SUPPORTING CUSD IMMIGRANT STUDENTS AND FAMILIES Mike Bateman, Assistant Superintendent of Student Services at the Claremont Unified School District (CUSD) provided an overview on what the CUSD is doing to support immigrant students and families. New students and families register in the Student Services Department and must
Committee on Human Relations April 16, 2018 Page 2 provide proof of residency within the CUSD boundaries. The CUSD does not ask for immigration status of a student for enrollment or educational purposes. Student Services staff provides support for students and families in need, with a homeless/foster liaison and/or parent involvement liaison, that will help connect families with resources to support academic, social and emotional success. School sites are also notified to provide assistance to their students. Administrators are provided information on how to support the CUSD immigrant students and families via K-12 administrators meetings, emails, phone calls, and website links. Federal immigration officials have a policy restricting enforcement actions at schools. They are allowed on school sites only if there is an immediate public safety issue, or when there is a valid search warrant, subpoena, or court order. The CUSD provides a safe space for students regardless of their immigration status. The Committee received and filed the report. 3. NO HATE CAMPAIGN AND NOT IN OUR TOWN EVENT Skylar Segura, Youth Programs Supervisor provided an overview of the TAC, YAC and Camp Claremont, and described how these youth programs adopted the No Hate Campaign and Not in Our Town event. Youth Program s mission is creating experiences, encouraging growth, and supporting youth along with the motto, Our Youth, Our Future. Jen Hele, Youth Programs Coordinator reported the three overarching themes of the No Hater s Here initiative is promoting safety, well-being, and academic achievement for all students. She provided an overview of the safety resources, well-being programs, and the academic workshops provided to student participants. Supervisor Segura reported on the safety and well-being trainings staff are attending. Youth Programs hosted a Not in Our Town screening about a hate crime committed against a Manhattan Beach family. Committee Member Sharma and Commissioner Leano conversed with the students about current events and issues. Twenty-five students participated, with participation from the Teen Committee, the Committee on Human Relations, the City Council, and the Claremont Police Department. Supervisor Segura reported that Claremont High School Principal Brett O Connor will lead a discussion on School Safety at the Teen Committee meeting on Wednesday, April 18 at 3:15 p.m. Principal O Connor will speak on safety at the High School and engage students interested in becoming a part of the Campus Safety Committee inclusive of teachers, classified staff, and students. Councilmember Joe Lyons will attend to speak on the Teen Committee being a part of the Committee and Council process. The Committee received and filed the report. 4. AD HOC COMMITTEE UPDATES A. Needs Assessment (Paul Buch, Beatrice Casagran, Tahil Sharma, Rose Ash) Committee Member Sharma reported that in hosting the Not in Our Town event with Supervisor Segura and Program Coordinator Hele, there is a starting sense of what group of people is needed to be included in this process and they already have a general sense of how they feel. He suggested the Ad Hoc Committee acquire more perspectives from students.

