WROCKWARDINE PARISH COUNCIL Minutes of the Parish Council Meeting held on Wednesday 14 th September 2016 at Admaston House at 7.30 p.m. Present: Vice Chairman: Ms. Nadine Evans Cllrs: Mrs. Elaine Ballantyne, K. Ballantyne, P. Bevis, I. Farrington, T. Kiernan, Mrs. Jo Savage and Mrs. Sheila Turner. Mr. M. Goldstraw Clerk Also in attendance: Two members of the public. Borough Councillor Miss J. Seymour. [In the absence of the Chairman, Cllr. Ms Nadine Evans, Vice Chairman, took the Chair.] 16/60 Chairman s Opening Remarks The Vice Chairman welcomed everyone to the Meeting. 16/61 Apologies for Absence Apologies were received and accepted from Cllrs. Ms. Elaine Anderson and S. Rawlings. 16/62 Declarations of Interest and Dispensation Requests There were no declarations. 16/63 Public Session Cllr. Kiernan gave a report on the contamination of land at the former sugar beet factory site at Allscott. Cllr. Kiernan referred to a letter (previously circulated to members) by the Borough Council outlining action being taken in co-operation with the police and Social Services in response to issues surrounding the protection of vulnerable children in the Borough. Cllr. Kiernan informed the Meeting that [in his personal capacity] he was talking to the Borough Council about the possibility of Admaston & Bratton having its own Parish Council. [For the purpose of clarity, this is a private initiative and has not been discussed by the Parish Council]. Cllr. Bevis, on behalf of a resident, informed the Council that the lane from Overly to Leaton was unnamed and the residents of the lane had requested that a suitable name be sought and that appropriate signage be installed. 1
The Clerk, as a general point, reminded all present that although Members of Council were entitled, as electors, to make use of the Public Session, they had the additional privilege of being able to request that matters be placed on the agenda, thus giving other Members of Council advance notice of matters to be discussed and allowing appropriate decisions (resolutions) to be made. The Clerk agreed to place the request for a name and sign for the unnamed lane on the next agenda. Cllr. Bevis spoke of concerns over blasting at Leaton Quarry and a discussion was held. Cllr. Bevis reported an overgrown hedge at Leaton (Borough Highways matter). The Clerk reminded Members that the Parish Council was not responsible for Borough matters, that the Borough Council had an excellent reporting procedure and that matters could be reported either directly to the Borough Council or to the relevant Borough Ward Councillor; both Members were fully capable of taking up all Borough matters. 16/64 Minutes The Minutes of the Meeting held on 13 th July 2016 were confirmed and signed, by the Vice Chairman, as a true record. 16/65 RoSPA Play Ground Report Wrockwardine Playing Field The Clerk informed the Meeting that due to the contractor s commitments with the Local Education Authority to undertake repairs to school equipment during the summer holidays, it had not been possible to meet on site however, a meeting would be held in September. 16/66 Planning Matters a) Applications: The following applications were considered: TWC/2016/0792 48 Elmsdale Crescent, Admaston. Removal of lower limb on south west side, removal of lower branches overhanging the highway and cut back the apical dominant growth on larger lower branch to 1no. Corsican Pine tree (T1) and cut back branches around telephone wire to 1no. Corsican Pine tree (T2). There were no comments. TWC/2016/0738 Site of Holly Tree House, Allscott. Reserved matters application for the erection of one dwelling in pursuant to outline application TWC/2014/0371. There were no comments. TWC/2016/0715 Wrockwardine Hall, Station Road, Wrockwardine. Erection of free standing solar panels (Retrospective) (Full Planning Application). 2
