1 -1- WROCKWARDINE PARISH COUNCIL Minutes of the Parish Council Meeting held on Wednesday 10 th September 2014 at Admaston House at 7.30 p.m. Present: Cllr. S. Rawlings Chairman Cllrs: E. Dawes, Mrs. Elaine Ballantyne, T. Kiernan and Mrs. Sheila Turner. Mr. M. Goldstraw Clerk Also Present: Mr. Andrew Sheldon 14/55 Chairman s opening remarks The Chairman welcomed everyone back after the summer recess. 14/56 Apologies for Absence Apologies were received and accepted from Cllrs. K. Ballantyne, Ms Nadine Evans and Mrs Jo Savage. Courtesy apologies were received from Borough Councillor Miss Jacqui Seymour. 14/57 Declarations of Interest and Dispensation Requests The Chairman declared an interest in planning applications TWC/2014/0741 and TWC/2014/ /58 Public Session Mr. Sheldon presented details of a proposed development at Charlton (approximately one acre at Bluebell Lane) and answered questions. The Meeting was informed that although the Parish Council has leant its support to a similar scheme in 1997, that previous application had been refused by the District Council. 7:51 p.m. Mr. Sheldon left the meeting. 14/59 Police Report There was no police report. Cllr. Mrs Turner expressed concern over the lack of attendance by either a police officer or a CSO. The Clerk was askew to formally request the attendance of an officer. 14/60 Minutes The Minutes of the Meeting held on 9 th July 2014 were confirmed and signed, by the Chairman, as a true record.

2 -2-14/61 Vacancy in the Office of Parish Councillor The Clerk reported that no applications for co-option had been received. 14/62 Planning Matters [The Chairman stood down and took no part in applications TWC/2014/0741 and TWC/2014/0742 which were presided over by Cllr. T. Kiernan] a) The following applications were considered: TWC/2014/0741 Barratts Field, Duncote Mill, Walcot. Erection of a 464.5sqm potato storage building. TWC/2014/0742 Barratts Field, Duncote Mill, Walcot. Erection of a 464.5sqm potato storage building. Following discussion of the two applications for Barratts Field, Duncote Mill, it was agreed that there were no objections however, the Clerk was instructed to convey the concerns of the Council over the continuous creeping growth of the site. [The Chairman resumed the Chair] TWC/2014/0776 TWC/2014/0793 5A Bostock Close, Admaston. Removal of Epicormic shoots to 1. Lime Tree and 1 Oak Tree. There were no objections. Orleton Hall, Haygate Road, Wellington. Replacement of existing window to form a door, demolition of two sections of existing wall and the construction of a lantern in existing kitchen. There were no objections. b) The following permissions were noted: TWC/2014/0566 5A Bostock Close, Admaston. Erection of a boundary wall. TWC/2014/0617 TWC/2014/ The Villas, Allscott. Erection of a two storey side extension and single storey rear extension. Wrockwardine Hall, Wrockwardine. Erection of extensions and external and internal alterations to Wrockwardine Hall (LB661), internal and external alterations to stables (LB663) to provide ancillary domestic accommodation, internal and external alterations to barn and cartshed (LB664) and wash house (LB662), external alterations to dovecote (LB665) and alterations to garden wall (LB666) following demolition of an existing shed and part of the garden wall (LB666) (Listed Building).

Erection of a porch and a single storey rear extension to Wrockwardine Hall, refurbishment of stables to provide ancillary domestic accommodation and alterations to roof of dovecote. Refusal: The following refusal was noted: TWC/2014/0601 Site of former 31 Wrockwardine. Outline application for the erection of 1. dwelling and associated detached garage (All matters reserved). The Meeting noted that the following applications had been dealt with under delegated powers during the recess: TWC/2014/0665 TWC/2014/0617 TWC/2014/0616 TWC/2014/0601 Permissions: TWC/2014/0219 TWC/2014/ Donnerville Gardens, Admaston. Erection of a 1.94m high timber fence (Retrospective). There were no objections. 1 The Villas, Allscott. Erection of a two storey side extension and single storey rear extension. There were no objections. Severn Trent Water Mandatory PPE, Rushmoor Lane. Relocation of 3 kiosk s and the modification of a bund surrounding the cake pad (Retrospective). There were no objections. Site of former 31 Wrockwardine. Outline application for the erection of 1. dwelling and associated detached garage (All matters reserved). There were no objections. 6 Spa Crescent, Admaston. Erection of two storey rear extension. 8 Dulwich Grange, Bratton. Erection of a single storey rear extension and alterations. The Clerk reported that the planning application for the sugar beet site received approval from the Planning Committee and that the matter had been delegated back to the officers to sort out the various 106 agreements etc. The Meeting noted that following the approval, the Clerk received an unsolicited letter from the Department of Communities and Local Government dated 5 th August and referring once more to the Parish Council s initial letter of 14 th March requesting that the matter be called in and stating (once again)

