1 JO DAVIESS COUNTY BOARD MEETING MINUTES DECEMBER 12, 2017 CALL TO ORDER: Chairperson of the Jo Daviess County Board, RJ Winkelhake, called the meeting to order at 7:00 p.m. on Tuesday, at the Jo Daviess County Board Room, Jo Daviess County Courthouse, Galena, Illinois. ROLL CALL was answered as follows: Present-Steve Allendorf, Brandon Behlke, Maryanne Bennett, Richard Dittmar, Robert Heuerman, Don Hill, Randy Jobgen, John Lang, John Schultz, Ron Smith, Scott Toot, LaDon Trost, Martin Werner, RJ Winkelhake and Don Zillig. Present: 15. Absent-Bill THE PLEDGE OF ALLEGIANCE was led by Chairperson Winkelhake. AGENDA ITEM I CONSENT AGENDA The consent agenda was approved as attached following a motion made by Brandon Behlke and seconded by John Schultz. The motion carried by roll call vote: Ayes-Steve Allendorf, Brandon Behlke, Maryanne Bennett, Richard Dittmar, Robert Heuerman, Don Hill, Randy Jobgen, John Lang, John Schultz, Ron Smith, Scott Toot, LaDon Trost, Martin Werner, RJ Winkelhake and Don Zillig. Ayes: 15. Nays: 0. Absent-Bill AGENDA ITEM II - CITIZENS COMMENTS Circuit Clerk Sharon Wand displayed a picture of Abraham Lincoln that was purchased by Peter and Carole Doris for Jo Daviess County. The State Historical Society is placing the same picture in each courthouse in the State and finding benefactors who are willing to pay for this picture. Mr. Doris owns property in Jo Daviess County and is an attorney in DuPage County. The State Historical Society delivered the picture to the Jo Daviess County Courthouse. AGENDA ITEM III - UNFINISHED BUSINESS There was no unfinished business brought before the board at this time. AGENDA ITEM IV - NEW BUSINESS AND COMMITTEE REPORTS Chris Hamilton President and CEO of Greater Galena Marketing Inc. presented information for the GGMI Quarterly Report. He also reported on the beginning of the Corridor Conceptual Plan for U.S. Route 20. He said this will need a great deal of planning and time. Jo Daviess Conservation Foundation Executive Director Steve Barg presented a video and printed material highlighting the work and vision of the Foundation dealing with education, outreach, land preservation and land stewardship for the benefit of the people and wildlife. SOCIAL & ENVIRONMENTAL: A resolution authorizing execution and amendment of FY18 Downstate Operating Assistance Grant Agreement was approved following a committee motion made by Don Hill. A Rabies Administrator Services Agreement with Dr. Calvin Schafer, DVM in the amount of $7, beginning on December 1, 2017 and ending on November 30, 2018 was approved following a committee motion made by Don Hill.