TWC/2016/0714 Wrockwardine Hall, Station Road, Wrockwardine. Erection of free standing solar panels (Retrospective) (Listed Building Application). Permissions: The following permission was noted: TWC/2016/0581 Walcot Grange, Walcot. Erection of an extension to store agricultural machinery. TWC/2016/0552 40 Glovers Way, Shawbirch. Erection of a two storey side extension. b) The following matters were approved (retrospectively) having being dealt with under delegated powers during August: Applications: TWC/2016/0685 Land between, 20, 22 Bratton Road, Bratton. Erection of five detached dwellings and associated access. There were no comments. TWC/2016/0671 Wrockwardine Hall, Station Road, Wrockwardine. Installation of a steel brace and repair brickwork to the dovecote. There were no comments. Permissions: TWC/2016/0581 Walcot Grange, Walcot. Erection of an extension to store agricultural machinery. 16/67 Parish Matters a) Playground Improvements Pemberton Road Members were made aware of the chosen design and the Clerk reported that the installation would commence on the 19 th September. It was noted that the cost of the project was less than the budget allocated. It was noted that a Telford & Wrekin Services had successfully repaired a piece of play equipment on the site at a cost of 95 plus VAT (accounts for payment). b) Grounds Maintenance Contract The Clerk reported that the invitation to tender had been published in the Shropshire Star and the Telford Journal; the process had begun. c) Vogt Solar Community Benefit Fund The Vice Chairman outlined the requirements of the fund and stated that the F&GP Committee would keep it in mind when projects were tabled. 3
d) Replacement Street Sign Walcot The Clerk reported that although funding was in place, (thanks were extended to Cllr. Miss Seymour for the 500 grant received during August) permission from the Borough Council was still awaited. Borough Councillor Miss Seymour agreed to assist in chasing a response. 16/68 F&GP Committee It was agreed that a meeting should be held to consider the budget process. Cllr. Ms Evans provided a brief outline of the new spreadsheet budgetary reporting which was being tested by the Clerk. The Clerk was asked to check availability of the meeting room for a possible date of 22 nd September. 16/69 Accounts for Payment Receipts & Payments - It was RESOLVED - that these be approved and paid as tabled. Statements 28 to 32 Unity Trust were tabled along with the reconciliations and were approved. External Audit Report The Clerk reported that the External Audit report stated that On the basis of our review of the Annual return, in our opinion the information in the Annual Return is in accordance with proper practices and no matters have come to our attention giving cause for concern that relevant legislation and regulatory requirements have not been met. Other matters not affecting our opinion which we draw to the attention of the Council: The Internal Auditor has indicated at section 4 that the budgetary control was inadequate and reserves were too high. The Council believes that the Internal Audit report was based on incomplete information and there was no need to answer no to any of the assertions within the Annual Governance Statement at Section 1. However, we recommend that the Council implements recommendations made by the Internal Auditor, as agreed at the Parish Council meeting held on 8 June 2016 such as minuting the risk register review and reviewing the level of reserves. The Vice Chairman noted that it was a good audit with no matters affecting the opinion of the External Auditor and the Clerk was thanked for his work in once again steering the Council through its audit. 4
16/70 Traffic Matters a) Traffic Calming Admaston The Clerk reported that the Borough Council were in the process of setting the required traffic count and locations for the equipment had been agreed. b) Community Speed Watch Scheme It was noted that the Borough were in the process of implementing the required traffic count which would be required prior to organising any Community Speed Watch Scheme. c) Quiet Lanes Borough Cllr. Miss Seymour provided an update on the progress of the Little Wenlock scheme, the completion of which was required prior to any scheme from Wrockwardine being considered. 16/71 Correspondence RAF Association Rural Forum T&WC WTC WAC SAPTC T&WC CPRE Invitation to Battle of Britain Service. The Cllrs. Ballantyne agreed to represent the Council at the service. Notice and Agenda of meeting to be held on Wednesday 21 st September 2016. Noted. Notice of temporary road closure Wrockwardine Crossroads to Wrockwardine Road for 12 days with end date of 23 rd September 2016 (BT work). Invitation to Mayor s Civic Parade and Service. Noted. Minutes of the last meeting. Noted. BACS payment receipt in the sum of 500 grant funding (Street Signs) Countryside Voice magazine.
