Present: Commissioners Bryon Gyldenvand, Chairperson, Jim Schulz, and Ald. Steve Hackett Absent: Romie Jungers and Don Fisher (both excused) Also Present: Det. Sgt. John Helgeson 1. CALL TO ORDER 2. MINUTES FROM THE MAY 9, 2017 MEETING MOVED by Ald. Hackett, SECONDED by Comm. Schulz to APPROVE the May 9, 2017 Minutes. 3 ayes, 0 nays, 2 absent. MOTION CARRIED on a voice vote. 4. REVIEW OF MAY 2017 EXPENSE REPORTS Det. Sgt. Helgeson reported the department is under budget by $3,745.85 which is partly due to grant money that was returned to the Police Department budget. He said there was a grant of $1,750.00 for replacement of vests and approximately $4,943.34 received from the OWI Grant. MOVED by Comm. Schulz, SECONDED by Ald. Hackett to APPROVE the May 2017 Expense Reports as printed. 3 ayes, 0 voted nays, 2 absent. MOTION CARRIED on a voice vote. 5. 2016 ANNUAL REPORT (TO BE DISTRIBUTED) Det. Sgt. Helgeson distributed the 2016 Annual Report. There was general discussion regarding when the 2016 Annual Report would be presented to Council. Comm. Schulz agreed to give the presentation if he is available for the July 18, 2017 Council meeting. MOVED by Comm. Schulz, SECONDED by Ald. Police and Fire Commission Meeting June 13, 2017 6. COPS GRANT Det. Sgt. Helgeson said this grant would pay 75% of the salary for three years for a drug enforcement officer. The grant comes from the Department of Justice and has a deadline for application of July 10, 2017. He asked the Commission to approve seeking the COPS grant. MOVED by Comm. Schulz, SECONDED by Ald. Hackett to AUTHORIZE the Police Department to pursue the COPS Grant. 3 ayes, 0 voted nays, 2 absent. MOTION CARRIED on a voice vote. 7. NARCAN Det. Sgt. Helgeson discussed acquiring Narcan in nasal spray form for officers to carry for the emergency treatment of a known or suspected opioid overdose. He added that the City of Weyauwega also has Narcan. MOVED by Ald. Hackett, SECONDED by Comm. Schulz to ACQUIRE Narcan for the Waupaca Police Department. 3 ayes, 0 voted nays, 2 absent. MOTION CARRIED on a voice vote. 8. CHIEF S MONTHLY REPORT FOR MAY 2017 Det. Sgt. Helgeson briefly reviewed the report and said there was an increase in methamphetamine arrests this month. MOVED by Comm. Schulz, SECONDED by Ald. Hackett to APPROVE Chief s Monthly Report for May 2017. 3 ayes, 0 voted nays, 2 absent. MOTION CARRIED on a voice vote. 9. OFFICER BRET RODENZ ANNIVERSARY 9 YEARS Informational. 10. THANK YOU CARD SHIELDED HEARTS A thank you card was sent to Shielded Hearts who provided some refreshments to the Police Department. Informational. 11.