2 Page 2 of 6 PLANNING COMMISSION/ZONING BOARD OF APPEALS: LEGISLATIVE: EXECUTIVE: INFORMATION & COMMUNICATIONS TECHNOLOGY: A telecommunication service agreement with CallOne for a PRI (Primary Rate Interface) direct circuit to replace the POTS (Plain Old Telephone Service) that will no longer be provided in the future, pending review and approval by the State s Attorney and implementation of the new PRI service to be scheduled to coincide with the new internal phone system implementation at the Courthouse and Public Safety Building was approved following a committee motion made by Scott Toot. FINANCE, TAX & BUDGETS: A motion to approve the following FY2017 line item transfer request in the amount of $ was made by Steve Allendorf and seconded by Randy Jobgen. a. Transfer of $ from Office Supplies to Postage. A motion to approve the following FY2017 line item transfer requests and associated claims in the amount of $139, was made by Steve Allendorf and seconded by John Lang. a. Transfer of $95, from Professional Service to GGMI (H/M Tax per Contract) to pay an associated claim to Greater Galena Marketing, Inc. (GGMI) in the amount of $95, b. Transfer of $ from Mileage to Office Supplies to pay an associated claim to Tri-State Shred in the amount of $ and an associated claim to CMFI Group in the amount of $ c. Transfer of $2, from Utilities to Professional Service to pay an associated claim to Globalcom in the amount of $2, d. Transfer of $2, from Utilities to Other Service Charges to pay an associated claim to Reinhart in the amount of $2, e. Transfer of $1, from Utilities to Other Service Charges to pay an associated claim to Illinois Bank & Trust Purchase Card in the amount of $1, f. Transfer of $21, from Telephone to Computer Supplies to pay an associated claim to Illinois Bank & Trust Purchase Card in the amount of $21, g. Transfer of $5, from Telephone to Computer Supplies to pay an associated claim to SBM in the amount of $5, h. (GGMI) to reimburse Jo Daviess County $52, annually, per the 2018 Jo Daviess County comprehensive cost/fee study, for direct labor costs associated with the collection of hotel/motel tax and to request that the Destination Marketing Organization (DMO) contract be amended to reflect this change was made by Steve Allendorf. An amendment to the motion to reimburse Jo Daviess County $105, annually, per the 2018 Jo Daviess County comprehensive cost/fee study, for direct and indirect labor costs associated with the collection of hotel/motel tax and to request that the Destination Marketing Organization (DMO) contract be amended to reflect this change was made by Steve Allendorf and seconded by John Schultz. The amendment carried by roll call vote: Ayes-Steve Allendorf, Brandon Behlke, Maryanne Bennett, Richard Dittmar, Robert Heuerman, Don Hill, Randy Jobgen, John Lang, John Schultz, Ron Smith, Scott Toot, LaDon Trost, Martin Werner, RJ Winkelhake and Don Zillig. Absent-Bill Two (2) change orders associated with the Waterworks Building Maintenance and Repair Project: $ change order to the contract with B & P Roofing and a $4, change order to the contract with Klippert Painting & Staining and to pay the City of Galena a total of $26, for invoices submitted for the Waterworks Building Maintenance and Repairs Project was approved following a committee motion made by Steve Allendorf and seconded by Ron Smith. The motion carried by voice vote with nay votes recorded for Brandon Behlke, Richard Dittmar, John Schultz and Don Zillig. A claim in the amount of $26, to pay the City of Galena for invoices submitted for the Waterworks Building Maintenance and Repairs Project was approved following a motion made by Steve Allendorf and seconded by Ron Smith.

Ayes: 11. Nays: Brandon Behlke, Richard Dittmar, John Schultz and Don Zillig. Nays: 4. Absent-Bill The total claims paid in December, 2017 will be $1,050, Steve Allendorf and Dan Reimer thanked Mary Althof for the timely work on the claims for the City of Galena dealing with the Waterworks Building Maintenance and Repair Project. DEVELOPMENT & PLANNING: PUBLIC WORKS: The annual Motor Fuel Tax County Maintenance Resolution allowing the expenditure of up to $415, for maintenance material in FY2018 to be paid from line item was approved following a committee made by Randy Jobgen. A Motor Fuel Tax Resolution for the County Engineer s Salary was approved following a committee made by Randy Jobgen. Saunders Oil Company of Warren, Illinois was awarded the 2018 County Fuel Bid, the Market Adjusted Price Option, in the estimated amount of $180, following approval of a committee motion made by Randy Jobgen. LAW ENFORCEMENT & COURTS: A Globalcom Maintenance agreement for security in the amount of $5, annually was approved following a motion made by Steve Allendorf and seconded by Brandon Behlke. OTHER COMMITTEES AND BOARDS: Board members appointed to other special committees updated the board with information involving those committees. AGENDA ITEM V - BOARD MEMBER CONCERNS John Lang reported that he was contacted by Dunleith Township concerning property with abandoned vehicles located in Pioneer Acres and asking if the County could give some assistance with the problem. Don Zillig responded that he also has looked into the matter and believes that the Township would have to act on it. Ron Smith reported that information he has received show that there are only four oil trains per day traveling through the County. AGENDA ITEM VI - CITIZENS COMMENTS There were no citizens comments at this time. AGENDA ITEM VII - CLOSED SESSION The board had no reason to enter closed session.

AGENDA ITEM IX - ADJOURNMENT The meeting adjourned following a motion made by Randy Jobgen and seconded by Don Hill. The motion to adjourn carried by voice vote. Chairperson Winkelhake adjourned the meeting at 8:31 p.m. until 7:00 p.m. Tuesday, January 9, 2018 at the Jo Daviess County Board Room, Jo Daviess County Courthouse, Galena, Illinois.
