Glen Rock, New Jersey 07452 Superintendent s Office Conference Room July 31, 2018 - SPECIAL WORK SESSION AGENDA - ROLL CALL 5:00 PM PRESENT RECESS TO CLOSED SESSION: MOTION MADE BY SECONDED BY to approve the following resolution: YES NO ABSTAIN BE IT RESOLVED BY THE GLEN ROCK BOARD OF EDUCATION that WHEREAS, The Board of Education of Glen Rock must discuss personnel and legal matters which includes, change in position for two employees, Superintendent s contract and West Hudson search consultant contract; and WHEREAS, The aforesaid subjects are not appropriate subjects to be discussed in a public meeting; and WHEREAS, The aforesaid subjects to be discussed are within the exemptions which are permitted to be discussed and acted upon in private session pursuant to P.L. 1975 Chapter 231; it is therefore, RESOLVED, That the aforesaid subjects shall be discussed in private session by this Board at the conclusion of the public segment of this meeting, and information pertaining thereto will be made available to the public at the next regularly scheduled meeting, or as soon thereafter as possible but no later than October 30, 2018, if reasons for nondisclosure no longer exist.

Notice of this meeting was also mailed to the Borough Clerk and was posted on the bulletin board of the Board of Education Office in the Administration Building on the same date. Copies of the procedures in effect for Regular Board Meetings are available for the public at today's meeting. MISSION STATEMENT The Glen Rock School District founded on principles of education, in partnership with a supportive community, provides an exceptional education to all students to cultivate resilient, responsible and engaged global citizens. STATEMENT TO THE PUBLIC Often times it may appear to members of our audience that the Board of Education takes action with very little comment and in many cases by unanimous vote. Before a matter is placed on the agenda at a public meeting, the administration has thoroughly reviewed the matter with the Superintendent of Schools. If the Superintendent of Schools is satisfied and Board of Education President concurs that the matter is ready to be presented to the Board of Education, it is then placed on the agenda at the next Board of Education meeting. The members of the Board work with the administration and the Superintendent of Schools to assure that they fully understand the matter. After the Committee of the Whole approves the matter, it is placed on the agenda for action at a public meeting. In rare instances, matters are presented to the Board of Education for discussion at the same meeting that final action may be taken.

Be it resolved that the Board, upon the recommendation of the Chief School Administrator, approves the establishment of a new Learning/Language Disabilities Special Education Program. This program is in accordance with New Jersey Administrative Code (N.J.A.C.) 6A:14, Special Education and N.J.A.C. 6A:26, Education Facilities. G2. Be it resolved that the Board, upon recommendation of the Chief School Administrator, approves the following resolution: Whereas, the negotiating committee of the Board of Education and the negotiating committee of the Glen Rock Administrators Association have agreed to a negotiated sidebar of conditions for the period July 1, 2018 through June 30, 2019, and Whereas the Agreement must be ratified by the parties concerned and filed with the New Jersey Public Employment Relations Commission; therefore, be it Resolved, that the Board of Education approves the submitted negotiated sidebar and authorizes its President to sign the agreement for the Board of Education; and be it further Resolved, that the negotiated sidebar, be retained on file in the office of the Board Secretary. (Attached as Appendix A)

Whereas the New Jersey Department of Education issued a Revised State Aid Allocation Notice dated 7/13/18 for the 2018/19 school year granting the Glen Rock Public School District an additional $92,038 in Categorical Special Education Aid and $56,781 in Categorical Security Aid; and Whereas New Jersey Department of Education regulations permit deferral and utilization of the additional aid to Fiscal Year 2020. Now therefore be it resolved that the increase in Categorical Special Education Aid in the amount of $92,038 and Categorical Security Aid in the amount of $56,781 be deferred and utilized in the 2019/20 district budget as general fund tax levy relief.
