2 Meeting Minutes Historic and Architectural Review Board (ARB) August 13, 2015 South Norfolk Memorial Library 801 Poindexter Street HARB Members Present: Rich Wethington Chair; Melissa Lowrey; Patricia McCambridge; & Mark Puster. City Staff Present: Andy Fox (Legal Counsel) City Attorney s Office and Avis Hinton (ARB Recording Secretary) Planning Guest: Ms. Debbie Ritter City Council; Mr. Gerald Martin - Vice Chair, Building Codes and Appeals Board; Ms. Debbie Roundtree, and Ms. Brenda Johnson South Norfolk Community Representative PRE-MEETING AGENDA Minutes The July 14, 2015 Meeting Minutes were approved as read Motion made by P. McCambridge and seconded by Chair Wethington. The July 28, 2015 Special Meeting Minutes were approved as amended Motion made by M. Puster and seconded by P. McCambridge. Subcommittee Reports a. Executive Committee M. Puster will consult with Development & Permits/W. Tabler and provide a report in September. b. Education Committee M. Lowrey reported ARB s participation in/display at the August 4, 2015 National Night Out were well received. c. Awards Committee P. McCambridge reported a plan has been developed outlining: 1. The purpose of the awards program. 2. The Most Compatible Commercial Project and People s Choice Award categories with an open ended submission period and less restrictive criteria to encourage community participation have been added to the Most Historically Compatible/New Construction; Most Historically Compatible/Major Renovation Project; and Most Historically Compatible/Minor Renovation Project categories. 3. Outreach, promotion, marketing, networking, and a presentation during National Preservation Month (May) to City Council. A summary of proposed selection criteria will be disseminated to the ARB for review during the September meeting Zoning Inspection Status Report Continued to the September meeting General Approvals A. Hinton reported nine (9) like for like repainting and repair approvals since the July ARB meeting. Old Business a. The July 9, 2015 Regular Meeting was cancelled and rescheduled for July 14, A. Fox clarified that 3-day notice is required to cancel a meeting. City Council Member Ritter clarified that absent the 3-day notification, meetings should be convened and if no quorum is present, no business can be conducted and the meeting can be adjourned.

3 b. Chair Wethington amended the agenda to continue the remaining Old Business items to the September meeting and granted a request by P. McCambridge to be added to the agenda at the end to the meeting New Business a. Fill Vice Chair Vacancy - per THE CHESAPEAKE BOARD OF HISTORIC AND ARCHITECTURAL REVIEW BY-LAWS under Article III, Section 3. In the event the term of any Board member expires or is terminated while serving as Chairman or Vice Chairman, the Architectural Review Board may designate a member to temporarily fill the vacant office by majority vote. Such acting officer will serve until the vacancy is filled by election. Vacancies in office shall be filled immediately by election conducted in accordance with this Article the ARB unanimously designated M. Puster as Vice Chairman. b. Council Member Ritter asked that Chesapeake Redevelopment & Housing Authority (CRHA) s Façade Improvement/Residential Rehabilitation Program as a possible source of assistance for COA applicants be a recurring ARB meeting agenda item. REGULAR MEETING AGENDA Chair Wethington called the regular meeting to order at 6:14 pm with a summary of the ARB meeting protocol followed by ARB/staff introductions Seaboard Avenue Daisy Minnick (Owner) & Gary Bridges, CRHA Sr. Construction Project Manager (Agent) Attending Remove existing roof shingles and reinstall new architectural shingles Remove all existing roof shingles and reinstall all black walnut new architectural shingles Motion to approve as amended made by M. Lowrey and seconded by P. McCambridge, all members present voting yes. Note this is a CRHA Residential Rehabilitation Project Rodgers Street Annette Fentress (Owner) Attending Install PVC trim around windows, doors, and upper portion of the house Replace soffit under front porch and upper portion of the house Replace porch rails with like for like 2 by 2 s wood stained a natural color A new front door stained a natural color Install a 6 foot deluxe dog ear wood fence on the sides of the house Install white PVC trim like for like around the front, sides, windows and doors Replace front porch ceiling with white PVC Replace white porch hand rails and pickets with like for like 2 by 2 s wood, stained a natural color A new front door stained a natural color per file picture provided Install a 6 ft. deluxe dog ear wood fence on all 4 sides of the house (dropped by 2ft. from the front corner of the front of the house) natural wood stain/golden oat Motion to approve as amended made by M. 5 Replaced porch skirt Note the work was performed without a COA; the property owner/applicant did not attend the July or August meetings; and the ARB will continue a COA application once for an absent applicant. Motion to deny application as submitted made by M. Puster and seconded by M. Lowrey, all members present voting yes. Public Input Ms. Brenda Johnson discussed address problems that arise when two (2) houses are built on a lot that originally had one (1) house. Mr. Gerald Martin shared he is considering ARB membership. Other (An ARB Action Agenda Item as Amended) P. McCambridge presented an ARB training opportunity via a Commission Assistance And Mentoring Program (CAMP) offered by the National Alliance of Preservation Commissions. It is a full day or two (2) half days historic preservation regional training tentatively scheduled to take place on a Friday or Saturday in December 2015 at the Slover Library in Norfolk, VA. CAMP training topics can be tailored to meet the specific needs of the participants. The registration fee is $1,500 per area board/commission for up to 10 slots, which covers the speaker s fees, materials and lunch. A prompt commitment to participate is needed from at least five (5) of the following City boards/commissions - Chesapeake, Hampton, Newport News Norfolk, Portsmouth, Suffolk, and Virginia Beach. Motion made by M. Lowrey and seconded by P. McCambridge to commit to this training with the 2 nd Friday in December as the preferred training day, all members present voting yes. Additional Discussion: A revised drawing of the shed constructed at 1003 Park Avenue has been placed in the COA file. Adjournment Meeting adjourned at 8:43 p.m.