4 -4- that The Secretary of State had decided, having regard to this policy, not to call in this application. He was content that it should be determined by the local planning authority. 14/63 Accounts for Payment The Clerk informed the Meeting that during the early part of September there had been considerable damage caused to the Community Orchard (Allotments site) by a subcontractor working for the Council s main contractor. The Clerk had met the contractor on site and letters had been exchanged. The contractor had apologised and admitted liability and stated that they would do their very best to put the damage right. In light of this information, the Chairman proposed that in considering the receipts and payments, the meeting should resolve to approve the payments to the grounds maintenance contractor for the work already undertaken but instruct the Clerk to withhold the payments until the Clerk, after consultation with the Chairman, was satisfied that a formal solution to correct and put right the damage to the Community Orchard was in place. The Clerk informed the Meeting that two quotes had been obtained for the repair of the damage caused by the convicted drunk driver, Simon John Wilkins of 20 Rembrandt Drive Admaston, and submitted to the driver s insurance company, Ageas, who had made a full and final settlement in the sum of being the lowest quoted amount. Following discussion it was RESOLVED to instruct Paul Kingston, Ironwork, Fencing and Landscaping Contractor, who had provided the relevant quote, to undertake the repair work. Receipts & Payments - It was RESOLVED - that these be approved and paid as tabled subject to the proviso that payments to Ditton Services should be withheld until the Clerk, after consultation with the Chairman, was satisfied that a formal solution to correct and put right the damage to the Community Orchard was in place. Statement 8 (Bank of Scotland) and Statements 4 & 5 Unity Trust were tabled along with the reconciliations and were approved. The Meeting approved the following additional payment: L. Kingston Hedge Cutting cheque /64 Bank of Scotland The Clerk reported that the Bank of Scotland had failed to act upon the instructions of the Council to close the account and transfer the funds to the Unity Trust Bank in good time. There had been a catalogue of lamentable errors made by the bank where they had mixed up the original mandate of Wrockwardine Parish Council with that of Wrockwardine Wood & Trench Parish Council and this had caused them to decline the initial instruction; because the signatures had not matched the ones they (incorrectly) held on

The Meeting was informed of the action taken by the Clerk to gain a remedy and recompense; it had taken the bank over 50 days to finally admit that it had been in error and transfer the funds over. The Clerk had placed a compensation claim for loss of interest and in recompense of the time taken, by the Clerk on behalf of the Council, to bring the matter to a satisfactory conclusion. The Clerk reported that the funds had now been transferred, that the bank had admitted their negligence and that the compensation claim was under consideration. The Clerk was thanked for his efforts to bring the matter to a satisfactory conclusion. 14/65 F&GP Committee There was nothing to report. 14/66 Quiet Lanes Grant Funding Cllr. Kiernan brought to the attention of the Council a project being undertaken by Little Wenlock Parish Council to turn a lane int a quiet lane along with the fact that grant funding had been applied for and obtained. The Clerk informed the meeting that he had written to the Clerk of Little Wenlock Parish Council to obtain further information. It was agreed to leave the matter on the agenda until further details could be obtained. 14/67 Grant Funding Admaston House The Meeting heard that the Clerk had written to the Trust advising them of the Council s requirement that they resubmit any grant request using the appropriate application form but there had been no immediate response. It was agreed to let the matter lie until such time as an appropriate application for grant funding was received. 14/68 Correspondence 1. Correspondence requiring a decision NALC Legal Briefing. Amendment to Model Standing Orders. Following discussion it was RESOLVED to suspend the application of the relevant Standing Order dealing with film, photography and recording of meetings under the 1960s Act because the Act had been amended by the Openness of Local Government Bodies Regulations 2014 Act. St. Christopher s Hol Club The Clerk reported that the Council had received a grant application dated 11 th July for funds to subsidise the Summer Holiday activities for children in Admaston but as the application had come too late to be considered at the Council s July meeting he had replied suggesting that a new application be submitted to reimburse actual expenditure. No further application had however been received. It was agreed to take no

6 -6- action until such time as another application had been received. Cllr. Miss Seymour Reminder of the availability of the Ward Fund. 2. Mrs. Turner. 14/69 Press Statement The Clerk was asked to provide a press statement. 14/70 Chairman s Closing Remarks The Chairman thanked all for their attendance and asked everyone ot give some consideration to projects which might qualify for a grant from the Borough Council s Ward Fund. 14/71 Next Meeting Next meeting to be Wednesday 8 th October 2014 at Wrockwardine Parish Hall at 7.30 p.m. There being no further business the meeting closed at 8:29 p.m. Signed Chairman Date
