DECEMBER 18TH, 2012 BARTLETT DESIGN REVIEW COMMISSION MINUTES The Design Review Commission met in the Council Chamber at Bartlett City Hall on Tuesday, December 18th, 2012 at 7:00 p.m. for their regular scheduled meeting. Alderman Emily Elliott presided over the meeting. The following advisors were present: Terry Emerick, Director of Planning and Economic Development; Kim Taylor, Planner; Mark Saunders, Engineering; Jim Brown, Director, Code Enforcement and Ed McKenney, Attorney. David Smith, New Hope Christian Church opened the meeting with prayer. The Design Review Commission and the audience recited the pledge of allegiance to the flag of the United States of America. Mr. Michael Terry made a motion to approve the minutes from the November 20th, 2012 meeting as submitted. Mr. Charles Jowers seconded the motion. Roll Call Vote: All members voted yes. Minutes were approved. CONTINUED Sign 1. Noodles Asian Bistro, 2936 Kirby-Whitten Rd (Mona Simmons, L&B Sign Co LLC) Ms. Kim Taylor explained that Ms. Mona Simmons with L & B Sign Company is requesting Design Review Commission (DRC) approval of a wall-mounted tenant identification sign for Noodles Asian Bistro. The subject property is located at 2936 Kirby-Whitten Road within the SC-1 Planned Unit Commercial zoning district. The China Royal Restaurant currently has two tenant identification signs that were approved by the DRC in 1995. The two signs consist of a 26-square foot ground sign and a 42 square foot (box) wall sign. Description Location: Size: Font: Materials/Colors: Mounting Lighting: Landscaping: The sign is located on the fascia of the building facing Kirby -Whitten Road. The linear frontage of the building is ±46-feet. The sign measures 5 x 38 = 15.8-sq.ft. (24.8-sq.ft w/logo) Times Roman White plexi channel letters with bronze trim cap attached to an aluminum raceway that is painted to match. NOODLES asian bistro Aluminum raceway painted to match the building. Soup bowl in red = 9-sq.ft. Internal LED Recommendation: Approval with conditions. Planning Comment: 1. The proposed wall sign will be located on an octagonal building wall which makes it difficult to determine the exact linear frontage of the building. Staff measured the frontage of the building that could be seen on Kirby-Whitten Road using a GIS tool. The method used for determining the approved signage in 1995 is unknown. The existing wall and ground signs total 68-square feet. The proposed square footage for both signs is 50.8-square feet. 2. The existing ground sign can be approved by Code Enforcement as an administrative face change. However, the wall sign is a completely new design. Planning Conditions: 1. It is recommended that the owner/applicant attend the meeting in order to make decisions relative to any changes that may be suggested by the DRC. Ms. Mona Simmons and Mr. Lawrence Simmons of L&B Sign Co LLC, 6400 Davidson Road, Olive Branch, MS, were present to represent this application. Commission member had question regarding how the signage is to be mounted. It was explained that there is already a box for signage mounted and that they are just removing the old channel lettering and replacing with the new name. Question about the lighting of the Logo. They explained that it is LED enclosed lighting. Mr. Michael Terry made a motion to approve this application for Noodles Asian Bistro, 2936 Kirby-Whitten Road, with conditions of staff and the existing box and all channel lettering to match building. Mr. Jimmy Williams with the Williams Sign Company is requesting Design Review Commission (DRC) approval of a wall-mounted tenant identification sign for Lucky Roots Hair Studio. The subject property is located at 7546 Highway 70, Suite 104 within the C-L Neighborhood Business zoning district. Wall-Sign: Description Location: The sign will be located on the fascia of the building facing Highway 70. Size: The linear storefront is 30-feet. The sign measures 3 x 10 = 30-sq.ft. Font: Corporate Materials/Colors: White acrylic face channel letter sign with bronze returns and trim attached to an aluminum raceway that will be painted to match the building. Brother Blvd. Suite 103 (Guyton Nunnally, LSI) Mr. Guyton Nunnally with Impact is requesting Design Review Commission (DRC) approval of a wall-mounted tenant identification sign for Impact. The subject property is located at 7980 N. Brother Boulevard, Suite 103 within the O-C Office zoning district. IL (arrow)-dark beige (7531), light beige (pms 7529) and duranodic bronze = 51¼ x39¾ = 16.35-sq. ft. Lighting: Landscaping: None proposed Recommendation: Approval. Planning Comments: 1. The sign complies with the requirements of the Sign Ordinance in terms of size and location. 