Education Highlighting Diversity (Lauren Roselle, Fern Jo Kaukonen, Tahil Sharma, and Commissioner Jed Leano) REPORTS Chair Roselle reported only two people attended the last two meetings and she didn t feel comfortable making any decisions until the full Ad Hoc Committee meets. 5. Committee Reports A. Committee Members Committee Member Ash recommended changes to the Committee on Human Relations brochure to be used at the Ciclavia event. The Committee reviewed the recommendations and agreed on the following changes to the brochure: Take all phone numbers, except for the 24 hour Citizen Comment phone number, from Committee Member Ash s handout and include on the back page of the brochure. Change the aspirational tense to present tense. Director Turner will work on a draft tri-fold brochure for Fourth of July and this item will be agendized at the next meeting. Committee Member Buch volunteered to incorporate the changes in the brochure. A blue-line copy will be emailed to the Committee. The Committee discussed incorporating the following changes: change the title Our Mission to Who We Are change the aspirational tense to present tense Add phone numbers from Committee Member Ash s handout and add the CUSD Anti- Bullying Hotline phone number to the back page of the brochure. Another suggestion was to add these phone numbers in the Who We Are section. revise the format to be bullet points and in a tri-fold format add graphics add Committee on Human Relations meeting information Committee Member Ash proposed that a letter from the Claremont City Council, in support of SB54, be sent to the City Council of Upland and San Dimas. Director Turner will work with Committee Member Ash and Police Captain Fate on a letter to include factual information about what Claremont Police Department is doing in support of SB54. Director Turner will have the letter reviewed by the City Manager and will report back to the Committee. Committee Member Buch handed out a flyer on the Inspiring Compassion and Inclusion, sponsored by Inland Valley Interfaith Conference. It will be held on Sunday, May 6 from 12:00 p.m. 9:00 p.m. in the Morgan Auditorium at the University of La Verne. B. Committee Liaisons Police Commission Liaison Reece reported on the following items: Crimes such as robberies, burglaries, assaults, thefts, arsons, homicide, sexual assaults are down in the City. An update is provided twice a year. The Crime Free Multi-Housing Program, overseen by Jim Keith, is going well. Since the start of the program, until now, overall trends show a significant decrease in crime in multi-housing developments. An update is provided twice a year.
Committee on Human Relations April 16, 2018 Page 4 Community and Human Services Commission Liaison Leano reported on the following items: The Commission approved the CBO budget at the March 12 funding meeting, and it will be forwarded to the City Council for approval. There is a substantial change on funding for organizations providing services related to homelessness. Human Services staff will be contracting someone to do critical functions such as intakes, coordinated entry, making contact with the Police Department, and to community partners. The Urban Forest Manager Program reported for the first time in over six years that we replanted more trees than trees removed. C. Human Services Department Director Turner reported on the following item: The Ciclavia event is on Sunday, April 22 from 9:00 a.m. 4:00 p.m. with road closures on First Street and Arrow Highway. D. Item 3 Who We Are Committee on Human Relations OUR COMMITMENT The Committee on Human Relations (CoHR) was re-established in 2017 by the Claremont City Council. The Committee has four community commitments. The CoHR is committed to fostering intergroup relations through outreach, educational programming, and events; providing outreach and education to promote human relations and strengthen the community s capacity to effectively collaborate; promoting an informed, just, equitable, and inclusive multicultural society; and assisting in reducing intergroup tension and violence, as well as discrimination, prejudice, stereotyping, and other divisive attitudes that can lead to conflict, hate incidents, or any related such activity. OUR PURPOSE The City of Claremont Committee on Human Relations is dedicated to promoting positive human relations in an increasingly complex and multicultural society. The Committee works to develop programs that address discrimination, prejudice, and stereotyping based on race, religion, gender, sexual orientation, national origin, age, ability, ethnicity, social class, or any other arbitrary factor, and other divisive attitudes that can lead to intercultural tension, hate incidents, hate crimes, and related violence. The Committee on Human Relations works in consultation with and with guidance from the Los Angeles Commission on Human Relations to establish best practices pertaining to programing, crisis intervention, mediation, and community outreach; with special attention given to partnering with law enforcement and other human relations organizations throughout Los Angeles County. The CoHR advises the Community and Human Services Commission of Claremont on progress made by local programs designed to human relations. The Committee coordinates data that helps us to understand the status of human relations in the community while being alert to changing needs and interests, and uses it as a basis for recommending and evaluating programs and conducting outreach, education, and forums. We proactively advocate and recommend programs and activities to promote a positive climate for human relations and well-being in Claremont. The Committee monitors the progress and development of relevant programs locally, countywide, statewide, and nationally, and reports on them to the Community and Human Services Commission and to the City Council, as appropriate. Claremont s Committee on Human Relations (CoHR) is charged to carry out comprehensive and effective human relations work in the community.
