Declaration of Pecuniary Interest N I L Confirmation of Minutes (1) 7th meeting September 12/16 Resolution No. 1-8 MOVED BY W.E. Ted Smith that the minutes of the 7th meeting of the Public Works Committee as held on September 12, 2016, be adopted as typed and circulated. MOTION CARRIED IV. Deputations N I L V. Beaverton (BR.135) Poppy Fund Request for Road Closures Resolution No. 2-8 MOVED BY Gord Lodwick that the Committee has no objection to the request contained in communication no. 1616. Referred from September 12/16 MOTION CARRIED 1422 Durham Region Works Department Petition to Brock Township Cameron Street (Regional Road 12) & Laidlaw Street Mayor Grant advised that the loss of parking spaces to accommodate the pedestrian crossover would impact the business community, residents, and could raise other safety issues and that this issue was reviewed by the previous Council. Session Eight - 2 - Monday, October 3, 2016 He commented that, with low traffic activity, people may not use the crossover and suggested that it be located at the edge of the business core similar to those in Sunderland and Beaverton. He advised that a 4-way stop at Laidlaw and Cameron streets is not permissible at present. Regional Councillor Smith advised that he is in agreement. Councillor Miller thanked the residents of Cannington for the petition and commented that this issue has been previously raised and is included in the 2012-2016 multi-year accessibility plan. She advised that she agrees with the Mayor and would be in favour of a crossover at Ann and Cameron streets which would service the bus stop and future Brock Community Health Centre. Councillor Parliament advised that a discussion with business owners indicated that they are not in favour of losing parking spaces but would like a safer way to cross the street and that he is in favour of a crossover being located at Ann and Cameron streets. Councillor Miller enquired as to the cost to the Township to which the CAO & Municipal Clerk advised none as it is a Regional road. Resolution No. 3-8 MOVED BY John Grant that the Public Works Committee does not support a crossover at the intersection of Laidlaw and Cameron Streets in Cannington. Re: communication no. 1422. Referred from September 19/16 Council MOTION CARRIED 1651 Lake Simcoe Region Conservation Authority Spring 2016 Community Planting, Landowner Environmental Assistance Program (LEAP) Councillor Schaffer congratulated the Holy Family Catholic School for their tree planting endeavours. Referred Directly 1694 Infrastructure Ontario Clean Water and Wastewater Fund (CWWF) Resolution No. 4-8 MOVED BY Cyndi Schaffer that communication nos. 1651 and 1694 be received for information. MOTION CARRIED 1738 Sunderland Santa Claus Parade Committee Request to hold parade December 10, 2016 at 6:30pm and hold a free skate on the same date between 4:30 and 6:30 pm Resolution No. 5-8 MOVED BY W.E. Ted Smith that the Committee agree to the requests contained in communication no. 1738 regarding the Sunderland Santa Claus Parade. MOTION CARRIED 1729 Beaverton Santa Claus Parade Committee Permission for annual parade on November 18, 2016 at 1900 hours Councillor Schaffer advised that the change of date and time is to allow for the services of the DRPS.
Resolution No. 6-8 MOVED BY Cyndi Schaffer that the Committee approve the request for the annual Santa Claus parade. Re: communication no. 1729. MOTION CARRIED VI. VII. Reports of Sub-Committees N I L General Items and Enquiries (1) Councillor Mike Parliament Resolution No. 7-8 MOVED BY Mike Parliament that staff request Durham Region Works to consider an alternate location for a level 2 crossing on Cameron Street; possibly Cameron and Ann Street. Mayor Grant advised that it is suitable to leave it open for consideration of other locations should this one not be approved. The CAO & Municipal Clerk commented that, while agreeing with a crossover, locating it at the edge of downtown will not serve the intended purpose and that it may be more advantageous once the Brock Community Health Centre is under construction. Resolution No. 7-8 MOVED BY Mike Parliament that staff request Durham Region Works to consider an alternate location for a level 2 crossing on Cameron Street; possibly Cameron and Ann Street. (2) Councillor Mike Parliament MOTION CARRIED Councillor Parliament advised that a resident complimented staff on the patching of Sideroad 18. (3) Regional Councillor W.E. Ted Smith Regional Councillor Smith extended thanks to staff for the patching of Concession 4. He enquired as to a date for the Cannington Santa Claus parade to which Councillor Parliament advised that traditionally it is the last Saturday in November. (4) Public Questions and Clarification Ms. Olga Kuzmich, C1535 Concession 14, Cannington suggested that it be the responsibility of the contractor to repair Sideroad 18 given that the life expectancy of the hardtop was supposed to be 6-7 years.