2. It is recommended that the owner/applicant attend the meeting in order to make decisions relative to any changes that may be suggested by the DRC. Chairman read the list of signs on the consent agenda and asked the commission if they wanted to pull any off to the regular agenda. None were removed. Motion was made by Mr. Chris Triplett to approve the signage on the consent agenda as submitted. Mr. Bill Simpson seconded the motion. Roll Call Vote: All members voted yes. Motion was carried. REGULAR Signs 4. Memphis Children s Clinic, 3155 Kirby-Whitten Rd (Chris Haskins, Frank Balton Sign Co.) Ms. Taylor explained that a representative with the Frank Balton Sign Company is present requesting Design Review Commission (DRC) approval of a ground-mounted tenant identification sign for the Memphis Children s Clinic. The subject property is located at 3155 Kirby-Whitten Road within the O-R-2 Office Zoning District. Ground-Sign: Location: Size: Description The proposed ground sign will be installed parallel to Kirby- Whitten Road, 4-feet above the surrounding grade. The linear frontage of the building is 85-feet. The total sign area measures 22 x 36 = 18-square feet (panel only). 4 DRC DEC 2012

Memphis Children s Clinic 901-379-0092 Aluminum base painted to match the sign. There will be no space between the bottom of the sign and the base. 2-Dwarf Burford Holly, 6-Helleri Holly and Pansies. Recommendation: Approval with conditions. Planning Conditions: 1. The sign measurement provided by the applicant show both an 18-square foot sign and a 32-square foot sign. The sign panel shall not exceed 25-square feet. 2. This is a multi-tenant building. The business owner of the Memphis Children s Clinic also owns the building. Other tenants will not be permitted ground signs. 3. The sign complies with the requirements of the Sign Ordinance in terms of size and location. 4. It is recommended that the owner/applicant attend the meeting in order to make decisions relative to any changes that may be suggested by the DRC. Engineering Conditions: 1. The sign shall be placed outside of the existing water easement and at least 15 from the face of the curb. It should be noted that the easement and water line are not aligned. The water line has been marked and will require a 5 clearance on each side. This does not appear to be a problem, once the easement is moved to its correct location. 2. The plat shall be re-recorded to reflect to correct water easement location prior to placement of the sign. 3. The site plan does not show the existing guy wire and how it aligns with the proposed sign location, however, it is shown in the photo-shopped picture in the application. That picture also shows the sign to be less than 15 from the face of curb. The guy and correct location of the sign shall be clarified by the applicant prior to the DRC meeting. 4. It was noted that there are additional tenants in this building or soon planned to be additional tenants. The plat limits this building to one condominium unit only, so additional water/sewer taps and signage for additional tenants is not authorized. This can only be changed by re-recording the plat with signatures from both property owners. Mr.William Laurie, Frank Balton Signs was present representing this application. Discussed concern about this building being multi-tenant and other tenants cannot have a ground sign. This will be on the corner of Mt. Palomar and Kirby-Whitten. Discussed the pillars color and the coating. Renderings looked like they would be white. Mr. Laurie stated they would be a little darker and showed another rendering which matched the building color. The sign would be white. The gywire in the rendering picture was mentioned and they can place the sign so it does not interfere. He understands the other tenants cannot have ground signage also. shown on the signage looked black but is actually a deep bronze with trim on the sign. It was suggested that the sign company submit a color sampling of the color and texture of columns. Mr. Terry felt the pilaster for the sign should be a darker color like the brick color on the building to tie it to the building location. Mr. Michael Terry made a motion to approve the signage for Memphis Children s Clinic, 3155 Kirby-Whitten, with conditions of staff and presentation of the sample of the color for the pilasters and texture that matches the brick on the building to be viewed by staff. Ms. Thurman seconded the motion. Roll Call Vote: All members voted yes. Motion was carried. Discussion Chairman wished everyone a Merry Christmas.
