historic homes that wish to not lose the original windows of their building. 1
IV. Remarks by the Chairperson/ Declaration of Ex-Parte Communication Mr. Christopher Van Hall stated that the matters before the public are quasi-judicial in nature. The decisions of the board are made from competent and substantial evidence that comes before them. For each case, staff will make a presentation and afterwards, the applicant can make a 10 minute presentation for regular cases or take 15 minutes for a proposed demolition. After the applicant, the board will open up the floor for public comment, which is restricted to three minutes per speaker. The applicant may have a short rebuttal after the public speaks. Members of the board need to disclose if they have discussed the cases with anyone prior to tonight s meeting. Ex-Parte Communication Mr. Kammerer stated that he met with the applicant for Historic Preservation Board Case No. 17-08. He did not discuss the application just that it was on the agenda. No other board members stated that they had any ex-parte communications. V. Public Comment A. Swearing in of the Speakers Mr. Christopher Van Hall, Staff Attorney, swore in all members of the public and staff who wished to speak. VI. Consent None VII. Old/ Continued Cases None VIII. New Business Historic Preservation Board Case No. 17-07 Ms. Friederike Mittner presented Historic Preservation Board Case No. 17-07. The applicant, Michelle Balfoort is requesting approval, on behalf of Veronica Diaz for the following: 1. Demolish the detached one-story accessory structure (approximately 56 SF). 2. Construct a new detached one-story accessory structure (approximately 123 SF). The structure would also be wood frame surfaced with stucco and feature a flat roof with parapet. A pair of aluminum French doors with an awning above is proposed on the north elevation facing the main structure. 3. Replace two sets of French doors on the second floor of the front façade of the structure. New wood impact doors to match the existing lite pattern are proposed. 2
Location: 214 Sunset Road in the El Cid Historic District within Commission District No. 3 Commissioner Paula Ryan. Staff is recommending approval with conditions. Ms. Kristen Kellogg made a motion to approve Historic Preservation Board Case No. 17-07 for demolition. Mr. Christopher Kammerer seconded the motion; the motion was approved 7-0. Ms. Kristen Kellogg made a motion to approve Historic Preservation Board Case No. 17-07 for new construction. Mr. Christopher Kammerer seconded the motion; the motion was approved 7-0. Mr. William Serrano made a motion to approve Historic Preservation Board Case No. 17-07 for alterations with the condition that the screen be retained. Ms. Kristin Kellogg seconded the motion; the motion was approved 7-0. Historic Preservation Board Case No. 17-08 Ms. Friederike Mittner presented Historic Preservation Board Case No. 17-08. The applicant, Greg Forest, on behalf of All Purpose Construction LLC is requesting approval for: 1. Demolish rear, non-historic flat roof addition. 2. Replace existing galvanized awning windows with aluminum 1/1 single hung windows. Replace doors. 3. Infill Garage door with single 1/1 single hung aluminum sash window and complete permastone application in remaining space, paint single color. Location: 405 28 th Street in the Old Northwood Historic District within Commission District No. 1 Commissioner Sylvia Moffett. Staff is recommending approval. 3
Mr. William Serrano made a motion to approve Historic Preservation Board Case No. 17-08 for demolition. Mr. Dan Pichney seconded the motion; the motion was approved 7-0. Ms. Gwendolyn Ferguson made a motion to approve Historic Preservation Board Case No. 17-08 for replacement of awning windows and replacement of doors. Mr. William Serrano seconded the motion; the motion was approved 7-0. Historic Preservation Board Case No. 17-09 Ms. Desiree Estabrook presented Historic Preservation Board Case No. 17-09. The applicant, All Purpose Construction LLC is requesting approval to: 1. Construct a new single-story three bedroom, two bathroom Mission style house consisting of 1,827 SF with a 220 SF covered rear porch. The front will have a tower feature with barrel tile roof. Windows consist of 2/1, 3/1, or 4/1-light single-hung sash. No garage is provided, but brick ribbon pavers for off-street parking will be installed. The new design will imitate a typical Spanish style home in the Old Northwood neighborhood. Location: 2911 Poinsettia Avenue in the Old Northwood Historic District within Commission District No. 1 Commissioner Sylvia Moffett. Staff is recommended approval with conditions. Mr. William Serrano made a motion to approve Historic Preservation Board Case No. 17-09. Ms. Kristin Kellogg seconded the motion; the motion was approved 7-0. 4
Historic Preservation Board Case No. 17-10 Ms. Friederike Mittner presented Historic Preservation Board Case No. 17-10. The applicant, Phillip and Jennifer Thron are requesting the following: 1. Expand the front overhang to create a true porch with railings and elephantine piers. Location: 312 Croton Way in the Mango Promenade Historic District within Commission District No. 3 Commissioner Paula Ryan. Staff is recommending approval. Mr. Christopher Kammerer made a motion to approve Historic Preservation Board Case No. 17-10 for alterations. Mr. William Serrano seconded the motion; the motion was approved 7-0.
